WALK-CUM-RUN PROGRAMME

 

Sh.Kuldeep Khoda, IPS, Director General of Police, J&K alongwith Sh.Dilbag Singh,IPS, IGP HG/CD & Aux.Police J&K distributing prizes amongst the winners of ‘Walk-cum-Run’ competition

During the current year a “Walk cum Run” programme was organized in the month of February 2009.The aim & object was to make the general public aware of the activities of Civil Defence. On this occasion a demonstration was displayed at Bahu Fort which included evacuation of injured from the site of Bomb blasts, quick measures to protect property and lives, Water Rescue during floods and natural calamities. Large number of Civil Defence Wardens / Volunteers, Police Officers / Officials and prominent citizens took part in this programme.


 

 

CIVIL DEFENCE WARDENS CONFERENCE

A grand and successful 4th Civil Defence Wardens Conference was held at Srinagar on 6th July 2009 which was attended by large number of Civil Defence Wardens of all CD
Towns. Senior Police Officers / Officials also attended the said Conference.


 

 

4% RESERVATION FOR VHGS DURING RECRUITMENT IN POLICE

Various welfare schemes are being launched for rehabilitation of Homeguards Volunteers. The Govt. has accorded sanction for 4% reservation for the Volunteer Homeguards personnel for appointment to the post of Constable / Follower who have crossed the age limit of 28 years but are within 37 years of age and have completed five years of engagement.


 

 

REVAMPING OF CIVIL DEFENCE

Under the Revamping of Civil Defence set up in the country 13 Multi-Hazardous Districts have been selected in the first phase in J&K.. These Districts are Jammu, Srinagar, Kupwara, Baramulla, Budgam, Pulwama, Anantnag, Leh, Kargil, Doda,Udhampur, Poonch, & Rajouri. The MHA, GOI New Delhi has allotted rupees 05lakhs for each District during the current financial year 2009-10 for purchase of equipments and providing of other infrastructure.


 

 

PILOT PROJECT UNDER CIVIL DEFENCE

The MHA,GOI, has also selected two Districts I,e. Jammu & Udhampur to launch Pilot Project for involving Community with Police for handling Internal Security and law & order. Civil Defence, being a community based Organization, presents a unique platform, for involvement of the community in the sphere of internal security and policing as its volunteers are embedded within the community and have been raised with the spirit of volunteerism. Rs. 2 Lakh each for district Jammu and Udhampur have been allocated for Pilot Project.


 

 

CIVIL DEFENCE TRAINING INSTITUTES

As per new Civil Defence Scheme, the MHA, GOI, has also authorized one Civil Defence Training Institute for J&K State. For this purpose we have already identified 300 kanals of JDA land at Kot Bhalwal Jammu where a full fledged CTI will be established. Besides we have also identified more than 100 Kanals of land at Sheikhpora Budgam for establishment of Homeguards Line, CTI and Auxiliary Police Line.


 

 

WATER RESCUE QRTs

 

Sh.P.R.Manhas,IPS, DIG HG/CD & Aux.Police Jammu alongwith other officers and CD wardens/ volunteers after flood rescue operation at Doda

Water Rescue Teams (QRT) have been formed in CD Town Srinagar, Doda and Jammu. These teams conducted many rescue operations and saved the precious lives in Dal Lake Srinagar & river Chenab in Doda.


 

 

VPN(CUG) MOBILE SERVICE

For the first time, this Organization lauched a Mobile Service under VPN/ Close User Group scheme for communication in the Civil Defence organisation .This system connected all 19 Civil Defence Towns of J&K. In the initial stage the facility has been provided to 73 CD Wardens including Police Officers of this organization. It will also be extended to other CD Wardens.


 

 

CIVIL DEFENCE ORGANIZED CD AWARENESS CUM FREE MEDICAL AID CAMP AT SRINAGAR

Civil Defence Awareness cum Free Medical Camp was organized by Civil Defence Srinagar in collaboration with NGO Rahi Nationalist Society of Human Resource Development at Nowpora Gund Hassi Bhat Lawapora on 15th January 2009. The camp was inaugurated by Sh.Mehraj-ud-din Kakroo, Dist Development Commissioner-cum-Controller Civil Defence, Srinagar. During the camp, awareness about various kinds of disasters was given by Sh.Rahi Reyaz, Dy. Divisional Warden Civil Defence Srinagar.


 

 

CIVIL DEFENCE TOWN JAMMU IMPARTED CD TRAINING TO SHRI MATA VAISHNO DEVI SHRINE BOARD’S EMPLOYEES

Trained instructors of Civil Defence, deputed from CTI HG/CD Jammu imparted training in Disaster Management to the employees of Shri Mata Vaishno Devi Shrine Board Katra at Gurukul Charanpaduka Katra w.e.f. 17-02-2009 to 22-02-2009. During the training, 77 employees of Shrine Board were acquainted with various Civil Defence skills and activities. Sh.Paramjit Kumar, Dy.Chief Warden and Sh.Alok Nanda, Post Warden also delivered lectures on the topic ‘Disaster Management’ during the training camp.


 

 


FREE MEDICAL CAMP BY CIVIL DEFENCE

Civil Defence Jammu organised first aid Medical camp at Bahu-Fort during Navratra Days i.e. (26-3-2009 to 03-04-2009) The aim of this camp was to facilitate the general masses with the free medical aid as well as CD Ambulance. During the camp about 102 pilgrims who got injuries due to the heavy rush of pilgrims were provided first aid.


 

 

CIVIL DEFENCE TOWN SUNDERBANI ORGANISED FIVE DAYS TRAINING CAMP AT B.Ed. COLLEGE SUNDERBANI

Five days Basic Civil Defence training camp was organised by Civil Defence officials at SVS B.Ed. College Sunderbani w.e.f. 25-03-2009 to 31-03- 2009. During the training, 99 students of the college were acquainted with various types of Disaster management techniques besides first aid, fire fighting and rescue operation.


 

 

DIG HG/CD & AUX.POLICE JAMMU REVIEW THE ACTIVITIES OF CAT-I CIVIL DEFENCE TOWN DODA

Sh.P.R.Manhas, IPS, Dy.Inspector General of Police, HG/CD & Aux.Police Jammu visited Cat-I Civil Defence Town Doda on 2nd May, 2009. A meeting of Officers, Civil Defence Wardens and prominent citizens was convened in DPL Doda to review the activities of Civil Defence in Doda district. The Civil Defence Staff and Wardens/Volunteers were asked to further strengthen the Civil Defence activities, awareness programmes and give demonstrations in Colleges, Schools in the town and invite general public to join hands with the civil defence organization to make this Organization useful server for betterment of the society. On this occasion, Civil Defence volunteers, who are expert divers/ swimmers gave a Flood Rescue demonstration in the newly created lake in river Chenab at Pul Doda


 

 

CIVIL DEFENCE WATER RESCUE TEAM SAVED HUMAN LIVES AT SRINAGAR

 

Water rescue QRT launched at Dal Lake

A strong wind swept Srinagar on 01-06-2009 and damaged several Shikaras and House Boats in Dal Lake. As soon as information was received, Water Rescue (QRT) of Civil Defence/ Aux.Police swing into action and conducted joint rescue operation in Dal Lake with Fire and Emergency services teams. Nearly 30 tourists had fallen into the lake after Boats over-turned due to high velocity wind. A family of four members of Udhampur fell into the Lake in which Mr.M.C.Dubey, Dy.Chief Conservator of Forest died and his others family members were saved.


 

 

CIVIL DEFENCE ORGANISED AN AWARENESS CAMP AT NAGROTA

Civil Defence Jammu organised one day Civil Defence awareness camp under the command of Sh.Khalil-Ur-Rehman, Dy.SP, Dy.Controller Civil Defence Jammu at NCC camp Nagrota on 01-06-2009. A large number of Executive staff of NCC and 500 NCC cadets attended the CD Camp. The role and scope of Civil Defence organization especially its role as first responders in Disaster Management in J&K was addressed during the awareness camp.


 

 

INSPECTOR GENERAL OF POLICE HG/CD & AUX. POLICE J&K VISITED CD TOWN SAMBA TO REVIEW CIVIL DEFENCE ACTIVITIES

Civil Defence awareness-cum-live demonstration camp was organized at Govt. Girls Higher Secondary School Samba on 4th September 2009. More than 800 students besides a large number of people witnessed the function. Sh.Parveen Singh, Dy.SP Dy.Controller Civil Defence Samba highlighted the achievements and role of Civil Defence in CD Town Samba. The instructors of Central Training Institute HG/CD Jammu gave live demonstration on various rescue techniques.

Sh.S.Gopal Reddy, IPS IGP HG/CD & Aux. Police J&K was the chief guest on the occasion. He made stress upon the students and public to become Civil Defence volunteers. He asked the people to work hand-in-glove with CD volunteers in disaster management and for maintaining peace and order in society particularly at the time of calamities. Sh.P.R.Manhas, IPS DIG HG/CD & Aux. Police Jammu, Sh.Sourab Bhagat, IAS Dy.Commissioner-cum-Controller Civil Defence Samba, Sh.Raghubir Singh, SSP Samba, Sh.Deepak Slathia, Comdt.Aux. Police 2nd Bn. Jammu and other district officers were also present on the occasion.


 

 

CIVIL DEFENCE IMPARTED AWARENESS CUM TRAINING TO JAMMU UNIVERSITY’S SECURITY GUARDS

Civil Defence Jammu organised one day CD training-cum-awareness camp at Jammu University on 27-10-2009. During the camp, security guards/ chowkidars of Jammu University were imparted training-cum-awareness especially in fire fighting and first aid. Civil Defence Jammu also imparted CD awareness-cum-training among 35 Bank employees during a camp organised at Town hall Jammu on 15-09-2009


 

 

CIVIL DEFENCE IMPARTED AWARENESS CUM TRAINING AMONG STUDENTS/ STAFF OF ITI COLLEGE AT DODA

Civil Defence Doda organised one day awareness camp at Govt. ITI College Doda on 29-10-2009 in which about 200 students/staff members participated. During the camp, Civil Defence awareness regarding rescue, fire-fighting and first aid were also taught to the participants.


 

 

ROLE OF CIVIL DEFENCE VOLUNTEERS HAILED

On the occasion of ‘Vijay Dashmi’ (Dusshera) at Parade Ground Jammu, the volunteers of Civil Defence of Gujjar Nagar Jammu, Warden Post under the leadership of Post Warden Sh.N.A.Qureshi offered their services. The volunteers of Gujjar Nagar not only highlighted the role of Jammu and Kashmir Homeguards/Civil Defence Organisation, but also gave an example of brotherhood and secularism. This was the first time that CD volunteers of Muslim community of Civil Defence Post Gujjar Nagar offered their services during Vijay Dashmi with the result ‘Vijay Dashmi’ passed off peacefully without any untoward incident. The Post Warden and CD volunteers of Gujjar Nagar discharged their memorable services on the direction of Sh.Gopal Reddy, IPS IGP HG/CD & Aux. Police J&K.


 

 

CIVIL DEFENCE DEMONSTRATIONS CUM AWARENESS IMPARTED AMONG THE NCC CADETS AT NAGROTA ON 9TH & 10TH OCT, 2009

Two days Civil Defence demonstration and Disaster Management Training-cum-awareness camp was held at Nagrota by the experts of Civil Defence. About 500 NCC cadets/staff members attended the camp. The programme was also witnessed by Sh.J.R.Koushak Sr.Specialist (Civil Defence) NDMA. He appreciated the role of Civil Defence for imparting such kind of awareness/trainings to Civil Society as well as students and NCC cadets.

FREE LANGER FOR STRANDED PASSENGERS

Free Langer was organised for stranded passengers at Railway Station Jammu by Civil Defence Jammu on 26 to 27th -05-2009.The arrangement was made by DIG HG/CD by DIG HG/CD J&K, Dy.Controller Civil Defence and Sh.Jugal Mahajan, Chief Warden, Sh.Bansi Lal, Divisional Warden and Sh.Alok Nanda, Dy.Divisional warden Jammu. A Civil Defence Ambulance was also kept ready for taking any sick passenger to the nearest hospital for treatment. This effort of Civil Defence Staff / Wardens of Jammu was appreciated by all.


 

 

STATE DISASTER RESPONSE FORCE

 

The modern equipment being used by SDRF Coys during Disasters

A State Disaster Management Force (SDRF) comprising of 2 Coys of Auxiliary Police Bns has been created who have undergone Basic Mountaineering Course at Jawahar Institute of Mountaineering at Bhaderwah & Pahalgam. It is also proposed that some eligible personnel will be deputed outside the State for Training of Trainers Course whose skills shall be utilized for training purpose in future. Purchase of Modern equipments required for SDRF to conduct search & Rescue operations is also under process.


 

 

12 POINTS AWARENESS PROGRAMME

Homeguards / Civil Defence J&K Organisation is going to organize 12 points awareness programme for the year 2010 in all the districts of the State upto Towns/Villages level. Dy.Controllers Civil Defence will involve the CD wardens/ volunteers, Doctors, Fire Service officers etc. during the awareness programme. The topics for the awareness programme are :
