Raising Day Celebrations of Homeguards and Civil Defence J&K

In connection with Annual Raising Day Celebrations of Homeguards and Civil Defence interzonal sports meet of HG/CD & Aux. Police J&K was organised w.e.f. 30-11-2007 to 03-12-2007 at J&K Police Stadium Gulshan ground Jammu. Sh.Navin Agarwal, IPS Inspector General of Police HG/CD & Aux. Police J&K who was the chief guest on the occasion declared the sports meet 2007 open. On the inauguration of the meet March past of teams of various districts was organised. During the tournaments various events like volleyball, football, athletics etc. were played. The winner of the Football match was Civil Defence Jammu Zone and runner up was Civil Defence Kashmir Zone. Civil Defence Jammu Zone was also winner of the Volleyball match and Civil Defence Kashmir Zone was runner up. In Kabaddi Aux. Police 2nd Bn. Jammu was the winner and Civil Defence Kashmir Zone was the runnerup. In the similar way different individual events were also held like Races, Shortput, Discus Throw, Long jump, Javelin throw and the winners of these events were rewarded with medals and certificates. General of Police J&K was the chief guest on the Closing day of Sports meet 2007 i.e.03-12-2007. He distributed prizes and trophies among the winners.




3rd Annual One day Chief Wardens’ conference was held at Regional Civil Defence Control Center Jammu on 4th December 2007. All Chief Wardens of J&K and other Sr.Wardens were present on the occasion. The main object of the conference was to discuss the various activities and future targets of J&K Civil Defence organisation. On the occasion Sh.Kuldeep Khoda, IPS DGP J&K who was the chief guest stated that the Civil Defence organisation is the first responder during and after any eventuality whether it is natural or man-made. He stressed that proper motivation of people for their involvement in this organisation is a must. He also stressed that the people irrespective of their type of role should be involved in relief and rescue operations at the time of any kind of disaster. The speed to act in any disaster is of utmost importance. He said that Civil Defence in our State has come in forefront because of the sincere efforts of the people associated, may it be disaster, militancy and other eventualities. He also stressed involvement of youth/students and raise in their motivation level. There are certain areas where efforts are on and need to continue in a dedicated manner.

Shri Navin Agarwal, IPS, IGP HG/CD & Aux. Police who presided over the conderence said that from last three years the Chief Wardens’ Conference is being held regularly where senior members of warden service interact and discuss the achievements and put before their requirements. Sh.Navin Agarwal, IPS highlighted the role of Civil Defence orgnaisation in J&K while deputing CD volunteers to Sh.Amar Nath Jee Yatra duty, Holy Hazrat Bal Shrine duty, Kheerbhawani Mela duty, Jheeri Mela duty, Haj duty etc. The role of Civil Defence volunteers in assisting the victims of Khundroo blasts was appreciated by general masses/ Civil Administration. He stressed that the CD volunteers can play a vital role at the time of any eventuality to minimize the damage and save the lives of general public and property.
Sh.Sudhanshu Panday, IAS Divisional Commissioner Jammu who was the guest of honour on the occasion assured that he will provide all sort of cooperation to the Civil Defence organisation required during any eventuality through the local administration. Dr.Kamal Saini, IPS DIG HG/CD & Aux. Police said that services of Civil Defence wardens/ volunteers are of great importance during peace as well as war times. On the occasion the Sh.Ghulam Sarwar Chouhan, SSP Staff officer to IGP Civil Defence J&K highlighted the achievements and requirements of the Civil Defence organisation. Mrs. Manjit Kour, Dy.Controller Civil Defence Jammu while welcoming the wardens and guests said that this type of conference will prove very beneficial for whole of this organisation.

All the Chief wardens and other Civil Defence wardens present on the occasion were given ample opportunity to project their suggestions for improvement of the Civil Defence setup in their respective Civil Defence towns.



Raising Day Parade……

The week long celebration of Raising Day of Homeguards/ Civil Defence concluded on 6th December 2007 with the Raising Day parade held at Aux.Police 2nd Bn. Jammu. Sh.Kuldeep Khoda IPS Director General of Police J&K was the chief guest on the occasion. On the arrival of the chief guest general salute and march past was presented by the Civil Defence/Homeguards and Auxiliary Police contingents. Sh.Navin Agarwal IGP formally welcomed the chief guest and other distinguished dignitaries present on the occasion. He gave a brief account of civil defence and Homeguards activities of the year and also said that in the week long celebration various events like chief warden conference and sports events were organized in which besides the Auxilary Police Jawans Homeguards/ Civil Defence volunteers also participated in large number. He projected various demands of voluntary Homeguards relating to the enhancement in their honorarium and employment. He further stressed that their working days should also be increased.

Sh.Kuldeep Khoda DGP J&K in his address lauded the role of Homeguards and Civil defence volunteers during various disasters. He said the activities of Homeguards and civil defence is full of sentiments of public service and humanitarian feelings. He also expressed his happiness over the drill, discipline, turnout and performance of duty by the Homeguards/Civil Defence Jawans. He congratulated all the ranks and file of Homeguards/Civil Defence on its Raising Day. Sh.Parbhat Singh, SSP Commandant Aux.Police 2nd Bn. Jammu presented the vote of thanks.

Sh.Jia Lal Sharma Divisional warden Civil Defence Jammu has been awarded Civil Defence medal for meritorious service on the occasion of Repulic Day 2007.


Meeting With CD Wardens’/Volunteers

183 CD meetings were organised by Dy.Controllers with CD Wardens/Volunteers during the year 2007.


Enrollment/ Elevation of CD Wardens’

During the year 2007, one Chief Warden , one Dy.Chief Warden, one Post warden, several sector wardens have been enrolled in various Civil Defence Towns of Jammu & Kashmir. Besides three Post wardens have been elevated to the next rank of Dy.Divisional warden in the Civil Defence Town Akhnoor, Sunderbani & Nowshera.



  1. A Civil Defence seminar on topic “Challenges for Civil Defence in assisting State Government to Manage Disasters” was organised by Civil Defence J&K on June 12, 2007 at Institute of Management, Public Administration and Rural Development Srinagar.
  2. A conference on “Civil Defence Preparedness for Chemical, Biological & Nuclear disasters” was organised by Civil Defence on September 13, 2007 at Kashmir University Srinagar. Besides the various seminars and disaster awareness/mitigation programmes were attended by Gazatted officers of Civil Defence organisation at both inside/outside the state i.e. ‘International Civil Defence & Security seminar at Nagpur’, Orientation programme at IMPA Jammu.

67 Awareness Camps were held in various CD Towns during the year 2007


Rescue Operations

193 Rescue operations were conducted in various CD Towns of J&K State by Civil Defence Wardens/Volunteers during the year 2007 and on various operations Civil Defence teams alongwith Civil Defence Ambulance was provided to rescue the victims:

  1. On January 10, 2007 and November 4, 2007 during Road accident Civil Defence Rajouri launched rescue operation while reaching on the spot and shifted injured persons to district hospital Rajouri.
  2. Natural disaster like heavy Snow fall, Landslide, Rains and Wind storm during the month of March and June 2007. Civil Defence Srinagar, Budgam, Jammu, Doda, Kathua, Rajouri rescued affected persons and rendering necessary assistance to them. Sh.Basharat Ahmed Dhar, IAS Divisional Commissioner Kashmir commended the role of Civil Defence during flood and closure of Srinagar-Jammu National highway.
  3. Civil Defence divers of Jammu Town, on the occasion of Baisaikhi festival April 14,2007 saved the life of a lady namely Smt.Santosh Devi w/o Sh.Sat Paul R/o Janipur who washed away by the fast flowing water at Hari-Ki-Pori (Baga-e-Bahu) Jammu.
  4. Civil Defence Srinagar rescued affected persons during fire tragedy at Chandpora (Nowhatta) on October 15, 2007
