Rescue operation and Disaster Management Training Course at CTI Jammu

A four day training course on Rescue operations and Disaster Management for Civil Defence wardens of cat-I town Jammu was organised at Central Training Institute of Homeguards & Civil Defence Jammu w.e.f. 14th to 17th February 2006. The training course was specially designed for senior wardens in which resource persons from various Govt. deptts., PSUs and Pvt. enterprises shared their expertise and experience. The course was inaugurated by Sh.P.S.Gill ADGP Armed J&K on 14th February 2006.

Sh.Gill in his opening remarks complimented the CTI Jammu for organizing the course which is essential for reorienting Civil Defence into Disaster management. Disasters have been occurring in quick succession, and administrative response thereto would to a great extent depend upon the skills imparted to our human resources for its mitigation. He also appreciated the strengthening of the Central Training Institute which now imparts regular training to volunteers and also conducts specialized courses like the present one. Sh.S.P.Vaid was the guest of honour on the inaugural function. Earlier Sh. Navin Agarwal IGP Civil Defence J&K stated that this training program has been designed to improve the preparedness for disasters.

Sh.Gopal Sharma DGP J&K, who was the chief guest on the closing day, in his valedictory remarks appreciated the organizers for organizing training programme on such an important subject and advised them to organize similar programmes for police personnel at each district headquarter. He also said that Civil Defence is the second arm of the police and is helping it whenever required. He appreciated the IGP Civil Defence and Sh. Mohd Majid Malik Principal CTI for the well attended and well organized initiative.

 

 


 

Exhibition Match of Football at Jammu

An exhibition Foot Ball Match on the closing ceremony of X-Mass and New Year programmes was held on 7th January 2006 at Mini Stadium, Parade Ground, Jammu. Sh. Navin Agarwal, IGP chief guest, interacted with players and distributed track suits among the players and organizers. Sh.Gopal Sharma DGP J&K was the chief guest on 8th January 2006, the concluding day, and gave away the prizes and trophies.A number of citizens witnessed the matches and appreciated the organizers for encouraging sports activities among youth. The performance of SRTC,J&K Bank and Punjab Armed Police Jallandhar team remained commendable.

 


 

Meeting of Area Commanders of Homeguards

A meeting of the Area Commanders of Homeguards of Jammu province was held on 19th Jan. 2006 under the chairmanship of Sh. Navin Agarwal IGP Homeguards J&K Jammu. The aim of the meeting was to review and streamline the functioning of volunteer Homeguards and coordination between them & District SSP.

 


 

Civil Defence Training to Scouts & Guides

A Civil Defence Training was imparted to B.Ed. students belonging to various states of the country at Shashtri Nagar Jammu on 21st Jan.06 in the premises of Sanskrit Vishvidyalaya. It was a capsule course of ten days organised by Bharat Scouts and Guides. It was an endeavor on the part of Civil Defence to impart training to Bharat Scouts & Guides in disaster management also. Sh.Navin Agarwal IGP Civil Defence J&K Jammu was the chief guest during the valedictory function. Sh.Agarwal also distributed certificates and rewards among the trainees.

 


 

Republic Day celebration

Personnel of Homeguards/Civil Defence/ Auxiliary Police all over the state participated enthusiastically in the Republic Day Celebration on 26th Jan.06. The main parade was held at MA stadium Jammu in which contingent of Aux. Police was lead by Sh.T.R.Rana Dy.SP. Similar parades were also held at other Districts Headquarters besides at Srinagar where Sh.Suram Singh Dy.SP lead the Aux. Police contingents and Sh.Ab.Qayoom was the parade commander at Rajouri. The Drill & March past of Aux.Police & Homeguards were appreciated.

 


 

Police Wives Welfare Mela

J&K Police wives welfare mela was held at Gulshan ground Jammu on 18th & 19th Feb.2006 which was inaugurated by Smt Shamima Azad wife of Sh. Ghulam Nabi Azad Hon’ble Chief Minister J&K. Homeguards/Civil Defence/Auxiliary Police also put up a stall in which articles prepared in the newly established Aux. welfare centre were also displayed. Smt. Azad along with Smt. Vimla Sharma chairperson police wives welfare association, wives of senior officers and police men also visited the stall. Large number of people also visited the stall and made purchases.

 

 


 

High Power Committee meeting at New Delhi

A high power committee meeting was held on 24th Feb.2006 at New Delhi at National Disaster Management Authority office presided over by Sh.K.M.Singh regarding revamping of Civil Defence setup in the country. Sh. S. I. S. Ahmed DG Civil Defence & NDRF, Sh. P. K. B. Chakravorty DGCD Maharashtra, Sh.R.Srikumar DGCD Karnatka, Sh.Vipin Saxea J.S(DM) MHA & Sh.Navin Agarwal IGP Civil Defence J&K and Sh. A.V.M. Parvesh kumar ADG(A) NCC besides co-opted members attended the meeting. To formalize the National Draft policy paper five regional conferences would be held including one at Jammu on 3rd April 2006.

As a measure of man management and welfare, a darbar of Aux.Police personnel was held at Bn. Hq. Jammu on 28th February 2006, in which 2=Insp., 4=S.I, 7=ASI, 116=others, besides all the senior officers, incharge of various sections of the direction office and battalion were also present. Jawans expressed certain grievances related to their promotions, transfer, messing facility, issue of uniform articles, transportation and service related problems. IGP listened to the grievances of Jawans and gave on spot instructions for their redressel. He advised them to work with sincerity and devotion to make the J&K Police Department proud.

 


 

Promotions in Homeguards/Civil Defence/ Auxiliary Police

ASI Anil Sudan

Sh.Abdul Gani Mir, SI(M) and Sh. Jagdish Singh SI(M) have been promoted to the rank of Inspector(M) vide Directorate Order No.62 of 2006 dated 6th Feb. 2006 & 108 of 2006 dated 1st March 2006 respectively. In a ceremony held at Aux. Police 2nd Bn. Jammu Sh.T.Phunsog,IPS commandant and Sh.T.R.Rana, Dy.SP, pinned the rank of ASI on Sh.Anil Sudan who along seven others have been promoted vide Directore order No.16 dt. 7-01-06 and five others vide order No.718 dt.10-12-2005. Moreover, 21 sgct. have been promoted as Head constables vide Direction office order No.717 dt.10-12-2005. Earlier Anil Sudan has been granted out of turn promotion twice in recognition of his excellent work and also decorated with President Police medal for gallantry twice.

 


 

Meeting of Deputy Controllers of Civil Defence

A meeting of Deputy Controllers of Civil Defence was convened at Directorate which was chaired by Shri Navin Agarwal IGP Civil Defence on 4th March 2006. IGP reviewed the working of EPABX, EARP system, hotlines, sirens and other connected matters and advised them to make judicious use of resources to improve communication and provide better facilities to the common man.

 


 

News in Brief

  • Civil Defence wardens assisted the police during the checking of vehicles & frisking of public at different ‘Nakas’ of Jammu, Rajouri & Kathua towns on the occasion of Republic day.
  • A large number of Civil Defence wardens/volunteers attended the function of Republic day celebrations at MA stadium Jammu.
  • A Civil Defence training camp was organised at Govt. Degree College
    Doda on the eve of Republic Day. Sh. Gulzar Ahmed Qureshi Controller Civil Defence (Dy. Commissioner) was the chief guest on the occasion.
  • A Bus bearing No.JKU 2755, met with an accident near Ziarat Sain Ganji Sahib, Darhal in Rajouri on 20th Jan.06 in which 54 people died and number of them got injured. Civil Defence Rajouri rescued the injured, shifted them to hospital and managed blood for the injured. Dead bodies were shifted to their native places in Civil Defence Ambulances.
  • During annual Muharam mourning at Srinagar from Jan. 31 to Feb.9th 2006 Civil Defence wardens/ volunteers were activated to provide assistance to the mourners in case of any eventuality and helping the aged processionists to reach their destination.
  • J&K Police Headquarter conducted a workshop on “J&K Right to Information Act.” on February 11, 2006 in order to sensitise authorized officers about the implications of the Act and the rules made there under. Officers of Homeguards & Civil Defence also attended.
  • A Civil Defence training was imparted at state headquarters of Bharat scouts and guides Gandhi Nagar, Jammu where Civil Defence instructors imparted training to scout masters in first aid, fire fighting and rescue operation on 11th Feb.2006.
  • On the occasion of Maha Shivratri Smt Kuldip Kour Post warden cat-1 town Akhnoor convened meeting of Civil Defence wardens/ volunteers. They were deployed at Kamashver Cave, Jiapota Ghat, Ghori Shanker Mandir in Akhnoor area.
  • Sh.Zahoor Hussain Chisti DIG HG/CD Kashmir, the only officer of HG/CD,
    who was recognized for his “Meritorious Service” and awarded police medal on 26th Jan.06
