International Civil Defence & Security Seminar was held at NCDC Nagpur w.e.f 15-11-2007 to 17-11-2007 under the theme “Civil Defence can build Disaster Resilient Communities”. In the seminar Sh.Navin Agarwal, IPS Inspector General of Police HG/CD & Aux. Police J&K, Sh.Kamal Saini, IPS, Dy.Inspector General of Police HG/CD & Aux. Police Jammu, Sh.G.S.Chouhan, SSP Staff officer to IGP HG/CD & Aux. Police J&K, Sh.G.M.Wadoo, I/C Commandant Aux. Police 1st Bn. Srinagar and Sh.Dhian Chand Chief Warden Civil Defence Kathua attended the conference.

During the seminar Sh.Navin Agarwal IPS, Inspector General of Police HG/CD & Aux. Police J&K spoke on the topic “Contribution of Civil Defence community volunteers for Disaster Risk Reduction in Jammu & Kashmir”.




Sh.Mohd Yasin Shah Hon’ble MLA Sonawar distributing training certificates among Civil Defence volunteers at Srinagar

A Civil Defence awareness camp was organised in the premises of Public School Barjee Bla in the Civil Defence post Harwan on October 27, 2007. On this occasion Sh.Mohd Yasin Shah Hon’ble MLA Sonawar Srinagar presided over the function and d istributed training certificates alongwith pocket money to Civil Defence volunteers who were trained in Civil Defence at Batapora Shanpora in last month.

Hon’ble MLA Sonawar, in his brief speech exhorted upon the people to join Civil Defence organisation for their betterment.



A fire broke out in a residential house at Chandpora (Nowhatta) at about 1640 hrs. on October 15, 2007 Shri Khizar Mohd Divisional Warden Civil Defence Srinagar informed to Regional Civil Defence Control Centre Srinagar about the fire incident and accordingly RCDCC informed all concerned including Fire & Emergency HQ/ PCR Srinagar and also deployed Civil Defence Wardens/ volunteers service in the area. As the fire engulfed adjacent houses and took alarming proposition, the civil defence wardens with volunteers rushed towards the fire site and started rescue measures. They also assisted fire service personnel in reaching to their effected houses through narrow lanes etc.

Sh.Omer K Neudo, Chief Warden, Sh.Mauzam Bakshi Dy.Chief warden, Sh.Ganazafer Ali Divisional Warden, Sh.Hilal Ahmad Post warden, Sh.Javid Ahmad Sector warden civil defence Srinagar besides the other civil defence wardens/volunteers took part in rescue measure during the incident.




Under the instructions of Sh.Navin Agarwal, IPS IGP HG/CD & Aux. Police J&K, a special five days Civil Defence training course w.e.f. 12th to 16th October 2007 was organized in Police Public school Bemina in which several female teachers participated. Civil Defence instructors from Auxiliary Police 1st Bn Srinagar imparted CD training to the teachers on various subjects like first aid, fire fighting etc. Dr.Zia Ahmad and Lady Dr.Arifa delivered lectures on ‘Medicare Ways’ and means of ‘First Aid during any accident, calamity or other problems’.

On the concluding function, Sh.Omar K Nedou, Chief Warden Civil Defence Srinagar, Sh.G.M.Wadoo, Incharge Commandant Aux. Police 1st Bn., Sh.A.H.Beigh, Dy.Controller Civil Defence Srinagar, Sh.Mohd Ashraf, Dy.SP, Dr.Zia Ahmed were present .




Civil Defence Jammu organised two days workshop on Post Disaster Relief and Health Care Management at M.A.M. College Jammu on October 27, 2007. A team of Civil Defence staff from RCDCC Jammu alongwith staff of Central Training Institute of Homeguards/ Civil Defence Jammu organised a demonstration in M.A.M. College on Disaster Management/ Earthquake which was witnessed by the principal M.A.M. College Smt.Mukabil Chisti, Sh.R.L.Sharma, HOD Psychology, staff of MAM College and NSS volunteers. Ms.Manjit Kour, Dy.SP Principal CTI also delivered a lecture on ‘Disaster management and Earthquake’ for awareness of the general masses.




A view of Civil Defence training to NCC cadets at Civil Defence town Poonch

Civil Defence Poonch organised a five days training camp at CD town Poonch w.e.f. 26-9-07 to 30-9-07. Training was imparted by specialized trained staff deputed from Central Training Institute Jammu. During the training seventeen NCC cadets were imparted Civil Defence training in various fields like first aid, fire fighting, rescue operation etc. Later on a demonstration was also given in Aux. Police Line Poonch in collaboration with Incharge Aux. Police Poonch and trained staff.






Civil Defence Srinagar organised a free ISM medical camp at Lal chowk Sriangar on November 12, 2007 in collaboration with M/S Mahajan Hamdard Drug Store. The camp was inaugurated by Sh.A.H.Beigh, Dy.Controller Civil Defence Srinagar. Civil Defence volunteers doctors, Dr.Nissar Ahmed Beigh, Dr.A.R.Teli and Lady doctor Saliya Jan attended the patients in the camp. More than 500 patients were given free consultation and medicines. Civil Defence wardens/volunteers alongwith paid staff of RCDCC Srinagar were deployed for control of crowd and distribution of medicines.

While briefing the gathering about the aims and objectives of Civil Defence organisation, Dy.Controller Civil Defence requested people to join the Civil Defence organisation. On the occasion people demanded that such free medical camps should also be held in areas which are far away from local hospital and dispensaries.




  • On the eve of Jamat-ul-vida on October 12, 2007, Civil Defence Srinagar organised a first aid camp at Hazratbal Srinagar.

  • Civil Defence volunteers of CD town Rajouri were deployed for performing ‘Ram-Leela’ duty at Jawar Nagar Rajouri w.e.f 15-10-07 to 20-10-2007 on the eve of Navratras.

  • Civil Defence Samba organised five days Basic Training Course for CD volunteers’ w.e.f.15-10-2007 to 19-10-2007.

  • Commemoration Day Parade was held at Jammu and Srinagar on October 21, 2007 in which contingent of Auxiliary Police personnel also participated among others and paid homage to the brave personnel who sacrificed their lives while performing various duties.

  • A meeting of Civil Defence wardens of CD town Budgam was held on October 23, 2007. The meeting was chaired by Dy.Controller Civil Defence Budgam to review and discuss various issues related to Civil Defence measures. Wardens of Civil Defence town Budgam attended the meeting.

  • A meeting of Civil Defence wardens was also held at Aux. Police Lone Poonch on October 24, 2007. The meeting was chaired by Choudhery Shabir Ahmed,SP DAR Poonch.

  • Five constables and one Sg.Ct. of Auxiliary Police personnel inducted into Ministerial Executive Cadre as Sgct.(M) vide Directorate HG/CD & Aux. Police J&K- Srinagar office order No.631 of 2005 dated 25-10-2005.

  • An important meeting of Civil Defence wardens was held on 22-10-2007 at RCDCC Jammu under the chairmanship of Ms. Manjit Kour, Dy.Controller Civil Defence Jammu. The agenda of meeting was to direct the wardens to enroll areas /sectors not trained so far to be further trained in Nuclear, Biological & Chemical disaster management.

  • A five days Civil Defence training camp was organised at Badwani Samba w.e.f. 22-10-2007 to 26-10-2007. During the Training camp Civil Defence volunteers were given basic Civil Defence training in all the CD related aspects i.e fire-fighting, rescue and first aid etc.

  • Office of Directorate of HG/CD & Aux. Police moved to winter capital Jammu from Srinagar in connection with Annual Darbar Move on 28th October 2007.

  • An incident of fire took place at Nowshera when the people were celebrating the festival of Diwali with great fervor & gaiety and bursting of crackers etc. As per the report, one cracker hit the Genset installed outside the State Bank of India at Nowshera which suddenly caught fire. As soon as the information of fire incident heard by Sh.Sanjiv Bakshi Civil Defence Sector warden of the same area rushed on the spot alongwith Civil Defence volunteers and started rescue operation. With the help of Civil Defence skill and equipments they started extinguishing fire and with great efforts the fire was brought under control. However, the generator was damaged but fire could not spread further towards adjoining building of State Bank of India.

  • A bus bearing No.3749 JK02F coming from Rajouri to Nowshera met with an accident near Narion 15 Km. away from Nowshera on November 4, 2007. After getting information, Civil Defence team of CD town Nowshera reached on the spot and launched rescue operation. Injured persons were shifted to Sub district Hospital Nowshera where three seriously injured persons were referred to Jammu.

  • A one day awareness camp was organised by Civil Defence Samba on November 20, 2007 at National High School Samba.
