Promotions of J&K Homeguards/Civil Defence & Auxiliary Police personnel

21 Selection grade constables and 67 Constables have been promoted to the rank of Head Constables and Selection grade Constables vide Directorate of Homeguards/Civil Defence & Auxiliary Police J&K-Jammu’s office order No.568 of 2008 and No.569 of 2008 dated 12-11-2008 respectively. In this connection, pinning of rank ceremony and a darbar was organised on 15th November 2008at Aux.Police 2nd Bn. Jammu under the Chairmanship of Sh.Dilbag Singh, IPS, IGP HG/CD & Aux. Police J&K. Sh.P.R.Manhas, IPS, DIG HG/CD & Aux. Police Jammu, Sh.Sham Lal Sharma, IPS, Divisional Commandant Homeguards Jammu, Sh.Deepak Kumar Slathia, SP, Commandant Aux. Police 2nd Bn. Jammu, Sh.Tilak Raj, SSP, Staff officer to IGP HG/CD & Aux.Police J&K-Jammu and Sh. Amjad Pravez Mirza, SSP, Commandant Aux.Police 1st Bn.Srinagar were also present on the occasion.

On this occasion ranks were pinned to the newly promoted Head constables and Selection grade constables by Sh.Dilbag Singh, IPS, IGP HG/CD & Aux.Police J&K, Sh.P.R.Manhas, IPS, DIG HG/CD & Aux.Police Jammu and Senior officers. The worthy IGP HG/CD & Aux.Police J&K intimated that due attention has been given in filling the deficient posts in every rank even after issuance of election notification and election commission was kind enough to favour issuance of these promotion orders in favour of this organisation and also ensured that measures are being taken for running fresh batches of Pre Promotion Course within shortest possible time and eligible Aux. Police personnel already declared fit by DPC will also be promoted to the next higher rank soon after completion of their PPC and rest of the posts kept unfilled for want of pre-requisite conditions of pre-promotion course.

At the end of the pipping ceremony, a Darbar was also held in which Jawans expressed certain grievances related to their promotions, shortage of manpower and service related problems. Sh. Dilbag Singh, IPS, IGP HG/CD & Aux. Police J&K-Jammu redressed the problems and gave on spot instructions for their redressal. He advised them to work with sincerity and devotion to make the organization proud. He appreciated the work culture of Aux. Police Bn. and wished for prosperity of the organisation in his address during darbar and also conveyed his heartiest congratulation to the promotees and their families.

A meeting of Civil Defence Wardens was convened on 12-11-08 at 1130 hrs. in the conference hall of RCDCC Jammu under the chairmanship of Sh.Dilbag Singh, IPS, IGP HG/CD & Aux.Police J&K-Jammu. The Dy.Inspector General of Police HG/CD & Aux. Police Jammu, Commandant Aux. Police 2nd Bn.Jammu and Dy.Controller Civil Defence Jammu amongst Chief Warden, Dy.Chief Wardens, Divisional Wardens, Dy.Divisional Wardens, Post Wardens, Dy.Post Wardens and Sector Wardens attended the meeting. The aim of the meeting was to have interaction with the CD wardens and to discuss the relevant issues and also to discuss preparedness for coming Raising Day of Homeguards/Civil Defence J&K.

At the outset of meeting, Sh.Jugal Mahajan, Chief Warden welcomed all the participants, introduced wardens and highlighted the role and significant activities done by the wardens in the past.

During the meeting the CD wardens were briefed to work in a team spirit in order to strengthen the activities of Warden Service. They were ensured that the directions and assistance required from the Directorate level shall be provided on merit.




On 18th Nov.2008, Civil Defence Samba organised a one day awareness camp at National High School Samba under the supervision of Sh.Parveen Singh, Dy.SP, Dy.Controller Civil Defence Samba. The camp was attended by more than 300 students besides locals of the peripheral area also. The camp was organised as a part of on going awareness campaign which has been launched by the Civil Defence Samba to make the general masses aware about the aim and objectives of the Civil Defence.

The camp was organised with the active participation of the Chief Warden, Dy.Chief Warden and the entire warden service of Samba who played a pivotal role in organizing awareness camp.
During the camp, the students who attended showed a lot of enthusiasm and interest. The participants were given basic knowledge of the various techniques of fire-fighting, first aid and other rescue related techniques. The people present on the occasion, also expressed happiness and satisfaction for organizing such awareness camps for the benefit of the civilians. The entire warden functionaries also expressed a desire that they will work relentlessly for holding of Medical/ awareness camps in future also.



  • A serious patient of CISF was shifted to PGI Chandigarh for treatment by the Civil Defence rescue team of RCDCC Jammu On 04-11-2008.
  • The Dy.Controller Civil Defence Samba held a meeting with all the Civil Defence Wardens of the town. It was an introductory meeting with the CD Wardens on 04-11-2008.
  • On 06-11-2008, Civil Defence rescue team of RCDCC Jammu shifted road accidental victims of district Doda from Technical Air port Jammu to GMC Hospital Jammu for treatment.
  • During Jhiri Mela w.e.f. 08-11-2008 to 18-11-2008, Civil Defence Jammu also organized an awareness camp at Baba Jeeto Talab, Jhiri.
  • Three days Civil Defence awareness camp was conducted at Goemanasa Jammu w.e.f. 12-11-2008 to 14-11-2008.
  • On 16-11-2008, Red Cross society Jammu with the assistance of Civil Defence organized a children day programme at Canal Power House Jammu.
  • A meeting of Civil Defence Advisory Committee was convened on 19-11-2008 at 1100 Hours under the chairmanship of Sh.P.R.Manhas, IPS, DIG Aux.Police/Hgds & CD Jammu. The aim of the meeting was to have introduction with the members of Civil Defence Advisory Committee and to discuss the arrangements regarding sequence of events to be conducted in the forth coming Sports Meet and the Annual Raising Day of Homeguards and Civil Defence 2009.
  • On 28-11-2008, a Civil Defence Wardens meeting was convened at Regional Civil Defence Control Centre Jammu for keeping the wardens service alert in view of recent militant attack at Mumbai.
  • 06 weeks basic training course for VHGs was conducted at Central Training Institute HG/CD Jammu w.e.f. 11-11-2008 to 22-12-2008. In the connection a passing out parade was also organized on 22-12-2008 at CTI HG/CD Jammu in which Sh.Khalil-ul-Rehman, Dy.Controller CD Jammu was the Chief Guest. During the training, 22 VHGs attended the course and passed out successfully.
  • 05 days Civil Defence Basic Training course was held at Patnitop w.e.f. 12-11-2008 to 16-11-2008. During the course, 58 NSS volunteers of Govt. College of Engineering and Technology Jammu participated and imparted training in fire fighting, rescue operation, first aid and disaster management.
  • 10 days Civil Defence Basic Training Course was organized at Civil Defence town Akhnoor w.e.f. 14-11-2008 to 23-11-2008. During the training course, 50 Civil Defence volunteers imparted CD training in disaster management, first aid, fire fighting and rescue operation. Civil Defence experts also conducted demonstration.
  • On 27-12-2008, one truck No.JK02-9115(L.P) met with an accident at Banpat, Poonch at 1540hrs. Civil Defence Poonch with CD Ambulance rushed on the spot. Five seriously injured persons were rescued and hospitalized.
  • During the month of December 2008 the Civil Defence Wardens service remained extra alert in connection with the Assembly Elections 2008. Also in this connection on 18th & 19th December 2008, Civil Defence first aid / rescue party was kept ready alongwith CD ambulance at Sidhra and Belicharana Jammu respectively.
  • On 24-12-2008, a serious patient of Paddar Doda was shifted from Jammu Air Port to GMC Hospital Jammu for emergency treatment.
