A meeting of Civil Defence Wardens of CD town Poonch & other prominent citizens of district Poonch was convened by Dr.Ram Lubhaya, IPS Addl. Director General of Police on 26-04-2011 at Dak Bunglow Poonch. Besides the CD wardens, Sh.Jahangir Mir, Hon’ble MLC Poonch/Chief Warden, Sh.Matloob Khan, Addl. Dy.Commissioner Poonch, Sh.Ashkoor Wani, SSP Poonch, Sh.Abdul Gani Choudhary, SP Divisional Commandant Homeguards Jammu, Sh.Azim Qureshi, Dy.SP DAR Poonch, Sh.K.K.Kapoor, Dy.Chief Warden also attended the meeting. ADGP welcomed all the participants and apprised that Civil Defence Act was framed after the declaration of emergency in 1962 and Govt. of India confined to make States and Union Territories conscious of the need of Civil Defence and to keep ready Civil Defence paper plan for major cities and towns. Two events were of major significance to gear up the Civil Defence in India after Chinese aggression in Nov. 1962 and India-Pak conflict in 1965. Since then, as per policy the revision and review of categorized towns is being done at regular intervals. The Civil Defence includes many measures against any hostile attack from air, land, sea etc. The aim of Civil Defence is to save lives, to minimize damage to property, to maintain continuity of production and to keep up the moral of the public high. In the present era, Civil Defence concept is gaining more importance and its scope is being extended to Civil Defence measures against Man-made or Natural disasters like Earthquake, Flood, Cyclone, Tsunami, Avalanches, Fire, Electric shocks, Gas tragedies etc. The Govt. of India has considered the revamping of Civil Defence and broadened its scope to react with any situation rising out of natural or man-made disasters. Since local community is invariably the first responder to any disaster situation, therefore, adequate awareness and preparedness of the Civil Community is required to respond to any such situation, which can be crucial in mitigating the damage and sufferings. Civil Defence organization being a community based on voluntary in nature can play an important role in disaster management for rescue, relief and rehabilitation operation.

The ADGP apprised the gathering that Govt. of India has declared 13 districts of J&K State as multi hazardous prone districts, among them district Poonch is also one of them. As per the guidelines, the Civil Defence setup is presently limited to the towns and need to be spread to other parts of the districts. Under the new scheme, it has been recommended that efforts should be made to enroll 1% of population. The warden service is being re-organised in the whole district as per the new structure. The participants were also advised to gear up their activities and furnish the list of interesting civil persons for their enrolment in Civil Defence organisation. During the meeting, Civil Defence wardens of Poonch highlighted Civil Defence activities in CD town Poonch and also expressed their problems/difficulties. ADGP gave on spot instructions for redressal of their grievances and emphasized that people have great interest in the Civil Defence activities and we have to come to their expectations as well.

A meeting of Civil Defence Wardens of district Jammu was organised under the chairmanship of Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu at RCDCC Jammu on 06-04-2011. Sh.Sanjay Sehgal, Dy.Director (Project) of Central Sponsored Scheme, GOI MHA New Delhi was the Chief Guest on the occasion. At the outset of the meeting, Chief Guest was introduced with Civil Defence Wardens of Jammu District. Discussion was held on revamping of Civil Defence set up in the State. Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police J&K gave a brief account on the progress of the revamping of Civil Defence set up in Jammu. Sh.Khalil-Ul-Rehman, Dy.SP Dy.Controller CD Jammu apprised that 80 CD volunteers / wardens have been trained under the Pilot Project scheme in Jammu Town for involving them in community policing with the Police for handling internal security and Law & Order situation as per the directions of MHA GOI New Delhi. Besides, he also apprised that CD activities are being extended to rural areas. During the meeting, Sh.Jugal Mahajan, Chief Warden, Sh.Vinod Malhotra, Sh.Paramjit Kumar Dy.Chief Wardens were also present. They also acquainted the chief guest with the activities of Civil Defence organized in their respective towns.


 

 

CIVIL DEFENCE UDHAMPUR ORGANIZED AN INTER-COLLEGE SYMPOSIUM/ COMPETITION AT GOVT. COLLEGE FOR WOMEN UDHAMPUR

On 08-04-2011, Civil Defence Udhampur organized an inter-college symposium/ competition on the topic “Peace and Communal Harmony” in the premises of Govt. College for women Udhampur. On the occasion, Dr.Anu Radha Pandoh was the chief guest while Sh.Bodh Raj Dy.SP Dy.Controller CD Udhampur presided over the function. In the contest, as many as 10 students from five colleges of the town participated and expressed their views on the topic and took solemn pledge for promoting and strengthening peace and communal harmony for the overall prosperity and progress of the Nation. Miss. Arti Sharma, a student of Govt. PG College, Udhampur and Miss. Shivani Sharma of Shivalik B.Ed. College Udhampur jointly shared first position in the competition. Dy.Chief Warden Sh.Swatantra Dev Kotwal compared the proceedings of the programme in a thoughtful manner and also highlighted the different activities of the Civil Defence Udhampur for the welfare of the society. Among others teachers, staff members, students, CD Wardens and volunteers were also present.


 

 

CIVIL DEFENCE SAMBA IMPARTED CIVIL DEFENCE TRAINING AMONG THE EMPLOYEES OF RECKITT BENCKISER INDUSTRY PVT. LTD. SAMBA

On 09-03-2011, Civil Defence Samba organized one day awareness camp at Reckitt Benckiser Pvt. Ltd. Industry Phase-II Samba in which about 100 employees of industry participated and briefed about the role and importance of Civil Defence during disaster. The workers/employees of the Industry were also imparted five days CD Basic Training w.e.f. 16-03-2011 to 22-03-2011 and trained them in Civil Defence rescue operations, fire-fighting and first aid by the instructors/SDRF personnel deputed from Aux. Police 2nd Bn. Jammu for effective training. The administration of the industry thanked Civil Defence organization for imparting such type of training among their employees.


 

 

CIVIL DEFENCE SRINAGAR ORGANISED PLANTATION DRIVE AT VARIOUS PLACES IN DISTRICT SRINAGAR

On 12-03-2011, Social Forestry Department Srinagar in collaboration with Civil Defence Srinagar organized a plantation drive, at various places in district Srinagar. During the plantation drive Civil Defence Staff/volunteers also participated and planted sapling of plants. Their role in such special drive was appreciated and lauded by the administration and general public.


 

 

CIVIL DEFENCE SRINAGAR ORGANIZED DAL LAKE CLEANLINESS RALLY AT SRINAGAR

On 12-03-2011, Civil Defence Srinagar in collaboration with Kashmir International Urban & Rural Welfare Society organized a Dal lake cleanliness rally in which Dy.Controller Civil Defence Srinagar, Chairman of the welfare society, Dal Dwellers, National Youth Corps, respectable citizens and Civil Defence wardens/ volunteers participated. The rally marched from Nehru Park upto Moti Mohalla of Dal Lake to show the importance of conservation of Dal Lake and need for keeping it free from the house hold, polythene and other waste materials.


 

 

DIVISIONAL COMMISSIONER KASHMIR LAUDS THE ROLE OF CIVIL DEFENCE AND HOMEGUARDS SRINAGAR

Sh.Asgar Hussain Samoon, IAS, Divisional Commissioner Kashmir appreciated the role of Civil Defence and Homeguards Srinagar and said this force has always come to the rescue of the people whether it was fire, flood, earthquake etc. He said they have on many occasions extended their help to the Police, Armed Police in handling many situations besides traffic duties. While addressing during a certificate distribution function organized at IMPA Srinagar on 24-03-2011, he emphasized upon the trainees to make training a mission to serve the needy people in a better way. As many as 26 participants completed three days training camp in Civil Defence. The training was organized by department of Personnel and Trainings Government of India in collaboration with IMPA w.e.f. 22-03-2011 to 24-03-2011.


 

 

CIVIL DEFENCE SRINAGAR ORGANIZED ONE DAY AWARENESS CAMP ON DISASTER MANAGEMENT AT AUX. POLICE 1ST BN. SRINAGAR

On 31-03-2011, Civil Defence Srinagar organized one day awareness camp on Disaster Management at Aux. Police 1st Bn. Srinagar in which Sh.Ab.Gani Mir, DIG CKR was the chief guest while Sh.Mehraj Ahmad Kakroo, KAS Dy.Commissioner cum Controller CD Srinagar was the guest of honour. Among others Sh.Ashaq Hussain Bukhari, IPS SSP Srinagar, Sh.Amir Ali, OSD to Divisional Commissioner Kashmir, Dr.G.M.Dar, Associate Professor participated and delivered their lectures on the Disaster Management. The function was started with welcome song presented by the students of Okhil Public School Lasjan. Sh.Saif-ud-din Shah, SP Commandant Aux. Police 1st Bn. Srinagar welcomed the chief guest and highlighted the activities and role of Civil Defence/SDRF personnel during disaster. Speaking on the occasion, Chief Guest appreciated the role played by Civil Defence since last several years by giving training to CD volunteers and general masses to mitigate the loss of life and property. He emphasized that this type of Awareness Programme should be organized throughout the valley so that more volunteers are enrolled in Civil Defence to serve the Nation. Sh.Mehraj, Ahmad Kakroo, KAS Dy.Commissioner cum Controller Civil Defence Srinagar in his address defined the importance of Civil Defence/ Disaster Management which is at the door steps of the Public for any help at times of need during disasters. He stressed the general public to join Civil Defence for their well being and safety. A skid on earthquake resistant and non resistant building has been presented by the students of Oakhil Public School Lasjan. On this occasion, demonstrations on Air Raid Warning System, fire fighting, first aid, rescue operations and mock exercise have also been exhibited by Civil Defence instructors. Among others, students of Okhil Public School, Rahi Public School, SP Higher Secondary School and General public participated in this awareness camp.


 

 

CIVIL DEFENCE KATHUA IMPART CD TRAINING AMONG THE RECRUIT CONSTABLES WHO UNDERGONE BASIC TRAINING AT POLICE TRAINING SCHOOL KATHUA.

Civil Defence Kathua organized five days Civil Defence Basic Training camp at Police Training School Kathua w.e.f. 10-05-2011 to 14-05-2011. During the camp about 785 recruit constables participated and were trained in various Civil Defence skills like first aid, fire fighting, rescue operations during disaster. On the conclusion of the camp, Sh.Deepak Kumar Slathia, IPS SSP Commandant Aux. Police 2nd Bn. Jammu was the chief guest and briefed the participants about the importance and role of Civil Defence during disaster. A live demonstration on rescue operation was given by CD instructors deputed from CTI HG/CD Jammu. Among others Civil Defence wardens and staff of PTS Kathua were also present on the occasion.

On 16-05-2011, a Civil Defence meeting was organized under the chairmanship of Dr.Ram Lubhaya, IPS ADGP HG/CD & Aux. Police J&K at RCDCC Srinagar. During the meeting, ADGP complimented the wardens for their voluntary service in Civil Defence organization and stressed them to motivate the general Public to come forward and join Civil Defence volunteer service in order to help the victims of disasters by mitigating the loss of life and property. ADGP assured that the points raised by the Civil Defence Wardens during the meeting shall be looked into at an earliest. ADGP emphasized upon the CD wardens/ volunteers to motivate more and more people for their enrolment in Civil Defence because they are the first responders during disaster. ADGP also informed that Civil Defence J&K is all set to be laced with facility of victim locator cameras that would provide exact detail of persons who are trapped in a Natural calamity like earthquakes. He also apprised the gathering that new six special rescue vehicles are also being provided to Civil Defence Towns so that the rescue operations are taken up in a more professional manner. Besides the interaction with CD wardens, an investiture ceremony for distribution of DGCD’s Discs received from MHA GOI New Delhi and distribution of appreciation letters/cash rewards among the Civil Defence wardens/volunteers was also organised at RCDCC Srinagar. Among others Sh.Aamir Ali, Coordinator Disaster Management Centre Kashmir, Sh.Rafiq Ahmed, Dy.SP Dy.Controller CD Srinagar, Prof. G. M. Dar, IMPA Srinagar, Sh.Omer K. Neodo, Chief Warden, Sh.Mauzam Bakshi, Dy.Chief Warden and Divisional/Dy.Divisional Wardens were also present on the occasion.


 

 

DY.COMMISSIONER CUM CONTROLLER CIVIL DEFENCE JAMMU CONVENED A MEETING WITH CIVIL DEFENCE WARDENS AT RCDCC JAMMU

On 19-05-2011, Civil Defence Jammu convened a meeting at RCDCC Jammu with CD wardens of CD Town Jammu under the chairmanship of Sh.Sanjeev Verma, IAS Dy.Commissioner cum Controller Civil Defence Jammu. The main purpose to hold the meeting was to gear-up Civil Defence activities in the town and particularly in rural areas. Dy.Commissioner Jammu briefed the CD wardens and stressed that training/ CD activities be extended to rural areas and more CD volunteers be enrolled/trained in various rescue operations during disaster. He also asked the volunteers to prepare themselves for Shri Amar Nath Ji Yatra Duty-2011 and volunteers who will perform their duties with dedication will be rewarded suitably for their encouragement. During the meeting, various agenda points of Civil Defence wardens were also discussed. Sh.Khalil-Ul-Rehman, Dy.SP Dy. Controller CD Jammu and Sh.Jugal Mahajan Chief Warden CD Jammu highlighted the role of Civil Defence activities in the town.


 

 

NEWS IN BRIEF :

  • CD SAMBA: Civil Defence Town Samba organised five days Basic CD training course at Thlora Mandi Samba w.e.f. 04-03-2011 to 08-03-2011. During the camp, about 70 CD volunteers were imparted Civil Defence Basic training in rescue operations, first aid and fire fighting by the instructors of CTI HG/CD Jammu.
  • CD SRINAGAR: On 05-03-2011, Civil Defence Srinagar organized one day awareness camp at Oak Hill Education Institute Lasjan, Srinagar with regard to measures to be taken at the time of disaster whether Natural or Man-Made. On the occasion, experts and instructors of Civil Defence also delivered lectures / demonstrations among the participants.
  • CD KATHUA : Civil Defence Kathua with the help of Local Police/Army launched 04 days search operation in Ujh river Hiranagar w.e.f. 07-03-2011 to 10-03-2011 to trace out the dead body of a person namely Raj Kumar S/O Sh.Babu Ram R/O ward.No.10 Kathua who drowned while crossing river on motorcycle on 06-03-2011 which was traced lateron.
  • CD KATHUA: Civil Defence Kathua organized five days CD basic training camp at Govt. Middle School Kalibari Kathua w.e.f. 07-03-2011 to 11-03-2011. During the camp, about 46 Civil Defence volunteers participated and were imparted training in rescue operation, fire-fighting and first-aid. CD Kathua also organized 05 days CD Basic Training Camp at ETT Rainbow College Kathua w.e.f. 14-03-2011 to 18-03-2011 in which about 54 students were imparted training in various Civil Defence skills. During these camps Sh.Dhain Chand, Chief warden, Sh.Kapil Dev Sharma, Divisional warden also highlighted the role of Civil Defence during disaster.
  • CD SUNDERBANI: Civil Defence Town Sunderbani organized five days CD Basic Training camp at 2nd Saleri Hathal Sunderbani w.e.f. 11-03-2011 to 15-03-2011. During the training 115 CD volunteers were imparted CD training in Civil Defence skills i.e. fire-fighting, first aid and rescue operation by the Civil Defence instructors deputed from CTI HG/CD Jammu. Smt. Bimla Pathania, Dy.Divisional Warden Sunderbani also highlighted the role and importance of Civil Defence during disaster.
  • CD SRINAGAR: On 14-03-2011, Civil Defence Srinagar conducted a mock drill on fire-fighting, rescue operation and first aid at SP Hr. Secondary School Srinagar. More than 500 students/ staff members witnessed the demonstration and appreciated the role of Civil Defence. Besides, five days Civil Defence Basic training camp was also organized at Caset Experimental School Karan Nagar, Srinagar w.e.f. 09-03-2011 to 14-03-2011 in which about 200 CD volunteers were imparted CD Basic Training in fire-fighting, first aid and rescue operation by the Civil Defence instructors.
  • CD SAMBA: On 15-4-2011, Civil Defence awareness camp on swine flu and snake bite was organized at National High School Samba by CD Samba. During the camp about 225 students alongwith staff members participated and were briefed about the Do’s and Don’ts of swine flu and snake bite. Sh.Sanjay Gupta, Dy.Chief Warden and Sh.Raman Singh, Sector Warden Samba also highlighted the role and importance of Civil Defence during disaster.
  • CD UDHAMPUR: Civil Defence Udhampur organized First aid cum awareness camp on the occasion of 03 days famous Lord Shiv-Parbati Mela at village Moungri Udhampur w.e.f. 14-05-2011 to 16-05-2011.
  • CD JAMMU: On 21-05-2011, Civil Defence Jammu organized one day awareness camp at Govt. Higher Secondary School Sarwal under the command of Sh.Khalil-Ul-Rehman, Dy.SP Dy.Controller CD Jammu. During the camp, participants were briefed about first aid, fire fighting, Disaster Management and flood rescue operations.
  • CD NOWSHERA: On 23-05-2011, Civil Defence Nowshera organized one day CD awareness camp at Govt. High School Rajpur Bhata Nowshera. Sh.Satpal Sharma, Headmaster of the school was the chief guest on the occasion. During the camp about 150 students/staff members participated. Sh.R.P.Damral, Dy.Divisional Warden Nowshera briefed the participants about the role and importance of Civil Defence during disasters.
  • CD JAMMU: On 23-05-2011, Civil Defence Jammu organized one day awareness camp at Govt. Girls Higher Secondary School Rehari in which about 450 students/staff members participated and were acquainted with the role and activities of Civil Defence during disasters.
  • CD RAJOURI:, Civil Defence Rajouri organized three awareness camps first at Sir Sayeed Memorial Hr.Sec. School Behrote Thanamandi, 2nd at Govt. High School Shahdara and 3rd at Iqra Institute of education Thanamandi on 23-5-2011 in which students of the schools were acquainted with Civil Defence rescue operations, fire-fighting and First Aid. Civil Defence Rajouri also organized six more CD awareness camps at various Govt/Private schools of Rajouri on 24-05-2011, 25-05-2011 and 26-11-2011. During these awareness camps students of the schools were briefed about the role and importance of Civil Defence during disaster. Live demonstrations were also conducted by civil Defence instructors deputed from CTI HG/CD Jammu during the camps.
  • CD JAMMU: On 24-05-2011 and 25-5-2011 Civil Defence Jammu organized awareness camps at Govt. Higher Secondary School Bakshi Nagar and Dr.Ambedkar Convent High School Rajpura Jammu respectively. During these awareness camps participants were acquainted with Civil Defence skills fire-fighting, rescue operations, first aid. Civil Defence instructors from CTI HG/CD Jammu also exhibited Civil Defence demonstrations on rescue operations to be carried out during disasters.
  • CD POONCH: On 26-05-2011, Civil Defence Poonch organized one day CD awareness cum demonstration camp at Govt. High School Mandi in which about 200 people participated and acquainted with Civil Defence skills i.e. fire-fighting, first aid and rescue operation. A demonstration was also exhibited among the participants.
  • CD SUNDERBANI: On 27-5-2011, Civil Defence Sunderbani organized two awareness camps one at Govt. Boys High School Sunderbani and other at Govt. Girls Hr. Secondary School Sunderbani in which about 400 students of each school participated and briefed about the role and importance of Civil Defence during disaster. Smt.Bimla Pathania, Dy.Divisional Warden, Sh.Navneet Gupta, Post Warden Civil Defence Sunderbani also delivered lectures during these awareness camps.
  • CD SAMBA: On 27-5-2011, one day awareness camp on first aid was organized by Civil Defence Samba at Saraswati Agro Chemical Industry Pvt. Ltd. Bari-Brahmna. About 150 workers of industry participated in the camp and were briefed about fire-fighting, first aid and rescue operations. Sh.Narsingh Dayal and Sh.Raj Singh Post wardens CD Samba also highlighted the role and importance of Civil Defence. Civil Defence certificates were also distributed among the CD volunteers who have undergone five days CD Basic training course.
  • CD DODA: During four days Bhadarwah Festival held w.e.f. 27-5-2011 to 30-5-2011, Civil Defence Doda installed a stall of Civil Defence equipments at Bhadarwah. The main aim of the camp was to highlight the Civil Defence activities during disaster. Hon’ble Tourism Minister J&K who was the chief guest of the function also visited and inspected the stall of Civil Defence equipments. During the camp thousands of people visited the stall and were briefed about the role and importance of Civil Defence equipments during disaster.

    CD KATHUA: On 27-05-2011 and 28-05-2011, Civil Defence Kathua organized awareness camps at Govt. Middle School Kalibari and ETT Rainbow College Kathua respectively. During these awareness camps students/staff members participated. Sh.Dhian Chand, Chief Warden who was the chief guest on the occasion and Sh.Anil Kumar, S.I. also briefed the participants and highlighted the role / activities of Civil Defence Town Kathua during disaster. Civil Defence instructors deputed from CTI HG/CD Jammu also exhibited live Civil Defence demonstrations on rescue operations. On the occasion Civil Defence certificates alongwith pocket money were also distributed among the CD volunteers who have undergone five days CD Basic Training camp.
  • CD SRINAGAR: On 30-05-2011, Civil Defence Srinagar organized one day awareness cum training camp at Govt. Higher Secondary School Pantha-chowk Srinagar. During the camp a large number of school students, staff and other citizens participated and witnessed Civil Defence demonstration exhibited by CD instructors.
  • CD KATHUA: On 30-5-2011, Civil Defence Kathua also organized two awareness camps one at Govt. Middle School (A) Kathua and other at W.No.5 Kathua. Sh.Dhian Chand, Chief Warden presided over both the functions and briefed the participants. About 106 students/50 local residents participated in the camp and were acquainted with the role and activities of Civil Defence during disaster.
  • D NOWSHERA: On 31-05-2011, Civil Defence Nowshera organized one day awareness camp at Govt. Girls Hr. Sec. School Nowshera. Sh.Devinder Kumar, Tehsildar Nowshera was the chief guest on the occasion. About 350 students participated in the camp.
