Annual Civil Defence Warden’s Conference

On 6th July, 2009, 4th Civil Defence Warden’s Conference was held at Armed Police Headquarter’s Conference Hall at Srinagar. Wardens, Divsional Wardens and Post Wardens of the State were present during the conference. Sh.P.R.Manhas, IPS DIG Homeguards/CD/ Aux. Police Jammu welcomed the Chief Guest and the participants and highlighted the action taken on the agenda points raised during last such conference. The main objective for holding this conference was to inculcate healthy traditions which not only give an opportunity to discuss things of interest but also to plan future strategies so as to minimize human causalities and loss to property during natural and manmade eventualities. Shri Dilbag Singh, IPS the then IGP HG/CD/Aux. Police J&K gave overview to the activities of last year and initiatives taken to revamp the Civil Defence such as raising of Water Rescue Teams(QRTs) at Doda(Jammu) and Dal Lake (Srinagar), raising of two State Disaster Response Companies, introducing mobile service under VPN scheme for improving communication system, procurement of latest equipments for the QRTs and acquisition of land for establishment of Central Training Institutes at Srinagar & Jammu. He added that for revamping of Homeguard/CD/Aux. Police, a high level meeting was held on 25th June, 2009 in the office chamber of Hon’ble Chief Minister in which besides senior officers of civil administration, Dr.A.K.Bhan, IPS Director General of Police, CID J&K also attended the meeting.

Shri Kuldeep Khoda, IPS inaugurated the recently introduced mobile service under VPN scheme and distributed Director General Civil Defence Medals with certificates to 14 civil defence wardens of J&K for their excellent work in the field of Civil Defence activities. In his inaugural address, the chief guest pointed out that the J&K is prone multi-disaster State as it falls in seismic Zone-V due to which it witnessed deadly earthquake during, 2005 in the areas of Uri, Tangdhar, Poonch etc. which left 953 persons of Kashmir valley dead, 817 injured, 23782 houses damaged fully and 174870 houses partially damaged leaving thousands of families homeless. He said that Civil Defence has witnessed drastic change in its role in capacity building both as trainers and first responders to handle such situations. The DGP assured that he feels proud to be associated with the task of revamping and strengthening Civil Defence and extended his full support. He further added that by raising two SDRF coys ad proposed Central Training Institutes, the Civil Defence will be able to serve the society in a much better way.

Shri G.M.Bhat, Director General Fire and Emergency Services who was present during the conference, gave a lecture on Disaster Preparedness, Fire and Emergency Service and assured that all fire stations shall be directed to respond to the Civil Defence Volunteers and render all possible assistance to them whenever requisitioned so that joint action is taken to tackle any abnormal situation. Dr.Ashok Bhan, IPS Director General of Police, CID J&K was the chief guest for valedictory session who made stress for strengthening the Civil Defence so as to make the public apprised about the activities of Civil Defence as they have to perform as first responders during any eventuality. He further said that for making better co-ordination, communication is the main key during natural and manmade disasters. Shri Deepak Slathia, Commandant Aux. Police 2nd Bn. Jammu presented vote of thanks to the participants.


 

CIVIL DEFENCE RESCUE PARTY SAVED TOURISTS AT SRINAGAR ON 01.07.2009

A Shikara carrying tourists capsized in Dal Lake Srinagar. Our Water Rescue Team alongwith River Police were immediately swung into action and saved three tourists namely H.R.Thakur, Ronold M. Anthony and Ashok Singh Thakur of Nagpur besides one boatman namely Sajad Ahmed Itoo of Dal Lake, Srinagar from drowning.


 

 

CIVIL DEFENCE TOWN SAMBA ORGANISED TWO DAY’S AWARENESS CAMP AT VIJAYPUR ON 5TH AND 6TH JULY, 2009

Two day’s Awareness Camp-cum-exhibition was organised during Baba Sidh Goryia Mela in which Shri Sourab Bhagat, IAS Dy.Commissioner-Cum-Controller Civil Defence, Samba was the Chief Guest. For awareness of the common people, civil defence life saving jackets, rescue-equipments, fire-fighting equipments, first aid etc were exhibited in the Mela. Civil Defence Ambulance was also kept available for meeting any eventuality.


 

 

CIVIL DEFENCE TRAINERS IMPARTED CD TRAINING TO NCC CADETS AT BHADERWAH

On 2nd and 3rd August, 2009, two days Civil Defence training-cum-awareness camp was organised at NCC Camp Bhaderwah in which 420 NCC cadets/staff were imparted training on Disaster Management to acquaint them with the role and scope of Civil Defence especially during natural/manmade disasters. The training was also witnessed by Col.B.S.Adhikari, Camp Commandant Bhaderwah who thanked the Civil Defence officers and men for conducting such training-cum-awareness programme among the NCC cadets.


 

 

CIVIL DEFENCE VOLUNTEER DIVERS RECOVERED DEAD BODIES AND SAVED HUMAN LIFE ON 01.07.2009 FROM CHINAB RIVER

Civil Defence volunteer divers recovered three dead bodies from Chinab River (two at Pul Doda and one at Koura Pani about 15 Kms away from Doda). The bodies of the deceased were missing during an accident at Prem Nagar on 07.06.2009. One lady who jumped into River Chenab with suicide intension was safely rescued by the divers of Civil Defence.


 

 

CIVIL DEFENCE ORGANISED AWARENESS CAMP AT LEH ON 10.07.2009

Civil Defence awareness–cum-demonstration was organised at Govt. Boys Hr. Sec. School Leh in which large number of students, district officers, and staff of educational institutions participated. Among the participants Sh.Tsering Dorjay, Chief Executive Councilor LAHDC and Sh.A.K.Sahu, IAS Dy.Commissioner-cum-Controller Civil Defence were present who lauded the role of Civil Defence and assured their full support.


 

 

CIVIL DEFENCE ORGANISED AWARENESS CAMP AT KARGIL ON 13.07.2009 AND 14.07.2009

Civil Defence awareness-cum-demonstrations were organised at District Police Line Kargil and Govt. Degree College Kargil in which large number of locals, students, prominent citizens and army jawans of 8th Assam Regiment witnessed the Civil Defence Rescue demonstrations and techniques/ skills to meet any eventuality.


 

 

TAKING OVER CHARGE AS IGP HG/CD & AUX. POLICE J&K

05 DAY'S CIVIL DEFENCE AWARENESS-CUM-FIRST AID CAMP W.E.F. 21.07.2009 TO 24.07.2009

Civil Defence Awareness-cum-First Aid Camp was organised at Hazratbal Shrine on the eve of ‘Mehraj-U-Alam’. The camp was organised in collaboration of Bharat Scouts and Guides. Soft drinks were also served to the devotees. The service provided by the Volunteers of CD Srinagar were also highlighted in daily newspapers e.g “Kashmir Uzma” and “Aftab”.


 

 

CIVIL DEFENCE IMPARTED TRAINING-CUM-AWARENESS AMONG THE NCC CADETS AT NAGROTA ON 24TH & 25TH JULY, 2009

Two days CD training-cum-awareness camp was organised by CD Jammu at NCC camp Nagrota in which hundreds of NCC cadets/staff were imparted CD training as well as awareness on Disaster Managament & First Aid demonstration. Among other officers, Lt.Col.Shri J.S.Slathia, Commandant 2nd JK NCC Nagrota witnessed the training-cum-awareness camp.


 

 

CD SAMBA IMPARTED TRAINING-CUM-AWARENESS AMONG THE INDUSTRIES EMPLOYEES ON 25.07.2009.

To make aware about the preventive measures to be adopted during manmade/natural disasters, a training-cum-awareness camp was organised at Ind-Swift Laboratories SIDCO Samba in which large number of employees were acquainted with the CD skills/techniques to meet any eventuality. CD certificates were also distributed among the employees who undergone 05 days basic training course conducted w.e.f. 23.03.2009 to 27.03.2009.


 

 

PROMOTION IN HOMEGUARDS/ CD & AUX. POLICE

Immediately after his assuming charge as head of this Organisation Shri S.Gopal Reddy, IPS ordered promotion of 21 HCs/SGCTs each to the rank of ASIs and HCs respectively. In the ministerial cadre 02 ASIs(M) and 08 SGCTs(M) were promoted to the rank of SIs(M) and HCs(M) respectively. Pipping ceremony of newly promoted ASIs and HCs was also organised.


 

 

REVIEW OF ACTIVITIES AT PROPOSED CD TRAINING CENTRE AT BUDGAM/ AUX. POLICE IST BN. ON 17.08.2009 AND CTI SRINAGAR ON 19.08.2009.

Shri S.Gopal Reddy, IPS, IGP HG/CD/Aux. Police J&K visited the proposed site of CTI for Homeguards/Civil Defence at Patwa Budgam alongwith police officers, revenue officials and some land owners. Guard Post at the site which was constructed on self-help basis was also inaugurated by the IGP. The IGP also visited Aux. Police Ist Bn. Barzulla Srinagar and conducted an open darbar where problems of jawans were heard and solved on spot or necessary instructions passed to the officers concerned. Activities at CTI Srinagar were also reviewed and grievances of trainees solved on spot during an open darbar held by the IGP. The IGP highlighted the welfare measures being taken for the Homeguard volunteers.


 

 

VISIT OF DIG HG/CD & AUX. POLICE JAMMU TO CTI HG/CD JAMMU

Sh.P.R.Manhas, IPS DIG HG/CD & Aux. Police Jammu alongwith Sh.Sham Lal Sharma, IPS SSP Divisional Commandant Homegaurds Jammu visited CTI Jammu and hold an open darbar of homeguard volunteers and problems if any solved on spot. He apprised the volunteers regarding welfare measures which are being taken for their welfare by the Directorate. He emphasized the volunteers to maintain high standard of discipline and Principal CTI Jammu was also directed to revise the present training syllabus by including Disaster Management as a subject.


 

 

NEWS IN BRIEF:

  • CD organised two day’s training-cum-awareness camp at Degree College Nowshera w.e.f 11.7.2009 to 12.7.2009. Large numbers of NCC cadets including NCC staff were imparted CD basic training by the experts. Lt.Col.Arun Kumar Camp Commandant NCC was the chief guest who expressed his thanks for conducting such training-cum-awareness programme.
  • One day Civil Defence awareness programme under the supervision of Sh.Khalil-ur-Rehman,Dy.SP Dy.Controller CD Jammu was held on 17.07.2009 at Banyan Tree School Babilana, Jammu in which the teaching staff were acquainted with regard to preventive measures to be taken during unexpected eventualities such as earthquake, devastating fire & flood etc. Two day’s awareness programme on Disaster Management and first aid was also organised in the said school on 22nd and 23rd July, 2009.
  • One day CD awareness programme on Disaster Management and First Aid was organised at Govt. Higher Secondary School, Satwari on 24.07.2009 under the supervision of Dy.Controller CD, Jammu the main objective of which was to make the students aware about the preventive measures to be taken in case of any eventuality.
  • During midnight of 30.07.2009 fire broke out at Jhangeer Chowk Nowhera due to explosion of gas cylinder which engulfed the adjoining shops of the area. CD team headed by Sh.R.P.Damral, Dy.Divisional Warden reached the spot resulted no loss of human life in view of their timely action.
  • About 40 civilians were acquainted with the aims and objectives of CD during a camp at Akhnoor on 31.07.2009.
  • A stall of CD equipments was laid on the occasion of Independence Day celebration at Sports Stadium Doda in order to highlight the CD awareness among the general public. Sh.Nawag Rigzin Jora, Hon’ble Minister of Tourism J&K who was the chief guest inspected the stall and distributed Commendation Certificates among the CD wardens/ staff for rendering their services to the general public.
  • President’s Homeguard/CD Medal for Meritorious service was awarded to Sh.Alok Nanda, Dy.Divisional Warden CD Jammu on the occasion of Independence Day, 2009 for his excellent performance in CD activities.
  • One day Civil Defence awareness programme under the supervision of Sh.Mohd Aslam, Dy.SP Dy.Controller CD Kathua was held on 18.08.2009 at ETT Rainbow College, Kathua in which the teaching staff/students and prominent citizens were acquainted with regard to preventive measures to be taken during unexpected eventualities.
  • On 21.08.2009, four storied building situated at Lal Chowk Srinagar collapsed. A team of Civil Defence volunteers under the supervision of Sh.G.M.Bhat, Dy.SP Dy.Controller CD Srinagar reached the spot and took evacuation operation which prevented no loss to human life and property.
  • Civil Defence Jammu organised training-cum-awareness camp at NCC Nagrota on 26-08-2009 where 350 NCC cadets/staff were imparted Civil Defence training -cum- awareness especially in providing first aid before hospitalization, rescue and fire fighting during any disaster.
  • One day Civil Defence awareness programme under the supervision of Smt.Nighat Aman, Dy.SP Dy.Controller CD Budgam was held on 26.08.2009 CD complex Budgam in which the CD wardens/volunteers, officers/officials of Fire & Emergency service and other civilian were acquainted with the concept of Swine Flue/ Drug abuse. Dr.Inayat from PCR Srinagar also delivered lecture for its quick prevention and cure.
  • Five day's Civil Defence Basic Training course concluded at SP Higher Sec. School Srinagar on 28.08.2009 in which 49 students have been imparted the training. Demonstration on first aid, fire-fighting and rescue measures were also held by newly trained volunteers.
