J&K CIVIL DEFENCE ORGANISED 5TH ANNUAL CIVIL DEFENCE WARDENS CONFERENCE 2010 AT CONFERENCE HALL ARMED POLICE HQ JAMMU

On 04-12-2010, J&K Homeguards/Civil Defence organization organised 5th Annual Civil Defence Wardens Conference at APHQ Conference Hall Jammu which was attended by Sr.Police/Civil officers, Chief Wardens/ Wardens of Civil Defence J&K State. Sh.Kuldeep Khoda IPS Director General of Police cum Commandant General of Homeguards/ Director Civil Defence J&K was the Chief Guest on the occasion.

Sh.S.Gopal Reddy, IPS ADGP gave a detailed presentation about the activities and the measures to be adopted during occurrence of disasters whether natural or man-made. The ADGP cautioned that the J&K state is a multi-disaster prone State which falls in seismic zone-5 and faces threat of earthquakes and other natural calamities. While explaining the steps being devised by the State Government in curtailing the damages during such calamities, the ADGP informed that the Homeguards/Civil Defence Organization of the State is assisted by fully trained and equipped two Coys of Aux. Police personnel as State Disaster Response Force (SDRF) on the pattern of National Disaster Response Force (NDRF) one each at Jammu and Srinagar to deal with the situation during any disaster. He further informed that more than 4000 volunteers have been imparted training during the current year and our efforts will continue to enroll and train 1% of population of the J&K State.

On the occasion, Prof. Jasbir Singh of Jammu University gave presentation on the topic “Youth and Disaster Management from Civil Defence point of view” and briefed the participant about the role of youth in NSS and Civil Defence during disaster. Dr.Ranbushan Singh Incharge DDMC also gave a presentation on the topic of “Radiological Disaster- New Challenges” and acquainted the participants with new types of disasters.

Civil Defence Wardens also spoke on the occasion and explained their problems in dealing such situations in their respective Civil Defence towns. CD Wardens requested there should be recognition of CD Wardens by Police Stations so that they may be in a position to perform their assigned job smoothly during any eventuality. They also requested to provide new Civil Defence equipments to CD Wardens/ Volunteers during any eventuality and duty.

Speaking on the occasion DGP J&K congratulated Homeguards/Civil Defence organization for holding the Conference and appreciated the role played by the volunteers in such situations giving particular reference to the recent cloud burst in Leh District. He assured the volunteers that their grievances will be redressed appropriately and emphasized upon them to continue their efforts in meeting the challenges on any emergent situation. He further stressed that the services of these trained volunteer alongwith SDRF personnel be utilized to minimize the loss of life and damage to property during occurrence of any Natural/Man-made disaster in the J&K State, while inaugurating the Conference


 

 

RAISING DAY OF HOMEGUARDS/CIVIL DEFENCE J&K CELEBRATED AT AUX. POLICE 2ND BN JAMMU

On 06-12-2010, Homeguards/ Civil Defence Organization celebrated its Raising Day alongwith other States of the country at Aux. Police 2nd Bn. Jammu which was attended by Sr.Police officers/ Retd.Police, officers, Civil Defence Wardens and Volunteers. An impressive parade was held by the contingents of Auxiliary Police, Volunteers of Homeguard and Civil Defence. Shri Kuldeep Khoda, IPS Director General of Police cum Commandant General Homeguards / Director Civil Defence was the chief guest.

Sh.S.Gopal Reddy, IPS ADGP welcomed the Chief Guest/ participants and read out the raising day messages of Her Excellency the President of India, the Hon’ble Prime Minister of India.

Speaking on the occasion, the Chief Guest said that 6th December reminds us of the Chinese aggression of 1962, which lead to the raising of Homeguards/Civil Defence to deal with the internal security and protection of vital installations of the country. The DGP said that the new emerging trends surfacing day by day, like climatic change, melting of glacier, storms and earthquakes have posed challenges before us, which have to be taken note of to avert the chances of draught and loss of human life and property. Sh.Alok Nanda Dy.Divisional Warden Jammu was honoured with the President’s Homeguard/ Civil Defence Meritorious Service Medal by the Chief Guest.

At the end, Sh.Deepak Kumar Slathia, SSP Commandant Aux. Police 2nd Bn. Jammu presented vote of thanks on behalf of the Organization to the Chief Gust, Sr.Police/Civil officers, retired Police officers, organizing committee, members of media faculty, medical teams, traffic and security Police for assisting them in making the programme a successful event.

ADGP HG/CD & AUX. POLICE J&K INTERACTED WITH HEADS OF HOMEGUARDS/ CIVIL DEFENCE & AUX. POLICE ORGANISATION

On 24-12-2010, Dr..Ram Lubhaya, IPS, ADGP HG/CD & Aux. Police J&K took over the charge of Additional Director General of Police Homeguards/Civil Defence and Aux. Police J&K. On 27-12-2010 and 29-12-2010, ADGP convened meetings with the Area Commanders Homeguards/ Dy.Controllers Civil Defence and Commandants of Aux. Police Bns of J&K. During meetings, ADGP welcomed all the participants and stressed for proper utilization of services of Homeguards/ Civil Defence volunteers. During the meetings, the major problems have faced by Homeguards / Civil Defence & Auxiliary Police Bns. were discussed. They were told that the genuine grievances of the officers and men shall be resolved on priority basis. ADGP advised the participants to gear up their activities in their jurisdiction and try to involve more and more civil populace in Civil Defence activities.


 

 

CIVIL DEFENCE KATHUA ORGANISED AWARENESS CAMP AMONG THE STUDENTS OF WOMEN DEGREE COLLEGE KATHUA

On 16-12-2010, Civil Defence Kathua organized one day Civil Defence awareness camp at Women College Kathua. Sh.S.Gopal Reddy, IPS, ADGP was the chief guest on the occasion. Among others, Dy.Commissioner cum Controller Civil Defence Kathua, Sh.Dhian Chand, Chief Warden were also present on the occasion. Dy.Controller Civil Defence Kathua and Chief Warden also delivered lectures on the occasion. During the training period, participants were acquainted with the fire-fighting, rescue operation and role of Civil Defence during disasters. Civil Defence instructors and SDRF personnel were also deployed for effective training among the students.


 

 

CIVIL DEFENCE ORGANIZED ONE DAY AWARENESS CAMP AT GOVT. HIGHER SECONDARY SCHOOL NOWSHERA

Civil Defence Town Nowshera organized one day CD awareness camp at Govt. Hr. Secondary School Nowshera on 04-01-2011. On the occasion Dr.Ram Lubhaya, IPS ADGP HG/CD & Aux. Police J&K was the Chief Guest. About 400 students and staff members participated in the camp. Sh.R.P.Damral, Dy.Divisional Warden welcomed the worthy ADGP and expressed his pleasure and thankfulness. He highlighted the role and work done by Civil Defence Town Nowshera during last year. Dr.Ram Lubhaya, IPS ADGP in his address explained in detail the Role of Civil Defence and also briefed the participants regarding new type of warfare i.e Biological, Chemical and Nuclear warfare and how to protect from these warfares. During the camp Civil Defence demonstrations regarding fire-fighting, first aid and rescue operation were also conducted by SDRF personnel. Among others Sh.Kaushal Kumar, Addl. SP Nowshera, Sh.Girdhari Lal SDPO Nowshera, Sh.Simranjeet Singh, SDM, Sh.Mohinder Singh, Dy.Chief Education officer, Sh.Subash Chander, Chairman Muncipal Corp. Nowshera, Mohd Zabir Mirza Dy.SP DAR Rajouri were also present on the occasion.


 

 

CIVIL DEFENCE JAMMU IMPARTED AWARENESS CUM TRAINING AMONG NCC CADETS AT NAGROTA

Civil Defence Jammu organised two day’s awareness cum training camp on first aid, fire-fighting, Disaster Management and Flood Rescue at NCC camp Nagrota w.e.f. 21 to 22-01-2011. The main aim of the camp was to acquaint the students and teaching staff with regard to preventive measures to be taken during any unexpected disaster. About 500 NCC cadets participated in the camp. The role of Civil Defence was highly appreciated by the camp Commandant Javaid Mir.


 

 

PROMOTION IN MINISTERIAL CADRE OF AUX./ HG & CIVIL DEFENCE J&K

Sub Inspector (M) Mohd Rafiq Mir, No.26/NGO has been promoted to the rank of Inspector(M) vide PHQ order No.4053 of 2010 dated 30-12-2010 and ASI(M) Suraj Prakash No.39/NGO has been promoted to the rank of Sub. Inspector (M) vide Directorate of HG/CD & Aux. Police J&K’s office order No.21 of 2011 dated 14-01-2011.


 

 

CIVIL DEFENCE NOWSHERA ORGANISED FIVE DAYS BASIC TRAINING CAMP AT NONIAL NOWSHERA

Civil Defence Nowshera organized five days Civil Defence Basic Training camp at Govt. High School Nonial Nowshera w.e.f 17-2-2011 to 21-02-2011. On the occasion Smt. Jatinder Kour, Dy.Chief Education officer Nowshera was the Chief Guest. During the camp about 100 CD volunteers participated and were imparted training in First Aid, Fire-Fighting and Rescue operation. Civil Defence Instructors from CTI HG/CD Jammu were also deputed for effective training among the CD volunteers.


 

 

MEETINGS WITH CIVIL DEFENCE WARDENS (CHIEF WARDEN TO POST WARDEN) OF JAMMU DISTRICT CONVENED AT REGIONAL CIVIL DEFENCE CONTROL CENTRE JAMMU

On 07-02-2011, under the supervision and directions of Dr.Ram Lubhaya, IPS ADGP HG/CD & Aux. Police J&K and Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu meetings with the Civil Defence Wardens of Jammu District convened at Regional Civil Defence Control Centre (RCDCC) Jammu. During the meeting Civil Defence Wardens were directed to acquaint more and more civil populace regarding taking precautionary measures to be taken during disasters so that human causalities and loss of property are minimized. It was also stressed upon the CD Wardens to expand their CD activities in rural areas also so that public is acquainted about the measures to be adopted during such crisis whether Natural or Manmade.

The participants were also informed that as per the directives of Ministry of Home Affairs, Govt. of India, 1% of population in every State need to be enrolled as Civil Defence volunteers which is only possible if Civil Defence Wardens take this task seriously. However, the CD wardens were categorically asked that infirm CD wardens shall be weeded out if their performance is reported to be not upto the mark, besides their performance will be monitored on monthly basis. Civil Defence Wardens were also directed to hold periodically meetings in their respective Divisions to nominate and recommend suitable names for the posts lying vacant in their respective Divisions and to enroll young blood as Civil Defence volunteers. During the meeting CD Wardens requested that the old Identity Cards be cancelled and fresh Identity Cards on new pattern be issued and their promotions may be considered on seniority basis. Problems of CD wardens were also listened and were given on spot instructions for their redressal. On the conclusion it was emphasized upon wardens that people have great regard with the Civil Defence and we have to come to their expectations as well. Division-wise meetings with the Civil Defence Wardens were also conducted under the chairmanship of Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu and Sh.Khalil-Ul-Rehman, Dy.SP Dy.Controller Civil Defence Jammu w.e.f.10-02-2011 to 21-02-2011 at RCDCC Jammu.


 

 

CIVIL DEFENCE SAMBA IMPARTED BASIC TRAINING AMONG THE WORKERS OF SARSWATI AGRO CHEMICAL INDUSTRY

Civil Defence Samba organized five days CD Basic Training camp at Saraswati Agro Chemical Industry Pvt. Ltd. Bari Brahmana Jammu w.e.f. 22/2/2011 to 26/2/2011. During the camp about 65 workers of the industry participated and were imparted CD training in Fire-Fighting, First Aid and Rescue operations during disasters by the instructors of CTI HG/CD Jammu.

Civil Defence also organized five days CD Basic Training camp at Arazi Samba w.e.f. 15/2/2011 to 19/2/2011 in which about 36 CD volunteers participated and were trained in various Civil Defence skills like Rescue operation, Fire-Fighting, First Aid.


 

 

CIVIL DEFENCE SRINAGAR ORGANISED ONE DAY PUBLIC AWARENESS CUM SERVING CAMP AT HAZRATBAL SHRINE SRINAGAR

On 23-2-2011, Central Training Institute of HG/CD Kashmir and Civil Defence Srinagar jointly organized one day public awareness camp at Zalie Lines Srinagar regarding rescue measures to be taken during Natural/ Man-made disasters. On the occasion volunteers of Homeguard were also imparted practical training in Civil Defence rescue operations. During the camp, role and importance of Civil Defence was highlighted by Dy.SP Mohd Bashir, I/C Principal CTI HG/CD Kashmir and Dy.SP Rafiq Ahmed, Dy.Controller CD Srinagar.


 

 

NEWS IN BRIEF

  • On 12-12-2010, Civil Defence Udhampur organized a valedictory function of six days training programme under Pilot Project on community oriented Policing Service (COPS). On the occasion Sh.S.Gopal Reddy, IPS ADGP, Sh.Gulzar Singh Slathia,IPS IGP, Sh.Surinder Gupta, SSP Udhampur, Sh.Abdul Gani Choudhary,SP Divisioanal Commandant Homeguards Jammu, Sh.Bupinder Singh, Addl.SP and Dy.SP Bodh Raj, Dy.Controller CD Udhampur were present. The ADGP exhorted the officers and wardens of the Civil Defence to work with a missionary zeal to make the organization more vibrant in every nook and corner of the district. He also lauded the district Police for extending all cooperation in holding such programmes from time to time. Dr.Deepak Kumar delivered a guest lecture on stress management on the occasion. The ADGP also distributed cerfificates, cheques and identity cards among 55 volunteers, who received COPS training in the district.
  • On 13-12-2010, one day Civil Defence awareness camp on Topic AIDS and Swine Flu was organized at Govt. Higher Sec. School Nagri Parole Kathua in which about 250 students/school staff members participated. During the camp, a demonstration on first aid, fire-fighting and rescue operation was also conducted by SDRF personnel/CD instructors. On the occasion, Sh.Mohd Aslam, Dy.Controller CD Kathua, Sh.Dhian Chand, Chief Warden and Dr.Malhotra, Sector Warden delivered lectures on the topic.
  • On 18-12-2010, one day Civil Defence awareness camp was organized at Adarsh Vidya Peeth Higher Secondary School Samba by CD town Samba under the supervision of Sh.Parveen Singh, Dy.SP Dy.Controller CD Samba. About 500 students alongwith staff participated in the awareness programme. Sh.Raj Singh, Post Warden CD Samba briefed the students about the effects of AIDS and Swine Flu.
  • On 21-12-2010, Civil Defence Samba organized an awareness camp on AIDS and Swine Flu at Govt. High School Diani Samba. About 250 students alongwith staff participated in the awareness camp. Civil Defence instructors and SDRF personnel also gave live demonstration on first aid, fire fighting and rescue operation. On the occasion, Dy.SP Parveen Singh, Dy.Controller CD Samba briefed about the history of Civil Defence and on effects of AIDS & Swine flu. Among others Sh.Dharmveer Singh, Chief Warden CD Samba was also present on the occasion.
  • On 22-12-2010, such an awareness camp was also organized at Govt. Girls High School Ghagwal where students of Govt.Higher Secondary School Ghagwal, Modern Education Institute Hr.Sec.School Ghagwal, Adarsh Vidya Peeth High School Ghagwal and Govt. Boys Middle School Ghagwal also participated.
  • On 23-12-2010, Civil Defence Sunderbani organized one day awareness camp on topic AIDS at High School Kalideh, Sunderbani. During the camp, about 102 students/staff members participated and were briefed about the role and importance of Civil Defence by CD instructors. Smt.Vimla Pathania, Dy.Divisional Warden and Sh.Navneet Gupta, Dy.Post Warden also delivered lectures on the topic.
  • On 06-01-2011, Civil Defence Kathua organised one day awareness camp on topic Road accident and rescue operation at ETT Rainbow College Kathua. About 150 students participated in the camp and were acquainted with the fire-fighting, first aid and rescue operations during disaster. Dy.SP Mohd Aslam, Dy.Controller CD Kathua highlighted the role and importance of Civil Defence during disaster. A demonstration on first aid and rescue operation was also conducted on the occasion. Sh.Dhian Chand, Chief Warden and Sh.Kapil Dev, Divisional Warden also gave lecture on the topic.
  • On 21-01-2011, Civil Defence Kathua in collaboration with Fire & Emergency Services organised one day awareness camp on the topic Fire & Emergency at Govt. Higher Secondary School Kathua. During the camp, demonstration of fire and evacuation drill was conducted. About 200 students participated and were acquainted with the rescue operations to be conducted during fire incidents. On the occasion, Chief Education officer Kathua was the chief guest. Sh.Dhian Chand, Chief Warden CD Kathua and Assistant Director Fire and Emergency Service Kathua delivered lecture on the topic.
  • On 21-01-2011, Civil Defence Samba organised one day awareness camp on first aid and rescue operation at Lord Krishna Higher Secondary School Samba. About 350 students alongwith staff participated in the camp. CD instructors from CTI HG/CD Jammu gave practical demonstration on first aid and fire-fighting.
  • Three days Sports/Games programme for disabled persons and locals were organised by Olympic Bharat J&K on collaboration of Civil Defence Kathua w.e.f 21st to 23rd January 2011 at Sports Stadium of 121 Bn. CRPF Kathua. Hon’ble Minister of State Sh.Manohar Lal Sharma, Smt.Zahida Khan Dy.Commissioner cum Controller CD Kathua, Sh.J.L.Sharma SSP Kathua among others were also present on the inaugural function. On this occasion lectures were also delivered by Sh.Kapil Dev Sharma, vice chairman of Olympic Bharat-J&K (Divisional warden) and Dy.SP Mohd Aslam, Dy.Controller CD Kathua. About 300 disabled persons and locals participated in the programme.
  • Civil Defence Volunteers rendering their service among the devotees during Eid-e-Milad-Ul-Nabi (SAW) at Hazratbal Shrine Srinagar
    Civil Defence Srinagar organized First Aid cum CD awareness camp at Hazratbal Shrine w.e.f. 14-02-2011 to 18-02-2011 on the eve of Eid-e Milad-ul-Nabi (SAW) in collaboration with Bharat Scouts & Guides. During the camp, devotees were provided first aid facilities. The services rendered by Civil Defence Srinagar was lauded by the devotees and highlighted in Local media. The devotees were also facilitated with Tea/Kashmiri Kehwa on the occasion.
  • W.e.f. 10-02-2011 to 15-02-2011, Civil Defence Sunderbani organized five days CD Basic Training camp at Govt. High School Kalideh Sunderbani. During the camp Civil Defence Basic training in First Aid, Fire-Fighting and Rescue operation was imparted by the CD instructors.
  • On 21-2-2011 Civil Defence Samba organized one day CD awareness camp at Adarsh Vidya Peeth Higher Secondary School Samba. During the camp about 450 students and staff members participated. Dy.SP Parveen Singh, Dy.Controller Civil Defence Samba highlighted the role and importance of Civil Defence during disasters. Sh.Narsingh Dayal Post Warden Samba also briefed the students about First Aid, Earthquake and Rescue operations during disasters.
  • A view of Civil Defence awareness camp organized at District Police Lines Udhampur on 21-02-2011
    On 21-02-2011, Civil Defence Udhampur organized one day awareness camp at DPL Udhampur in which about 100 Police personnel participated. Dr.Deepak Kumar, Dy.Supdt. of Hospital Udhampur delivered lecture on Principal of “Basic Life support on Critical Incident stress” to the Police personnel.
  • W.e.f. 22/2/2011 to 26/2/2011, Civil Defence Doda organized five days Civil Defence Training camp at Govt. Hr. Sec. School Ghatt Doda and Volunteers of Diamond Youth Club Ghatt Doda also participated in the camp. About 70 CD volunteers participated in the camp and were imparted CD training in rescue, fire-fighting and first aid by Civil Defence instructors.
  • On 25-02-2011, Civil Defence Akhnoor organized one day awareness camp at Kashmiri Mohalla in which about 80 people participated and were briefed about the role and importance of Civil Defence during Disaster.
  • Civil Defence volunteers of Baramulla assisted the Administration and Local Police during Holy month of Moharam (February 2011).

 

 

DIRECTOR GENERAL CIVIL DEFENCE NEW DELHI AWARDED 17 OFFICERS/ OFFICIALS / CD VOLUNTEERS OF J&K CIVIL DEFENCE ORGANISATION WITH DGCD DISC AND COMMENDATION CERTIFICATE

The Director General NDRF & Civil Defence MHA New Delhi has awarded 17 officers/officials / Civil Defence volunteers of Civil Defence J&K with DGCD Disc and Commendation Certificate in recognition of their duties during the year 2009-10.
