Sh.Lalatendu Mohanti, IPS, took over as the new Inspector General of Police of Homeguards, Civil Defence & Auxiliary Police, J&K, on March 3rd, 2008 relieving Sh.Navin Agarwal, IPS, who has been posted as Director, Sher-i-Kashmir Police Academy, Udhampur. IGP Sh.Mohanti was received at Directorate Headquarters by the senior officers, staff and wardens. In his inaugural address, the new IGP promised to make this organisation more vibrant, modern and efficient through public participation. Later, a farewell was organised in honour of the outgoing IGP.

 


 

CIVIL DEFENCE TRAINING CAMP ORGANISED AT AKHNOOR

Ten days Camp Training of VHGs was organised at Akhnoor w.e.f. 13-3-08 to 22-03-08 in which 165 VHGs of Jammu Province underwent the Civil Defence training. The trainees were given training in drill, discipline, camp layout, professional activities etc. During the intervening night of 19/20-03-08, a real life simulation of Disaster was faced by the camp trainees. A strong wind storm which lasted for more than five hours uprooted the camp layout. The trainees and staff showed utmost professionalism & courage to withstand the storm. The entire layout was again re-established and trainees got an experience of dealing with a real life eventuality.

 


 

CIVIL DEFENCE CONDUCTS MOCK EXERCISE AT SRINAGAR

Civil Defence Srinagar conducted a Mock drill in the lawns of Kashmir University on March 26, 2008. The drill exercise was part of a three days workshop on “Disaster Preparedness and Management” organised by the Kashmir University in collaboration with Civil Defence organisation. The purpose of the Mock Drill was to create awareness about Disaster Mitigation and to sensitize the NSS volunteers drawn from various higher educational centres/colleges and various departments of Kashmir University. During the Mock Drill, demonstrations on “House fire, use of fire extinguishers, measures to be taken during earthquakes in educational institutions, first aid/rescue of the victims of blasts/disasters” were given.

Sh.Kahil-ur-Rehman, IPS, Additional Commandant General, Homeguards & Civil Defence, Bangalore, was also present during the occasion. He appreciated the well planned activities of Civil Defence and interacted with the Civil Defence volunteers. Sh.Amjad Parvez Mirza, Commandant Auxiliary Police 1st Bn, Srinagar, highlighted the aims & objectives of the Civil Defence Scheme.

The demonstration was witnessed by a large gathering. Prominent amongst them were Dr.Abdul Aziz, Dean, Kashmir University, Dr. Iqbal Ahmad Hakim, Programme Co-ordinator, NSS, Kashmir University, Dr.G.M.Dar, I/C Disaster Management, IMPA, Sh.Amir Ali, I/C Disaster Management Cell, Kashmir, Sh.G.M.Wadoo, Deputy Superintendent of Police, Ms.Nighat Aman, Deputy Controller, Civil Defence, Budgam and Sh.A.H. Beigh, Deputy Controller, Civil Defence, Srinagar.

 


 

INTERZONE SPORTS MEET 2008

Interzone Sports Meet 2008 was inaugurated by Sh.Kuldeep Khoda, IPS, Director General of Police, J&K, on 7th April 2008 in presence of senior Police officers, participants and guests. Sh.Khoda unfurled the flag and declared the meet open.

During the week long sports meet, personnel of various wings of Police department viz Armed, Jammu zone, Kashmir zone, Homeguards, Civil Defence & Auxiliary Police zone, Intersection and Training zones competed against each other in true sportsmanship spirit. Homeguards, Civil Defence & Auxiliary Police J&K earned Silver medal in football, 2nd position in Swimming/ boxing and 3rd position in team events of 4km & 12km race. The officers of Homeguards, Civil Defence & Auxiliary Police were also actively associated with the organisation of the events. DIG HG/CD & Auxiliary Police, Jammu, was member of Publicity/ invitation committee while Commandant Auxiliary Police 2nd Bn. was the member of the jury of appeal.

Sh.S.S.Kapoor, IAS Financial Commissioner Home J&K formally declared the meet close during an impressive closing ceremony on 11th April 2008. He appreciated the organisers on the successful accomplishment of the sports meet.


 

 

DIG VISITS CIVIL DEFENCE TOWNS OF AKHNOOR, SUNDERBANI & NOWSHERA

Dr.Kamal Saini, IPS, DIG HG, CD & Auxiliary Police, Jammu, visited Civil Defence town, Akhnoor, on April 7th, 2008. The DIG held a meeting with Civil Defence wardens and also gave on spot instructions regarding redressal of their grievances. He called upon them to strengthen Civil Defence activities in the town. With regard to the enrollment policy, directions were given that only interested persons who had undergone basic Civil Defence training as a volunteer may be proposed for enrollment as CD warden.

A meeting of Civil Defence wardens and volunteers was held on 9th April 2008 in Civil Defence Control Centre, Sunderbani, under the chairmanship of Dr.Kamal Saini, IPS, Deputy Inspector General of Police, Homeguards, Civil Defence & Auxiliary Police, Jammu.

At the outset of the meeting, Smt.Vimla Sharma, Deputy Divisional Warden, Civil Defence town, Sunderbani, highlighted the achievements and CD activities of the town. The Civil Defence wardens of the town put forth a joint report regarding the requirement of various Civil Defence items and also requested for the posting of a Deputy Controller at CD town, Rajouri. Some of their grievances were redressed on the spot.

At the end of the meeting, the wardens were asked to perform Civil Defence duties selflessly, dedicatedly and transparently to further strengthen the warden service. On the same day, similar meeting was held in Civil Defence Control Centre, Nowshera, in which Sh.Rajinder Parsad Damral, Deputy Divisional Warden, Nowshera, highlighted the activities and achievements of the warden service of the town. Requirement of Rescue vehicle and other Civil Defence items came out during the meeting which were discussed at length and some issues were disposed off on merits on the spot. Dr.Kamal Saini, IPS, advised the participants to take keen interest in strengthening the Civil Defence activities in the town. They were also asked to organise more and more Civil Defence awareness camps so that the people understand the role and use of the Civil Defence at times of Disasters and other calamities.

Amongst those present on the occasion were Sh.K.K.Langer, Chief Warden, Rajouri, Sh.Ab. Rashid Bhat, Deputy Chief Warden, Rajouri, Sh.Raghbir Singh, Deputy Post Warden, Nowshera, Sector Wardens of Nowshera viz. Sh.Mohd Hussain, Sh.Sanjeev Bakshi, Deepak Kumar, Sh.Suraj Singh and Sh.Sushil Gupta. Sector Wardens of Sunderabani viz. Sh. Navneet Gupta, Sh.S.K.Gupta, Sh.Ravi Naresh, Dr.Joginder Bushay and Sh.Dev Raj.

 


 

 

NEWS IN BRIEF:-

  • Five days Civil Defence volunteers training camp was organised at Govt.Higher Secondary School, Nowshera, w.e.f. 01-03-08 to 05-03-08 in which 29 Civil Defence volunteers underwent Basic Training.
  • Five days Civil Defence training camp was organised at Govt. Boys Hr. Secondary School, Rajouri, w.e.f. 06-3-08 to 10-3-08 in which 27 Civil Defence volunteers underwent Basic Training. During training, Civil Defence experts conducted demonstrations of first aid/fire fighting and Rescue operations.
  • Auxiliay Police 2nd Bn. Jammu held a Road March comprising of 170 Aux. Police Personnel on 8th March, 2008 from Battalion Headquarter to Sidhra Bridge covering a distance of 13 kms. The Road March was flagged off by Sh.Prabhat Singh, SSP, Commandant, Auxiliary Police 2nd Bn. Jammu. The march was conducted to enhance physical endurance, discipline, team spirit & familiarization of the area and locality.
  • On March 8th 2008, Civil Defence, Srinagar, in collaboration with an NGO, organised an Essay competition on topic ‘Green Lawns essential for oxygen’ at Tourism park, Nandpora (Nigeen) in which more than 50 students from different Educational Institutions participated. The competition was inaugurated by the Deputy Controller and Deputy Chief Warden, Civil Defence, Srinagar.
  • Five days Basic Civil Defence training course was organised at CTI HG/CD, Srinagar w.e.f. 10-3-08 to 14-3-08 in which 70 Civil Defence volunteers were imparted the Basic training. On the concluding day, Sh.Amjad Pervaz Mirza, Commandant, Auxiliary Police 1st Bn. Srinagar, impressed upon trainees to adopt Civil Defence disaster mitigation measures in their day to day life. He also distributed certificates amongst the volunteers. On the occasion, Deputy Controllers Civil Defence, Srinagar and Budgam alongwith Principal CTI HG/CD, Srinagar, also highlighted the aims and objects of the Civil Defence scheme.
  • A two days awareness camp in collaboration with the centre for ‘Disaster Management and life saving Techniques’, was organised from 13-03-08 to 14-03-08 at M.A.M.College, Jammu. Resource person, Prof.G.M.Bhat delivered lecture on “Earthquake” while Dr. Ranbushan spoke on “Pre-Hospital Treatment of Critically Injured”. Sh.Alok Nanda, Post warden and the Instructors of Central Training Institute also delivered lectures on First-Aid and “Improvised Method of Flood Rescue”.
  • On the occasion of Eid-i-Milad-un-Nabi, a Civil Defence awareness camp was held at Hazartbal, Srinagar, w.e.f. 19/3/08 to 21/3/08, during which the volunteers assisted the pilgrims. On 20-3-08, Sh.Kuldeep Khoda, IPS, Director General of Police, visited the Civil Defence camp and appreciated the role of CD volunteers.
  • Civil Defence, Srinagar, organised an awareness camp in collaboration with a local NGO, “Motherland Women’s Society” at Naidyar, (Rainawari) on March 31, 2008. About 300, students from DAV Higher Secondary School & Govt.Middle School, Nadiyar participated in the camp. Speeches on Environment Pollution were delivered by Deputy Controller, Civil Defence and Deputy Chief Warden, Srinagar.
  • Civil Defence Kathua organised a one day CD awareness camp in collaboration with Fire and Emergency Services, Kathua on April 18, 2008 in the premises of Civil Defence & Auxiliary Police complex, Kathua. Sh.Dhian Chand, Chief Warden, Civil Defence, Kathua, was the chief guest and Sh.D.N.Ganjoo, Asstt.Director, Fire & Emergency Services, was the guest of honour. During the camp, participants were acquainted with the role of Civil Defence and Fire Services in Disaster and Fire incidents.
