Homeguards/Civil Defence celebrated Raising Day

Jammu (J&K), December, 6th: The Homeguards/Civil Defence celebrated its Raising Day at SDRF 2nd Bn. Jammu today on 06-12-2017. Hon’ble Governor J&K Sh.N.N.Vohra was the chief guest on the occasion. He took Rashtriya Salute and inspected the Parade presented by different Parade contingents viz Homeguards, Civil Defence, SDRF, NCC and students of various schools. While speaking on the occasion Hon’ble Governor J&K Sh.N.N.Vohra appreciated the role of Homeguards/Civil Defence/ SDRF during Disasters. He underlined the need for maintaining professionalism in force to meet any eventuality. The Chief guest commended the Homeguards/Civil Defence volunteers for their outstanding work during disaster in the state.

He also referred to reorganization of their contribution on the occasions like fairs, festivals, pilgrimages and emergencies like flash floods and accidents etc. Lauding the force, chief guest stressed for making more skilled man-power available so that any contingency could be managed without any hindrance. He further said that more SDRF battalions in J&K needs to be raised to prepare and tackle every kind of emergency. The Chief Guest also presented mementoes among the Director Homeguards Jammu, Commandant SDRF 2nd Bn. Jammu and teams of Homeguards/Civil Defence of Jammu Province for their dedicated work to the organization on the occasion.

Earlier, while welcoming the chief guest and other distinguished guests, DGP/Commandant General HG/CD & SDRF J&K, Shri Dilbag Singh, IPS emphasized the need for adequate preparedness to deal with various disasters and other exigencies in the State. Highlighting the Role of Homeguards and Civil Defence volunteers in all situations, Sh.Dilbag Singh said that adequate preparedness is the hall mark for dealing with any eventuality. Commandant General HG/CD & SDRF J&K said that Jammu and Kashmir falls in seismic zone 4 and 5 and having its 13 districts headquarters declared as Multi-hazardous districts by the Centre out 19 CD towns of J&K.

Sh.Dilbag Singh said therefore the need of harmonizing between capacity building and frequency of disaster was immensely desired. He also recalled the significance role of Homeguards raised after Chinese aggression of 1962 and their contribution in creating awareness amongst people about responses to serious situation. Further he referred to emerging trends of climatic change like melting of glacier, flash floods etc which posed serious challenges before the society. He further pointed out that the Govt. has converted two Aux. Police Bns as SDRF during the year 2012 which has totally changed its nomenclature with working of this force. He also said that Govt. of J&K is interested to raise disaster mitigation fund, infrastructure building and capacity building in state disaster mitigation.

Besides march past, a mock drill and demonstrations with regard to Civil Defence and Disaster Management were also conducted on this occasion. At the end of occasions, Smt. Rashmi wazir, SSP Comdt. SDRF 2nd Bn. Jammu presented vote of thanks on behalf of the organization and thanks the chief guest and other distinguished guest.

The function was witnessed by a large number of people from all walks of life. Among other, the function was attended by Hon’ble speaker Kavinder Gupta, Hon’ble MLAs Taragami, Krishan Lal Bhagat , DGP J&K Sh.S.P Vaid, IPS, Chief Vigilance Commissioner J&K Sh.P.L.Gupta, IPS Sh.V.K.Singh, Spl DGP J&K and other serving /Retd. Senior Police officers. .
