DGP inaugurates CTI for Home Guards and Civil Defence

Sh.Gopal Sharma Director General of Police J&K inaugurated Central Training Institute Kashmir for Homeguards and Civil Defence at Shalteng, Srinagar on 5th August 2005. Over 100 volunteers of Homeguards who completed 35-days basic training also passed out from CTI that day. Speaking on the occasion DGP exuded confidence that the volunteers would serve the people in a better way after the training. He said that the role of Homeguards and Civil Defence is becoming more vital now a days in supplementing the efforts of the government especially reaching out to the affected populace during any eventuality. He also said that these institutions would be fully equipped with all basic infrastructure to provide quality training.

Earlier the Inspector General of Police, Homeguards, Civil Defence and Auxiliary Police Sh.Navin Agarwal in his welcome address threw light on the functioning of the organization and said that the CTI has been setup to provide regular training to volunteers of Homegaurd & Civil Defence in Kashmir and also said that this CTI which at present is without proper infrastructure would be eventu-ally build up in to an important training institute.

Independence Day Celebrations

Personnel of Homeguards & Auxiliary Police all over the state participated enthusiastically in the Independence day Celebrations on 15th August 2005.

The main parade was held at Bakshi Stadium Srinagar in which the contingent of Auxiliary Police was led by Sh.R.A.Qadri Dy.SP. Similar parades were also held at other District Head-quarters of the State as well. In Jammu the Auxiliary Police contingent was led by Sh.Mohd Majid Malik Dy.SP. The drill and March Past of Auxiliary Police was appreciated by all.

Civil Defence function at Jammu

A Civil Defence function was held at Regional Civil Defence control centre Jammu on 20th Au-gust 2005 under the chairmanship of Sh.Gulzar Singh Slathia DIG, Sh.Hridesh Kumar Dy. Com-missioner Jammu was the chief guest while Sh. Mukesh Singh SSP Jammu presided over the-function. On this occasion a telephone directory was also released by the Dy.Commissioner Jammu.

First aid boxes, identity cards, wardens boards and warden post equipment was distributed among the wardens. The DIG announced that the record of wardens service is in the process of computerisation so as to provide handy information. Both Sh. Hridesh Kumar Dy. Comissioner and Sh.Mukesh Singh SSP appreciated the ef-forts of the wardens and volunteers in helping the administration during the recent flash floods in Jammu.

A valedictory function of Civil Defence Volun-teers was held at Chak RakwalanUdhampur on 22nd July 2005.

Sh.Gulzar Singh Slathia DIG Civil Defence Jammu was the chief guest. He distributed re-wards, certificates, pocket allowances, first aid boxes and other Civil Defence items among the wardens and volunteers. Speaking on the occasion DIG stated that the scope of the Civil De-fence has widened with the inclusion of disaster management in it.

Others who spoke on the occasion were Miss Palvi Mangotra, Smt.Anita Sharma, Sh.Ved Par-kash Divisional warden Sh.Sita Ram Chief War-den. Prominent among those present were Sh.D.R.Bhagat Dy.Controller Udham-pur,Sh.Mohd Majid Malik Dy SP, Sh.Rajinder Bhardwaj SHO Rambal, Smt. Kanchan Kumari Headmistress, Sh.O.P.Sharma Sarpanch, senior wardens and volunteers of Udhampur.

Training of Civil Defence volunteers at Akhnoor and Sunderbani

Two Civil Defence basic training camps were held at Sunderbani and Akhnoor w.e.f 18th to 22nd August 2005 in which 71 and 25 people were imparted training respectively. In this regard, valedictory functions were organized at Sunderbani and Akhnoor on 23rd August 2005.

Dy. SP Sh.Abdul Qayoom Dy.Controller Civil Defence Rajouri gave a brief account of Civil Defence activities. Sh.Mubashir Latif DySP, Sh. K.K.Langer chief warden and Smt.Vimla Sharma also spoke on the occasion.

At Akhnoor Sh.Mohd Taj Dy.SP Dy.Controller Civil Defence Akhnoor organized the function.Sh.Mohd Majid Malik Dy.SP, Sh.S.S.Sambyal Tehsildar Sunderbani, Smt. Mo-hini Sharma headmistress, wardens and volunteers were also present on the occasion.

Civil Defence rally organised at Samba

A Civil Defence rally of school children carrying placards and banners numbering 1000 of various schools was taken out in Samba town on 24th August 2005 on the instructions of Sh. Navin Agarwal, IGP, Civil Defence J&K.

The rally passed through main Bazar before cul-minating at Govt. Higher Secondary School, Samba where it was addressed by Sh. Slathia, DIG.

Later on a painting competition was also organ-ised among the school children. The function was organised by Sh.J.B.Singh Dy.Controller Samba which was also attended by principal and Staff of the school besides Sh.Mohd Majid Malik Dy.SP, Sh.Abrar choudhery SDPO, Sh.Charanjeet Singh SHO Samba.

Civil Defence In Support Of Police Public Partnership.

As a fine example of police public partnership a water sports festival (“Jashn-e- Dal”) was organised by J&K police from 24th to 29th August-2005. Civil Defence & Aux. police established a First-Aid camp and provided a rescue team during the festival and provided drinking water to the participants and viewers.

Promotions in Auxiliary Police

During the month of August-2005 following Auxiliary Police personnels have been promoted to the rank of Sub-Inspector vide IGP order No.502 of 2005 dated 10-08-2005 and order No. 540 of 2005 dated 26-08-2005:-

1. Sh. Ab. Rehman Dar 114/NGO
2. Sh. Gh. Rasool Dhobi 140/NGO
3. Sh. Abdul Aziz Parray 143/NGO
4. Sh. Ab. Hamid Dar 147/NGO
5. Sh. Gh. Mohammad Dar 150/NGO

Moreover 8 Sgcts. have been promoted to the rank of HCs vide IGP order No. 503 of 2005 dated 10-08-2005.

Kupwara A New Civil Defence Town

Civil Defence scheme was formally launched in Kupwara town on 30th August-2005. DIG Civil Defence Kashmir Sh. Z. H. Chisti, Sh. Abdul Majeed Dy Commissioner Cum Controller CD Kupwara,Sh. Sunil Dutt, SSP Kupwara, Sh. M. A. Danposh CO Aux. 1st Bn. Sh. N. S. Jamwal Dy. Controller CD Kupwara were present on the occasion amidst about 100 respectables of Kupwara town who were willing to join Civil De-fence as volunteers. On the occasion the respect-ables were briefed about the role and activities of Civil Defence. Enrolment forms were distributed amongst them. The office of Dy. Controller CD Kupwara also started functioning in police post near Distt. Hospital Kupwara.
