I am happy to know that the Raising Day of Homeguards and Civil Defence is being celebrated on 6th December, 2006.

These twin organizations have the history of performing their duties and rendering service to victims of natural calamities in the true spirit of "NISHKAM SEVA". I hope that the volunteers of these organizations will continue to serve the Nation in the desired manner and assist the people in times of crisis.

I extend my good wishes and greetings to all ranks and volunteers of Homeguards and Civil Defence.

I am pleased to know that the Home guards/Civil Defence Jammu and Kashmir is celebrating its Annual Raising Day on 6th December 2006. The Civil Defence and Home-guards organization has contributed significantly in maintaining law and order in the state. This force has also remained associated with the relief and rehabilitation operations.

I am confident that the men of this force will continue to work with the same single minded dedication, zeal and enthusiasm that they have displayed so far.

On the occasion of Annual Day of Civil Defence and Home Guards on 6th of December, 2006, I extend my sincere greetings and good wishes to all members of these two organisarions.

The Civil Defence organisation has been rendering_ valuable services in strengthening the local response capabilities of the emergency services, both during national disasters and terrorist incidents. They have always upheld their motto of "Selfless Service" with enthusiasm and zeal. There is growing realization in the Government that the role of Civil Defence should become more prominent in time of natural calamities, inner strife and external aggression. I hope that meaningful steps will be taken in this direction in the near future.

The Home Guards have made a mark for themselves in assisting the police in law enforcement and contributed with zeal in management of disasters.

These two bodies have risen admirably to the challenges in the past and I am sure that they will continue contributing to various nation-building activities in 'future' also.

On the occasion of the Raising Day of the Civil Defence and Homeguards Organisation, I extend my warm greetings to every individual member and call upon him to rededicate himself to the motto of 'NISHKAM SEWA' to the community.

The Civil Defence volunteers and Homeguards personnel support the citizenry in moments of crises. In the event of hostile attacks during wars, as well as in the aftermath of natural and manmade disasters, the Civil Defence Organization has been playing a critical role. They are the epitome of selfless community service.

I wish the Civil Defence and Homeguards Organization many fruitful years of dedicated service to the Nation.

On the occasion of the Annual Day of Civil Defence & Home Guards on 6th December 2006, I convey my good wishes to a11 the members of Civil Defence and Home Guard volunteers. We the members of these two organisations re-dedicate ourselves to the service of our great nation on this day.

2. Service before self is our motto and we must adhere to this and always set an example for citizens; Remember - safety, welfare and honour of your country come first, safety and welfare of your fellow citizens come next and your own safety and welfare come last.

3. The Civil Defence and Home Guard being a community based voluntary organizations cannot only play an effective role in disaster management by utilizing its capabilities to take up rescue, relief and rehabilitation work but can also playa stellar role in the field of public awareness as also community capacity building to face any emergency. There is also a need to sensitize all concerned to the need of usefulness of Civil Defence and Horne Guard set up. Government of India is taking all steps for revamping the two voluntary organisations

4. Home Guards have already found a "Niche" in the law and order machinery of every State. It is heartening that the police authorities continues to depend heavily on them in the maintenance of public order.

5. I wish all of you a grand success and many more years of selfless service.

I am happy to know that the Homeguards and Civil Defence Organization is celebrating its Raising Day on 6th December 2006. The Raising Day is a time for self-introspection as also carving out future plans.

Looking back it is a matter of pride that this organization has put in great efforts for disaster mitigation and rescue operations. The disaster preparedness and capacity building by providing training and orientation to wardens and volunteers as well as Police personnel is a matter of great satisfaction. The High Power Committee on Disaster Management has also been instrumental in providing a new direction to Civil Defence. The Civil Defence website launched during the current year has also helped in reaching out to the people and creating awareness.

Looking ahead I would like this organization to synergize with our community policing efforts. The spirit of service that has been seen in its volunteers will definitely help them in facing the challenges ahead.

On this occasion I extend my warm and good wishes to all the members of this organization.
