POSTING OF NEW IGP OF HOMEGUARDS/CIVIL DEFENCE & AUXILIARY POLICE J&K
Shri Dilbag Singh, IPS, took over the charge of new Inspector General of Police Civil Defence, Homeguards & Auxiliary Police J&K on October 13th, 2008 at Srinagar.


 

 

A VISIT PAID BY THE IGP HG/CD & AUX. POLICE J&K SRINAGAR AT CTI HG/CD SRINAGAR

Shri Dilbag Singh, IPS, Inspector General of Police, HG/CD & Aux. Police J&K paid a casual visit to Central Training Institute of Homeguards/Civil Defence Srinagar on 15th October 2008 to acquaint himself with the organizational training set up of the Homeguards, Civil Defence and Aux. Police J&K. The officer inspected entire area of the CTI HG/CD, office of the Area Commander Homeguards, Barracks and interacted with instructional staff and other office staff members of Area Commander Homeguards, Srinagar. The officer also issued necessary instructions regarding development of the area of CTI, the barracks and office accommodation, messing and training standards.

A Darbar was also held by the IGP HG/CD & Aux. Police J&K-Srinagar in which the grievances of the VHG trainees and instructional staff were heard and issued instructions on spot.


 


A RESCUE OPERATION LAUNCHED BY CIVIL DEFENCE WARDENS/ VOLUNTEERS AT NOWSHERA
A bus bearing No.7553-JK02C going from Jammu to Rajouri met with an accident at Rajal Morh about 5 K.M. from CD town Nowshera on 14th Sept. 2008. Civil Defence team including 10 CD volunteers and 02 Sector Wardens under the supervision of Sh.R.P.Damral, Dy. Divisional Warden rushed towards the spot and started rescue operation. During operation, 10 injured persons were brought in the Govt. Hospital Nowshera and 04 critically injured persons were referred to GMC Jammu.


 

 

DIG HG/CD & AUX. POLICE JAMMU HELD AN INTRODUCTORY MEETING WITH CIVIL DEFENCE WARDENS AT RCDCC JAMMU

Sh.P.R.Manhas,IPS, DIG HG/CD & Aux. Police Jammu convened an introductory meeting with Civil Defence Wardens of CD cat-1 Town Jammu on 29th September 2008 at Regional Civil Defence Control Center Jammu. The meeting was attended by Sh.Ravi Gupta, Dy.Controller Civil Defence Jammu, Chief Warden, Dy. Chief Wardens, Divisional Wardens, Dy. Divisional Wardens and Post Wardens of Civil Defence town Jammu.

At the outset, Dy.Controller Civil Defence Jammu highlighted the role of Civil Defence wardens of Jammu town and introduced all the Civil Defence wardens to worthy DIG Homeguards/Civil Defence Jammu. The Civil Defence wardens were asked to come-up with suggestions, proposals and genuine problems if any. During the meeting various measures related to Civil Defence were discussed and appropriate decisions taken.

At the end of the meeting, the Dy.Controller Civil Defence Jammu was directed to organise a first aid camp with the help of Chief warden and Civil Defence wardens/ volunteers at Bahu Fort during the occasion of Navratra festival and also make available ambulance facility. A similar camp shall also be organised during forth coming Jhiri Mela with the joint efforts of Civil Defence Akhnoor/Jammu. The participants were also enjoined upon to take keen interest in making the Civil Defence organisation more active and vibrant.


 

 

CIVIL DEFENCE VOLUNTEERS PARTICIPATED IN DUSHERA FESTIVAL AT NOWSHERA
On 9th October 2008, about 20 Civil Defence wardens/volunteers wearing CD Jackets under the leadership of Sh.R.P.Damral, Dy.Divisional Warden accompanied the Jhanki of Lord Rama from Raghunath temple towards the Dushera celebration ground. The Civil Defence volunteers controlled the gathering very efficiently and maintained discipline during the function. Prominent among those present were Dy.Brigade Commander, Ex-Minister Dr.Ramesh Sharma, officers and local people on the occasion.


 

 

CIVIL DEFENCE WARDEN PARTICIPATED IN WORKSHOP HELD AT SHIMLA
Civil Defence Warden Sh.Alok Nanda, of Civil Defence town Jammu participated in the National Workshop on the topic “Users requirement of weather and climate in western Himalayas” held at Shimla on 20th October 2008. The Chief Guest of the seminar was Sh.Narinder Bragta Hon’ble Minister of Horticulture of Himachal Pradesh and the Guest of honour was Dr.Ajit Tyagi, Director General of Indian Meteorological Department New Delhi.


 

 

A PROVINCIAL LEVEL MEETING OF HOMEGUARDS AND CIVIL DEFENCE HELD BY IGP HG/CD & AUX. POLICE J&K
To review the activities of Homeguards and Civil Defence towns of Srinagar Province a meeting under the chairmanship of Sh.Dilbag Singh, IPS, IGP HG/CD & Aux.Police J&K-Srinagar was held on 21st October 2008. The meeting was attended by Commandant Aux. Police 1st Bn. Srinagar, Dy.Controllers, Area Commanders and I/C Civil Defence towns of Kashmir Province. During the meeting IGP HG/CD & Aux. Police J&K stressed upon the participants to take immediate steps for raising and training of Civil Defence and Homeguard volunteers in their concerned towns. He also advised that the concept of Civil Defence and Homeguard should be popularized among the common people so that they come forward to serve this organisation.


 

 

CIVIL DEFENCE ORGANIZED A VALEDICTORY FUNCTION AT DODA
An impressive valedictory function was organized at Govt. Degree College Doda on 24th October 2008 in connection with closing of five days Civil Defence Volunteers training camp. Syed Sharif-ud-din, Controller Civil Defence cum Deputy Commissioner Doda was the Chief Guest on this occasion. He appreciated the activities of Civil Defence and requested the media persons to display the demonstration regularly in cable network in Doda city to facilitate the general public. During the training which started on 20-10-08 and concluded on 24-10-2008, 87 Civil Defence volunteers were imparted training by the Civil Defence experts. The trainees were taught about rescue operations, fire fighting, first aid and other Civil Defence skills. During the function a Civil Defence demonstration was given to the General masses and CD volunteers. Besides Sh. Prabhat Singh, SSP Doda, Sh.Suneel Raj, Dy.SP DAR cum Dy.Controller Civil Defence Doda, Civil Defence Wardens and about 1000 students / staff members of degree college Doda were present on the occassion and witnessed the said demonstration.


 

 

NEWS IN BRIEF :

  • Vide Direction office HG/CD & Aux. Police J&K Srinagar’s order No.7608-10 of 2008 dated 29-8-08 and order No.7611-15 of 2008 dated 29-08-08, three Drivers of this organisation have been promoted to the rank of Headconstables.
  • Sh.Mohd.Aslam, Dy.Controller Civil Defence Kathua attended meeting in the office of Additional Deputy Commissioner Kathua in connection with anti-flood measures on 06-9-2008. The meeting was attended by all district officers.
  • On 15-9-08, a Civil Defence meeting was held at CD Town Sunderbani under the chairmanship of Smt.Bimla Pathania, Dy.Divisional Warden. The meeting was attended by Civil Defence wardens/ volunteers.
  • 10 days Drill and Discipline course for Civil Defence Wardens/ Volunteers was organised at Central Training Institute of Homeguards/Civil Defence Jammu as well as Srinagar w.e.f. 18-09-2008 to 27-09-2008. During training, trainees were imparted training in various fields of Drill and Discipline. Twenty six Civil Defence Wardens/ Volunteers attended the said course and passed out successfully.
  • A view of Civil Defence Medical Camp held at Bagh-e-Bahu, Jammu
    During the Navratra Days i.e. w.e.f. 01-10-2008 to 08-10-2008 a Civil Defence Medical camp was held at Bagh-e-Bahu, Jammu to provide first aid and rescue facilities to the general public who visited Bahu - Fort Temple.
  • 21days Leadership Training Course was organised at CTI HG/CD Jammu w.e.f. 04-10-2008 to 24-10-2008. During the training course 16 Homeguard Volunteers were imparted training and passed out successfully. On 24-10-08 a valedictory function was also organised in which Sh.P.D.Sharma, Dy.SP cum I/C Principal CTI HG/CD Jammu was the chief guest.
  • On 09-10-2008, a Civil Defence Ambulance was kept for rescue duty at Janipura, Jammu in connection with the Dushera celebrations.
  • On 14-10-08 a farewell party was organised at Bn.Headquarter for the retirees of Aux.Police organisation who retired upto 30-9-08. During the function retired Police personnel ASI(T) G.M.Padder, HC(W) Ab.Salam Bhat, HC Habib-Ullah-Naiku No.1187, Sgct.Gh.Mohi-ud-Din No.1442, Sgct. Ab.Ganie Rather No.1143, and Sgct. Gh.Ahmad Khan, No.1617 were presented retirement gifts as a token of respect and affection. Retired SP, Sh.G.Mohamad Bhat of this organisation was also invited to attend the function.
  • On 19-10-2008, a Civil Defence rescue team was rushed towards Ranbir Canal at Simbalyali for fishing out a dead body of a boy who was drowned in the canal.
  • During the Diwali festival w.e.f. 27-10-2008 to 28-10-2008 Civil Defence first aid, rescue teams and Civil Defence Ambulances were deployed at Parade Ground and Gandhi Nagar respectively.
  • On 30-10-2008 two Civil Defence Ambulances were rushed to Air port Jammu for shifting the victims of accident at Doda to Govt. Medical College Jammu.
