Conference on Civil Defence Preparedness for Chemical, Biological & Nuclear Disaster
Srinagar, September 15th: A day long conference on civil defence preparedness for chemical, Biological & Nuclear disaster was organized by civil defence organisation on September 13, 2007 at Gandhi Bhawan Kashmir University Srinagar.
Sh.Kuldeep Khoda, IPS Director General of Police cum Director civil defence formally inaugurated the conference Sh.Khoda in his augural address stressed upon enabling the community by preparing our self to tackle any sort of disaster whether man-made or natural. He further stated that frequency of disaster has increased in recent years and J&K being geographically more prone to disasters, such conferences is an attempt to make public and defence personal aware about their role during disasters and further stated that it is better to be prepared for any disaster then we caught unprepared. The two companies to deal with disaster more effectively would be trained in disaster management.
Earlier Sh.Navin Agarwal,IPS, IGP HG/CD & Aux. Police J&K welcomed the chief guest and other dignitaries. He also gave the brief aim of holding such conferences & other activities organized by civil defence to empower the common masses to face disaster effectively. He said that civil defence has been able to tackle conventional disaster to the optimum level, but should any unconventional disaster like Nuclear, Biological and Chemical hit us, we have to be prepared and make people aware about how to manage such diasters.
During the day long conference four technical sessions were held in which eminent speakers outside state gave presentations and held deliberations Sh.G.S.Saini, Director National Civil Defence Training College Nagpur gave a presentation on “Role of Civil Defence in Nuclear, Biological and Chemical Disasters”. He in his presentation elaborated how a civil defence volunteers being a first responder can control the disaster effectively with his skills and trainings. He said that people need to take civil defence seriously, extend their co-operation whenever needed.
Dr.D.N.Sharma, Head BSSD, Bhaba Atomic Research Centre Mumbai highlighted the Nuclear threat in his presentation on “Nuclear Radiation-why awareness is essential at all levels”. He exhorted upon creating awareness of all levels so that we are not caught unaware, as awareness is first step to preparedness. Another speaker Dr.K.Ganenesan, Dy.Director DRDO Gwailor acquainted the participant with “Chemical warefare agents” which led to disaster if fall in wrong hands. Dr.M.K.N.Yonki, Dean R & D LIT Nagpur in his presentation on “ Threat of biological disaster or Germ Warefare and Defence against it” stressed that to make the world safer place to live we all need to prepare ourselves by acquiring necessary skills and making everybody aware.
At the end of Technical sessions a team of NDRF from Chandigarh gave a demonstration on the use of NBC equipments in prevention and mitigation of disasters.
Sh.Gopal Sharma, Security Advisor to Hon’ble Chief Minister was the chief guest of valediction function. Sh.Sharma in his valediction address congratulated Sh.Navin Agarwal IGP, Civil Defence and his team for a well attended and well organized day long conference on a important subject like NBC. He was also appreciative of the fact that such conferences will not only create awareness but also provide an opportunity to share our experiences and expertise.
Sh.Gh.Sarwal Chouhan, SSP, Staff office to IGP, thanked all the speakers and participants besides the police media persons, Kashmir university authorities and civil defence volunteers for making the conference a success.
