Memorial function for Earth Quake Victims

To commemorate the disastrous earth quake that hit Kashmir on 8th Oct 2005, a memorial function was organized by Indian Institute of Public Administration at SKICC, Srinagar on 8th Oct.2006. The chief guest Hon’ble Union Home Minister Shri Shivraj Patil on his arrival inaugurated a two-day photo exhibition at the venue. Among other departments and organizations the exhibits of Civil Defence were also displayed, depicting the natural calamity and the role performed by Civil Defence in rescue, first aid, mitigation and rehabilitation. The Civil Defence had exhibited real photographs of Civil Defence Volunteers even at far-flung areas of Teetwal, Karnah & Uri. Sh.Navin Agarwal IPS, IGP CD/HG & Aux. Police J&K apprised the VVIPs about the special role played by the Civil Defence Organisation in this natural calamity and explained in detail the events in the photos exhibited by Civil Defence.

Among others Sh.Navin Agarwal, IPS Inspector General of Police, Homeguards, Civil Defence and Auxiliary Police, J&K and Sh.Mohammad Yousaf, Dy.Controller Civil Defence, Uri also received award from Sh.Shivraj Patil Hon’ble Union Home Minister for outstanding work done for earth quake victims. Sh.Ashok Bhan Hony.Secretary Indian Institute of Public Administration was the moving force behind the organization of the memorial function which was attended among others by his Lordship Chief Justice Sh.B.A.Khan J&K High Court, Dr.Farooq Abdullah former Chief Minister, Sh.C.Phunsog, Chief Secretary J&K, Sh.B.R.Kundal, Financial Commissioner (Home) J&K, Sh.Gopal Sharma, Director General of Police, J&K and several ministers and senior functionaries of State Government, Police, Army, Para-Military Forces, Red Cross, Voluntary Organizations, respectable citizens, besides surviving victims and children from earth quake effected areas. Lt.Gen.(Retd.) S.K.Sinha, H.E. the Governor, J&K presided over the function while Sh.Ghulam Nabi Azad, Hon’ble Chief Minister was the guest of honor.


 

 

Camp on Disaster Management at Uri

An awareness camp regarding pre-disaster mitigation and post disaster response was organized on 4th October 2006 at Uri by Civil Defence, which was attended by a large number of people including doctors, students of various schools and intellectuals of the district besides large number of general public. The camp was organized to sensitize the public about the measures to be taken to deal with the circumstances in the event of earthquake or other disasters. Inspector General of Police Civil Defence J&K Sh.Navin Agarwal, IPS was the chief guest on the occasion. The Dy.Commissioner Baramulla Bashir Khan, SSP Baramulla Viplov Kumar, Officiating Commandant Aux. Police Ist Bn., Sh.G.M.Wadoo and SDPO Uri Sh.Mohd. Yousaf were also present. Speaking on the occasion, Sh.Agarwal said that people should come forward to participate in such humanitarian activities and appreciated the role played by civil defence during the post earthquake relief and rehabilitation. He said that in future such camps should be organized at district and tehsil levels also. He exhorted that this is a social activity and everyone should participate for this noble cause. Dy.Commissioner Baramula asked the officers to lend full cooperation to the Civil Defence personnel and volunteers during disasters. Sh.Wadoo presented the vote of thanks at the conclusion of the function.


 

 

Passing out Parade at CTI Jammu

New batch of Homeguard volunteers, who underwent 35 days Basic training course at Central Training Institute of Homeguards and Civil Defence Jammu, passed out successfully on 6th Oct, 2006. Sh.Ravinder Kotwal IPS DIG CID Jammu was the chief guest on the occasion. He took salute and later distributed certificates and cash rewards among the Homeguards volunteers for their outstanding performance in various disciplines of training.
Earlier Principal CTI Jammu Sh.Mohd Majid Malik Dy.SP highlighted the various activities of CTI Jammu and the training programme to be started in near future.Chief guest Sh.Kotwal in his address stressed upon the importance of quality training and expressed happiness that during training, volunteer Homeguards exhibited great dedication, devotion and hardwork.

Among others present were Sh.T.Phunsog, Commandant Aux. Police 2nd Bn., Sh.S.M.Khatotra SSP Divisional Commandant Homeguards Jammu, Sh.R.K.Bhat SP and Sh.T.R.Rana Dy.SP., Smt. Manjit Kour Dy.SP, Sh.Jugal Mahajan chief warden, Sh.Vinod Malhotra, Sh.Paramjeet Kumar Dy. Chief warden, Sh.J.L.Sharma Divisional warden, Sh.Shashi Kohli Dy. Divisional warden.


 

 

Three Day Workshop On Disaster Management

A three day workshop on disaster management was organized at Govt College for Women Parade Jammu w.e.f 8th to 10th Oct.2006. Large number of college students and staff participated in the conference which was organized with an aim to introduce the guidelines of civil defence in educational institutions. In her inaugural lecture Dy.Controller Civil Defence Jammu, Manjeet Kour said that elaborate protective arrangement should be made in the educational institutions as the protection of students is the responsibility of authorities incharge of educational institutions. Dr. Ranbushan a civil defence volunteer delivered valuable lecture on the pre-hospital management of disaster victims. He gave a demonstration sharing how the lives of disaster victim can be saved before his admission in the nearest hospital.


 

 

Passing out parade at Central Training Institute, Kashmir

The basic training course of 110 Homeguard volunteers concluded on 10th Oct.2006 when their passing out parade was held at Central Training Institute Sringar, Kashmir. Sh.Navin Agarwal, IPS, Inspector General of Police, Homeguards J&K was the Chief guest on this occasion. He inspected the parade and took salute, besides giving awards to the merit holders during the training course. A demonstration of rescue operation, fire fighting and self defence/Judo karate was also organized by the passing out Homeguard volunteers. The Principal CTI Sh.M.A.Bulbul thanked the visiting officers for their cooperation and showing keen interest in the training of VHGs who passed out in a successful manner. Sh.G.M.Wadoo I/C Commandant Auxiliary Police Ist Bn, Sh.A.H.Beigh, Dy.Controller Civil Defence, Srinagar, Sh.Omar Neodu Chief Warden CD Srinagar among others were present on the occasion.

Civil Defence has remained in close coordination with J&K Bharat Scouts and Guides and share some common objectives with other uniformed civilian forces. It may be recalled that Civil Defence training had been imparted to the Scouts & Guides at Sanskrit Vishvidayala Jammu on 21st Jan.2006 and at State Headquarter of Bharat scouts & guides Jammu on 11th Feb.2006. A function was held at Raj Bhawan Srinagar recently to honor such Scouts & Guides who had achieved a particular standing in the organisation. H.E the Governor Sh.S.K.Sinha gave away the awards. Sh. Nazar Ahmad Khan State Chief Commissioner was the chief organizer of the function.


 

News in Brief:

  • A function was organized at Shiksha Niketan School Gandhi Nagar Jammu on 7th oct. 2006 in which certificates to those students who participated in a Civil Defence rally were given by Sh.Mohd Majid Malik Dy.SP, S.O to DIG Civil Defence Jammu and Sh.Jugal Mahajan chief warden Jammu. Sh.Rameshwar Mengi Principal of the school expressed his gratitude and assured full cooperation in future as well. Sh. Shashi Kohli Dy.Divisional warden co-ordinated the function.
  • On 12th oct 2006 Civil Defence Rescue Party fishedout a dead body of Sh.Rohit Kumar S/O Sh.Sat Paul Sharma R/O 328 Shakti Nagar Gali No.11 from Ranbir Canal near Shakti Nagar Jammu and handed over the dead body to the to his parents in presence of local police.
  • A meeting of civil defence wardens was held at Doda on 16th Oct. 2006 with Sh.Mohd Aslam Dy.Controller Civil Defence Doda in chair. During the meeting it was decided to enroll more and more motivated volunteers to make civil defence mass movement.
  • A ten days civil defence training camp was held at Nagri Doda and Bun Doda in which 61 and 21 civil defence volunteers respectively were imparted training. Civil defence instructors from CTI Jammu were especially deputed to Doda to impart quality training to the volunteers in rescue operations, fire fighting first aid, watermanship and imparted other civil defence skills required in saving lives and property during any disaster.
  • On 22nd Oct.2006 a bus bearing No.9187/JK02C met with an accident at Chatyari Chingus at 0930 hrs on way from Jammu to Loran in which 27 persons got injured and three persons were referred to Govt. Medical College Jammu. Civil defence Rajouri reached on spot and helped in evacuation of the injured to hospital.
  • On 28th oct. 2006, five days civil defence orientation course concluded at Allabad (Shalimar Srinagar) in which 53 citizens were given basic training. Sh.A.H.Beigh Dy.Controller Civil Defence Srinagar organized the training course. Incharge Commandant Aux. Police Ist Bn. Sh.G.M.Wadoo and Muzafer Ahmed Chairman Asgar Ali Blood Bank(NGO) were also present.
  • Four Lady Volunteers Homeguard of CTI Jammu participated in “Senior National Tug of War championship” at Nakodar (Punjab) w.e.f 27th to 30th October 2006 and got 3rd position. Sh.Navin Agarwal IGP civil defence/Homeguards J&K who is also the president of the J&K Tug-of-war Association congratulated the team on their success.
