DISASTER MANANGEMENT WORKSHOP

Civil Defence in collaboration with Center for Disaster Management University of Jammu & National Service Scheme (NSS) University of Jammu organised four days awareness cum training Programme in Disaster Management at Govt. College for Women Gandhi Nagar Jammu from 13th to 16th February 2008. Deputy Secretary to Chief Minister, Sh.Pawan Kotwal was the chief guest on the occasion while IGP Home Guards and Civil Defence Sh.Navin Agarwal, IPS was the guest of honor on the occasion.

The function was presided over by Prof. BPS Sehgal. Prof. Ashok Aima convener for center Disaster Management was also present on the occasion. During the workshop, the experts guided the audience on how to tackle the situation during the incident and afterwards, how to involve community members, restructuring of administrative machinery, dissemination of early warning system, ensuring construction of disaster resistant buildings, insurance coverage of the structures, preparing inventory of equipments, steps for providing timely medical relief and procurement of relief material besides creation of awareness among the people from village to district level. Speaking on the occasion, Sh.Pawan Kotwal said that as the state has been experiencing snow disaster in many parts of the state and unexpected snow has created situation where only disaster management can play its role. He further assured that Govt. would provide all help to promote their activities. Sh.Navin Agarwal, IPS IGP Homeguards/Civil Defence & Aux. Police J&K stressed on the basics of as to what practically should be done by public at the time of disasters. He emphasized on the need to become part of solution than becoming part of problem. A large number of NSS volunteer and NCC cadets along with staff members attended the workshop. Prof. Veena Gupta, Principal Govt. Women College Gandhi Nagar Jammu, congratulated the organizers for the role they played for welfare of general public and encouraged the students to work for upliftment and social services of the public.


 

 

CIVIL DEFENCE ORGANISES FREE MEDICAL CAMP AT SRINAGAR

 

Sh.Mehboob Iqbal,IAS Divisional Commissioner Kashmir inaugurating Civil Defence medical camp at Nowpora, Srinagar

A free medical/Civil Defence awareness camp was organised at village Nowpora (Lawaypora) Srinagar on January 23, 2008. The camp was inaugurated by Sh.Mehboob Iqbal, IAS Divisional Commissioner Kashmir. The services of five doctors were arranged by Mr.Rahi Reyaz Dy.Divisional Warden of CD town Srinagar from Local dispensaries.

The Chief guest while addressing the villagers in the camp hailed the efforts put in by the Civil Defence for promoting public government relationship. During the camp about 400 people suffering from various ailments were treated and given medicines free of cost.

 


 

 

INTERACTION WITH RETIRED AUXILIARY POLICE PERSONNEL

An interaction programme with retired Auxiliary Police personnel was organised at Auxiliary Police 2nd Bn. Jammu on 24th January 2008 which was convened by Sh.Navin Agarwal, IPS IGP HG/CD & Aux. Police J&K Jammu. During the interaction with retired Auxiliary Police personnel, every retired police personnel reported for the appointment of their wards in Auxiliary Police Battalions. Beside others interaction programme was also attended by Dr.Kamal Saini, IPS DIG HG/CD & Aux.Police Jammu, Sh.S.M.Khatotra, SSP Staff officer to IGP HG/CD & Aux.Police J&K, Sh.Prabhat Singh,SSP Commandant Aux.Police 2nd Bn. Jammu. Sh.Navin Agarwal, IPS IGP HG/CD & Aux. Police J&K thanked the retired Auxiliary Police personnel for attending the darbar and assured every possible help to them.


 

 

REPUBLIC DAY CELEBRATION

Personnel of Homeguards/Civil Defence and Auxiliary police all over the state participated enthusiastically in the Republic day celebrations on 26th January 2008. The main parade was held at M.A.Stadium Jammu in which contingent of Aux. Police was led by Sh.Surdershan Kumar Bakshi, Dy.SP. One contingent of Homeguards also participated which led by coy Commander Pargat Singh.

In Srinagar the main parade was held at Bakshi Stadium Srinagar in which the contingent of Homeguards/Civil Defence & Auxiliary Police was led by Inspector Mohd Iqbal participated. Similar parades were also held at other district headquarters as well. The drill and March Past of Homeguards/ Auxiliary Police was appreciated by all.


 

 

CIVIL DEFENCE ORGANISES FREE MEDICAL CAMP

A free medical camp was organised by Nationalist Society for Human Welfare and Blood Bank in collaboration with Indian System of Medicines and Civil Defence organisation at Gund Hassi Bhat Srinagar on 29th January 2008.

Divisional Commissioner, Kashmir Mehboob Iqbal inaugurated the camp. During the camp about 400 people suffering from various ailments were treated and given medicines free of cost.

Present at the camp were Deputy Controller Civil Defence Srinagar, Deputy Chief Medical officer Srinagar and Chief Patron of the society besides other dignitaries. The Divisional Commissioner was accompanied by Dy. Commissioner Srinagar and additional Commissioner, Kashmir.


 

 

CIVIL DEFENCE RESCUED PEOPLE

A matador was skidded off from the Road near Grid Station Doda which was on its way from Doda to Bhalla on 03-1-2008. On getting information, Dy.SP DAR Doda alongwith Civil Defence wardens/ volunteers rushed towards the spot and launched rescue operation. With the hard efforts of Civil Defence wardens/volunteers, Local Police, Fire service, CRPF and other Civil Administration, six dead bodies and 31 injured peoples were shifted from 500 feet depth to road side and further shifted to District Hospital Doda. 10 seriously injured were referred to Govt. Medical College Jammu through helicopter. One lady wife of Sgct.(M) Omi Raj of this organisation was dead on spot and one lady wife of Sgct.Hans Raj of this organisation was seriously injured and shifted to Govt. Medical College Jammu.


 

 

CIVIL DEFENCE CONDUCTED RESCUE TRAINING COURSE

Civil Defence Jammu organised a training course on “Rescue” w.e.f. 04-02-2008 to 10-02-2008 at Central Training Institute HG/CD Jammu. The trainees of the course were given training in rescue techniques, knots and how to handle casualty etc. During the training sixteen Civil Defence volunteers/wardens were given the said training.

The training was included by a live demonstration by the trainees of this course. Sh.Prabhat Singh, SSP Divisional Commandant Homeguards Jammu was the chief guest on the occasion. Certificates were also distributed among the trainees of Communication course which was also conducted at CTI HG/CD Jammu w.e.f. 03-1-2008 to 02-02-2008. The function was attended by Smt.Manjit Kour, Dy.SP Principal CTI Jammu and Sh.P.D.Sharma, Dy.SP Adjutant Aux. police 2nd Bn. Jammu.


 

 

NEWS IN BRIEF:

  • One day Civil Defence awareness camp has been organised under the chairmanship of Dy.Commissioner Reasi at Dak Bangla Katra on 22nd January 2008. Sh.Ved Parkash, Divisional warden and Sh.Gh.Nabi Post warden of CD town Udhampur delivered lecture on Civil Defence Aims & objects. Civil Defence demonstration on Rescue techniques was also given by Civil Defence instructors’ deputed form Central Training Institute Homeguards/Civil Defence Jammu.
  • An awareness camp was organised at National Highway School Samba on 22nd January 2008. The camp was attended by more than three hundred school going children. During the camp people were acquainted with the skill of Civil Defence activities.
  • One day CD awareness camp was organised in the premises of Civil Defence complex Budgam on 12th February 2008. During the camp CD demonstration were exhibited and instructors/ experts of Civil Defence have also delivered the lecture on the aims & objectives of Civil Defence. The camp was attended by government doctors of A.S.Y.M. Hospital, habitants of CD town Budgam and CD volunteers/wardens.
  • A view of first aid training to Civil Defence volunteers at DPL Baramulla
    Civil Defence Baramulla organised five days Civil Defence Basic Training Course at District Police Line Baramulla in the month of January 2008. During the training programme Civil Defence instructors of Central Training Institute of Homeguards/Civil Defence Srinagar imparted fist aid, rescue training, fire fighting etc training to Civil Defence volunteers.
  • Civil Defence wardens/ volunteers of CD town Budgam showed extra-ordinary performance during the heavy snowfall in valley w.e.f 06-2-2008 to 08-02-2008. During the snow disaster, they have lifted the snow from A.S.Y.M. Hospital road, Exchange road and also cleared some other link roads of CD town Budgam.
  • A meeting of Civil Defence wardens was held at CD Town Poonch under the chairmanship of Dy.SP DAR/ Dy.Controller Civil Defence Poonch on 08-2-2008. The meeting was convened in view of the follow-up action in response to the Red Alert sounded in the state. In the meeting each and every possible step required to be taken to compete with the circumstances were discussed and wardens were stressed upon to keep the Civil Defence volunteers fully aware of the effects and keep them ready for mobilization at the time of need without loss of time.
  • One day awareness camp was organised at Adarsh Vidya Peth School Samba on 25th February 2008. More than 200 children of the school and staff members participated in this camp. The awareness camp was conducted as a part of on going awareness campaign which has been launched by Civil Defence Samba from past quite some time. The camp was organised to generate awareness amongst the school going children regarding the Aims and objective of Civil Defence. Basic Civil Defence techniques involved in first aid, fire fighting, rescue and disaster. The people at large expressed great happiness and satisfaction for holding such awareness camp.
  • On 26-02-2008, a sudden fire broke-out in Bawa Sai Nath Ice Factory Akhnoor situated at ward No.12 Industrial Area Akhnoor. The Sector Warden Sh.Samrat Choudhary took immediate action and informed the Dy.Divisional warden Smt.Kuldeep Kour alongwith team of Civil Defence wardens/ volunteers reached on spot and started fire fighting operation alongwith the personnel of fire and emergency services and local administration. Due to the alertness of the CD Wardens the fire was controlled and prevented from spread to other nearby factories.
  • Civil Defence Uri organised two days Youth training camp at Gohallan Uri in collaboration with ‘Agha Khan Foundation’ on 26th & 27th February 2008.
  • During the month of January and February 2008, Central Training Institute of Homeguards/ Civil Defence Jammu has conducted following courses:-
    i. 05 days Chemical disaster training course w.e.f. 03-1-08 to 07-1-08
    ii. One week Rescue training course w.e.f.04-02-08 to 10-2-08
    iii. 25 days Refresher course of VHGs w.e.f. 09-1-08 to 02-2-2008
    iv. 10 days capsule course w.e.f.19-2-08 to 28-2-08
  • Civil Defence certificates distribution function was organised at Civil Defence town Rajouri on 29-2-2008. On this occasion Supdt. of Police Rajouri was the chief guest. He distributed the prizes and CD certificates among the CD volunteers/ wardens. Prominent citizen, all ranks of CD wardens/volunteers were present on the occasion.
