Seminar on “Civil Defence as an instrument of community policing"


Jammu December 2nd: A seminar was organized by the civil defence and Homeguards organisation at Jammu club. The theme of the seminar was “civil defence as an instrument of community policing”.

The seminar was inaugurated by the Dr. Ashok Bhan Additional Director General of Police and Hony. Secretary of Indian Institute of Public Administration by lighting the traditional lamp. Sh.Navin Agarwal Inspector General of Police civil defence J&K presided over the function. In his inaugural address Dr.Ashok Bhan said that civil defence has been performing an important role and act as a bridge between the public and the police and this needs to be properly institutionalized and taken advantage of by the police functionaries in field. The public should also come forward through the civil defence organisation in helping the Police to maintain internal security. Civil Defence is a well organized, trained and committed cadre, therefore they are in a better position to motivate and influence the common man. He congratulated the organizers for organizing a successful seminar.

The prominent panelists who participated in the seminar included Sh.Navin Agarwal IGP, Sh.Arun Joshi Burea Chief Hindustan Times, Dr.Renu Nanda of the University of Jammu and post warden civil defence. Besides the prizewinners of the debate competition held last month in degree colleges of Jammu also spoke on the occasion. A galaxy of officers, wardens and prominent citizens and students attended the seminars and interacted with the panelists. Sh.Agarwal said that Civil Defence can provide, necessary resources and means to achieve the objectives of the administration in general and Police forces in particular. He also said that civil defence in pursuance of its objective of maintenance of Industrial production is imparting training to Industrial workers of Bari Brahmana industrial Area.

Sh. Jugal Mahajan chief warden, Sh.Paramjit Kumar Dy.Chief Warden, Sh.Dinesh Gupta Div. Warden, Prof. Ajit Angral of SPMR commerce college also spoke on the occasion.

In his concluding address, Chief guest Sh.Kuldeep Khoda ADGP Criminal Investigation Department appreciated the work done by the civil defence during various disasters as also capacity building undertaken by the organization during peace time. He said that this process of creating awareness among the general masses through such seminars and imparting necessary life saving skills are important for disaster mitigation for which community participation is mandatory.

Khatotra Divisional Commandant Homeguards Jammu, Dy. SP Mohd Majid Malik, Dy. SP Mohd Taj, Dy. SP Des Raj Bhagat, Sh. Vinod Malhotra Dy. Chief warden and all other senior wardens besides large number of school children and prominent citizens.
