CIVIL DEFENCE SAMBA IMPARTED CIVIL DEFENCE TRAINING AMONG THE EMPLOYEES OF RECKITT BENCKISER INDUSTRY PVT. LTD. SAMBA

On 09-03-2011, Civil Defence Samba organized one day awareness camp at Reckitt Benckiser Pvt. Ltd. Industry Phase-II Samba in which about 100 employees of industry participated and briefed about the role and importance of Civil Defence during disaster. The workers/employees of the Industry were also imparted five days CD Basic Training w.e.f. 16-03-2011 to 22-03-2011 and trained them in rescue operations, fire-fighting and first aid by the instructors/SDRF personnel deputed from Aux. Police 2nd Bn. Jammu for effective training. The administration of the industry thanked Civil Defence organization for imparting such type of training among their employees.


 

 

CIVIL DEFENCE SRINAGAR ORGANISED PLANTATION DRIVE AT VARIOUS PLACES IN DISTRICT SRINAGAR

On 12-03-2011, Social Forestry Department Srinagar in collaboration with Civil Defence Srinagar organized a plantation drive, at various places in district Srinagar. During the plantation drive Civil Defence Staff/volunteers also participated and planted sapling of plants. Their role in such special drive was appreciated and lauded by the administration and general public.


 

 

CIVIL DEFENCE SRINAGAR ORGANIZED DAL LAKE CLEANLINESS RALLY AT SRINAGAR

On 12-03-2011, Civil Defence Srinagar in collaboration with Kashmir International Urban & Rural Welfare Society organized a Dal lake cleanliness rally in which Dy.Controller Civil Defence Srinagar, Chairman of the welfare society, Dal Dwellers, National Youth Corps, respectable citizens and Civil Defence wardens/ volunteers participated. The rally marched from Nehru Park upto Moti Mohalla of Dal Lake to highlight the importance of conservation of Dal Lake and need for keeping it free from the house hold, polythene and other waste materials.

A meeting of Civil Defence Wardens of district Jammu was organised under the chairmanship of Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu at RCDCC Jammu on 06-04-2011. Sh.Sanjay Sehgal, Dy.Director (Project) of Central Sponsored Scheme, GOI MHA New Delhi was the Chief Guest on the occasion. At the outset of the meeting, Chief Guest was introduced with Civil Defence Wardens of Jammu District. Discussion was held on revamping of Civil Defence set up in the State. Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police J&K gave a brief account on the progress of the revamping of Civil Defence set up in Jammu. Sh.Khalil-Ul-Rehman, Dy.SP then Dy.Controller CD Jammu apprised that 80 CD volunteers / wardens have been trained under the Pilot Project scheme in Jammu Town for involving them in community policing for handling internal security and Law & Order situation as per the directions of MHA GOI New Delhi. Besides, he also apprised that CD activities are being extended to rural areas also. During the meeting, Sh.Jugal Mahajan, Chief Warden, Sh.Vinod Malhotra, Sh.Paramjit Kumar Dy.Chief Wardens were also present. They also acquainted the chief guest with the important activities of Civil Defence J&K.


 

 

CIVIL DEFENCE UDHAMPUR ORGANIZED AN INTER-COLLEGE SYMPOSIUM/ COMPETITION AT GOVT. COLLEGE FOR WOMEN UDHAMPUR

On 08-04-2011, Civil Defence Udhampur organized an inter-college symposium/ competition on the topic “Peace and Communal Harmony” in the premises of Govt. College for women Udhampur. On the occasion, Dr.Anu Radha Pandoh, I/C Principal was the chief guest while Sh.Bodh Raj Dy.SP Dy.Controller CD Udhampur presided over the function. In the contest, as many as 10 students from five colleges of the town participated and expressed their views on the topic and took solemn pledge for promoting and strengthening peace and communal harmony for the overall prosperity and progress of the Nation. Miss. Arti Sharma, a student of Govt. PG College, Udhampur and Miss. Shivani Sharma of Shivalik B.Ed. College Udhampur jointly shared first position in the competition. Dy.Chief Warden Sh.Swatantra Dev Kotwal compared the proceedings of the programme in a thoughtful manner and also highlighted the different activities of the Civil Defence Udhampur for the welfare of the society. Among others teachers, staff members, students, CD Wardens and volunteers were also present.


 

 

CIVIL DEFENCE KATHUA IMPART CD TRAINING AMONG THE RECRUIT CONSTABLES WHO WERE UNDERGOING BASIC TRAINING AT POLICE TRAINING SCHOOL KATHUA.

Civil Defence Kathua organized five days Civil Defence Basic Training camp at Police Training School Kathua w.e.f. 10-05-2011 to 14-05-2011. During the camp about 785 recruit constables participated and were imparted training in various Civil Defence skills like first aid, fire fighting, rescue operations during disaster. On the conclusion of the camp, Sh.Deepak Kumar Slathia, IPS SSP then Commandant Aux. Police 2nd Bn. Jammu was the chief guest and briefed the participants about the importance and role of Civil Defence during disaster. A live demonstration on rescue operation was given by CD instructors deputed from CTI HG/CD Jammu. Among others Civil Defence wardens and staff of PTS Kathua were also present on the occasion.


 

 

CIVIL DEFENCE / HOMEGUARD VOLUNTEERS LAUNCHED RESCUE OPERATION DURING CLOUD BURST AT BAGGER IN DISTRICT DODA

On 8-6-2011 at about 6.30 PM, a cloud burst took place at Bagger in Distt. Doda causing lot of damage to life and property in the area. Three persons namely Khalid Hussain S/O Mohd Shafi Bhat age 29 years R/O Bagger, Mohan Lal S/O Devi Dass age 22 years R/O Bagger, Ab. Razaq S/O Habibullah age 39 years R/O Kurmul Bagger were missing & were suspected to be washed away in the flood in river Chenab. About 10 vehicles were submerged in the debris. A forest hut and some khokhas were completely damaged, besides some Dhabas were also found to have been damaged.

On getting information Civil Defence Volunteers/ VHGs along with local Police immediately reached the spot and started rescue operation under the command of Dy.SP DAR cum Dy.Controller CD Doda to save the persons trapped in the flood. CD/VHG volunteers rescued and shifted about 120 persons immediately to safer places. Some children and old age persons were also shifted in CD Ambulance. Throughout the night and on the next day i.e. 9-6-2011, rescue operation was carried out by CD volunteers to search for dead bodies. A temporary walk path was also restored immediately. CD volunteers also lend help in restoring the water and electric supply in the area. Besides, a team of CD/ VHG volunteers along with CD Ambulance camped at the site for helping the local administration in rescue / restoration of basic facilities.


 

 

CIVIL DEFENCE JAMMU IMPARTED AWARENESS CUM CD TRAINING AMONG THE NCC CADETS AT NAGROTA

On 24-06-2011, Civil Defence Jammu organised one day awareness camp at NCC camp Nagrota. During the camp, about 327 NCC cadets participated and were briefed about the skills of Civil Defence like fire-fighting, first-aid, rescue operations during disaster. The service of Civil Defence instructors/wardens were also utilized for demonstration of rescue operation and delivering lectures. A live demonstration on rescue operation was also given during the camp by CD instructors deputed from Central Training Institute of HG/CD Jammu.


 

 

TWO DAYS STATE LEVEL WORKSHOP ON “DISASTER PREPAREDNESS AND MITIGATION” (ROLE OF CIVIL DEFENCE AND OTHER ORGANIZATIONS) ORGANISED AT SKICC SRINAGAR

Two Days State Level Workshop on “Disaster Preparedness and Mitigation”(Role of Civil Defence and other Organizations) was organized by the Directorate of Home guards/Civil Defence and Auxiliary Police J&K at Sher-i-Kashmir International Convention Centre ( SKICC) Srinagar on July 15th and 16th, 2011. The aim of the Workshop was to bring together all the stakeholders and sensitize them to the various aspects of disaster preparedness and mitigation so that a well-awared community viz-a-viz the safety features and life saving techniques could be discussed. The workshop tried to highlight the concerns and need of various stakeholders as preparedness is considered to be the key to minimize losses on account of life and property due to any disaster whether natural or manmade.

The Workshop was attended by 163 participants drawn from various organizations of Government/non-government/ CD Wardens/ Police & Civil administration. In addition to this several Central Government Organizations including representatives from Army,BSF, CRPF, NDRF and Beacon also participated in the Workshop. Besides, 46 CD volunteers and 47 teachers/students of Govt.Girls High School Panthachowk also participated actively in the Workshop.

On 15th July,2011 two days Workshop was inaugurated by the Hon’ble Minister of State for Home J&K, Shri Nasir Aslam Wani, whileas Shri Kuldeep Khoda,IPS Director General of Police cum-Commandant General Home guards/Director Civil Defence J&K presided over the function.

In his inaugural address the Hon’ble Minister highlighted the need to organize such events to create mass awareness throughout the nook and corner of the State. He assured full support from the Government for strengthening the State Disaster Response Force (SDRF) in Jammu and Kashmir. On this occasion while welcoming the participants and delegates, Dr.Ram Lubhaya, IPS then ADGP HG/CD & Aux. Police J&K highlighted the need, aims and objectives of the Workshop and stressed upon the participants to carry forward the message to the vulnerable sections of the society. Shri Kuldeep Khoda,IPS Director General of Police Cum Commandant General Home guards/Director Civil Defence shared his plans to upgrade the strength of SDRF in the State in terms of human and other resources. He stressed upon the participants to improve their skills related to Search & Rescue, First Aid, Fire Fighting, Relief and Rehabilitation etc. On this occasion Shri Mubarak A.Ganaie,IPS DIG Home guards/CD/Aux.Police Kashmir offered vote of thanks to the chairperson as well as to the guest participants.

During the workshop, threadbare discussions were held and presentations were also given by Dr. G.M.Dar of J&K IMPA, Prof. P.C.Joshi of Delhi University, Dr.Ram Lubhaya, IPS ADGP, Mr. Anuj Tiwari, GFDRR New Delhi, Mr. Shoaib Afra, Action Aid India, Prof. Shakeel A. Romushoo, of Kashmir University, Prof. Amit K.Bose, (Rtd) IIT Roorki, Prof.G.M.Bhat of Jammu University, Dr. Jaya Kumar, Consultant NDMA New Delhi, Dr. Muzaffar Ahmed, Hon’ble Member NDMA, Dr.Ranbhushan Singh, Co-ordinator DDMA Jammu and Shri Sonam Lotus, Incharge Director MET Office Srinagar. Various topics were covered which include “Disaster Trends & Impacts”, “Role of Police and Civil Defence/HG & SDRF in Disaster Preparedness and Mitigation”, “Community Participation in Disaster Risk Reduction”, “Role of NGOs in Disaster Preparedness”, “Structural Aspects of buildings for Earthquake Safety”, “Role of Science & Technology in Disaster Preparedness” and “Psycho-Social support to the Disaster victims”, “Role of Early Warning and Forecasting in Disaster Preparedness”etc. This was followed by an open house discussion.

The Valedictory function of the Workshop was held on 16th July,2011 at 1600 hours in which the Chief Secretary Government of J&K Shri Madhav Lal, (IAS) was the Chief Guest, whileas Shri Kuldeep Khoda,IPS Director General of Police J&K also presided over the function. In addition Dr. Muzaffar Ahmad, Hon’ble Member NDMA, Shri B.R.Sharma,(IAS) Principal Secretary to Government Home Department, J&K, Shri Asgar H.Samoon, (IAS) Divisional Commissioner Kashmir and Shri K.Rajendra Kumar,IPS Addl. Director General of Police Armed/Law & Order J&K, senior officers from Civil and Police administration were also present on the occasion. In his valedictory address, the Chief Secretary expressed his satisfaction and pleasure while referring to the schedule and the Sessions covered in the Workshop. He highlighted the need to organize such Workshops at the local level through PRIs.


 

 

CIVIL DEFENCE/HOMEGUADS & AUX. POLICE J&K ESTABLISHED FIRST AID CUM DISASTER MANAGEMENT CAMPS IN KASHMIR VALLEY DURING AMARNATH JI YATRA DUTY-2011.

During Shri Amarnath Ji Yatra -2011, 08 camps were established enroute in Kashmir valley- four camps from Baltal route i.e. Baltal base camp, Railpathri, Brarimarg & Sangam and four camps from Pahalgam route i.e. Nunwan Base camp, Chandanwari, Pissutop and Sheeshnag. In these camps, 140 SDRF personnel and 72 VHGs were deployed with modern equipments in order to meet any eventuality during the yatra. The SDRF personnel also provided first aid facility to the needy persons during yatra and also helped old/ ailing pilgrims while climbing up and down during their journey. Meanwhile, Civil Defence camps alongwith Ambulance & rescue equipments were also established at Tourist Reception Centre Chann Arorian, Kathua, Chichi Mata Temple Samba, Ramban for providing first aid, awareness cum guidance to the yatries to help them ready for facing any eventuality during Shri Amarnath Ji Yatra.


 

 

ESTABLISHMENT OF CIVIL DEFENCE & DISASTER MANAGEMENT UNIT AT SOPORE SRINAGAR

On 30th of July, 2011, Dr. Ram Lubhaya, IPS then ADGP,HG/CD & Aux.Police J&K accompanied by Sh.Mubarak A. Ganai, IPS DIG, HG/CD & Aux. Police Kashmir inaugurated the Civil Defence and Disaster Management unit at Sopore which is presently housed in a rented building. While speaking on the occasion, ADGP said that this office is established at Sopore in order to create awareness on Disaster preparedness & to mitigate the effect of disasters. It is not out of place to mention here that Sopore town remained earthquake prone area and history shows that number of earthquakes occurred which took precious lives in the past. A large number of Civil Defence Wardens / Volunteers, prominent citizens, Police & Civil officers were present on the occasion., Controller Civil Defence cum Dy Commissioner Baramulla, Dy Controller Civil Defence Baramulla, Prof Ab Majid Dar, Chief Warden & Dy Chief Warden Baramulla also spoke on the occasion.


 

 

DURING KHEER BHAWANI MELA, CIVIL DEFENCE SRINAGAR ORGANISED AWARENESS CUM FIRST AID CAMP AT TULMULA, GANDERBAL

On the eve of mela Kheer Bhawani, Civil Defence Srinagar organised two days awareness cum first aid camp at Tulmula Ganderbal w.e.f. 08/06/2011 to 09/06/2011 in which Civil Defence wardens/volunteers alongwith staff members participated. During the mela, besides first aid devotees were also served juice and drinking water.


 

 

49TH RAISING DAY OF HOMEGUARDS/CIVIL DEFENCE CELEBRATED AT AUX. POLICE 2ND BN. JAMMU ON 6TH DECEMBER 2011

On 6th December, 2011, Homeguards/Civil Defence Organization observed its Raising Day alongwith other States of the country at Aux.Police 2nd Bn, Gandhi Nagar Jammu. An impressive Parade by the contingent of Aux.Police, Homeguards & Civil Defence, SDRF/ School Children and thereafter Demonstrations on air raid, earth quake, rescue operations were also given by Civil Defence Team. New Rescue Equipments to be used during any eventuality were also exhibited during the occasion. Six newly purchased Rescue vehicles fitted with modern and sophisticated equipments for 06 multi-hazardous districts of Jammu, Doda, Rajouri, Srinagar, Anantnag & Baramulla to meet any eventuality/ disaster were also flagged off by the Chief Guest.

Police J&K after his welcome address read out the Raising Day message of H.E.Governor of J&K, Hon’ble Chief Minister J&K state, Hon’ble MOS J&K, Chief Secretary J&K, Principal Secretary Home J&K and DGP J&K. Speaking on the occasion, the Chief Guest Sh.Kuldeep Khoda, IPS DGP J&K said that 6th December reminds us of the Chinese Aggression of 1962, which lead to the raising of HG/CD in our country. This voluntary force was created to deal with the internal security and security of vital installations of the country.

He further said that now with the emerging trends which are surfacing day by day like climatic change, melting of glacier, storms, cloud bursts resulting into flash floods, major road accidents, floods, earthquakes it has posed new challenges before us which have to be taken note of so that losses on this count like drought, human and property are minimized. He stressed that our state being a multi disaster prone state falling in seismic zone-5(Kashmir) & Seismic Zone-4 (Jammu) requires more and more attention from the volunteers being first responders. It is because of this fact, we have created two coys within Auxiliary Police as State Disaster Response Force which are fully trained with modern & sophisticated equipments. In his concluding address Sh.Kuldeep Khoda, IPS DGP J&K said that the philosophy behind organizing two days State level workshop on “Disaster Preparedness and Mitigation (Role of Police and other organization)” recently held at SKICC Srinagar was to create awareness among the general public to join the Civil Defence voluntarily to come forward to help the community at the time of Disaster for the betterment of the community.

At the conclusion of the function, Shri Sham Lal Sharma, IPS DIG HG/CD Jammu presented vote of thanks on behalf of the organization to the Chief Guest, the senior Police, Civil officers, the retired Police officers, organizing committees, member of Media faculty, the members of Civil Defence Demonstration team, Medical Department, District Police, Traffic Police, Security, Telecommunication Wing for their assistance in making the programme a successful event.

Raising Day of Home guards/Civil Defence J&K was also celebrated at Aux. Police 1st Bn. Srinagar in which Sh. M.A.Ganai, IPS DIG HG/CD & Aux. Police Srinagar was the chief guest. On the occasion, March past, Civil Defence demonstrations were exhibited. Among others, Commandant Aux. Police 1st Bn., Dy.Controllers, Chief Wardens, Dy.Chief Wardens, Divisional Wardens of Civil Defence were also present.


 

 

CIVIL DEFENCE SUNDERBANI ACQUAINTED THE CD VOLUNTEERS WITH CIVIL DEFENCE SKILLS DURING TRAINING CAMP

Civil Defence Sunderbani organised five days CD training camp at Govt. Hr. Secondary School Bajabain, Sunderbani w.e.f. 20-12-2011 to 24-12-2011. During the training camp, 66 students participated and were imparted CD training in fire-fighting, first aid, rescue operations etc. Sh.Suresh Kumar, Dy.SP, I/C Dy.Controller CD Sunderbani delivered lecture, highlighted the importance and role of Civil Defence during disaster. Smt. Bimla Pathania, Dy.Divisional warden also delivered lecture and highlighted the activities of CD town Sunderbani. A live demonstration of rescue equipments along with Rescue vehicle were also given for effective training among the participants.


 

 

VISIT OF SMT.D.R.DOLEY, IPS ADGP HG/CD & AUX. POLICE J&K TO AUXILIARY POLICE 2ND BN. JAMMU ON 26-12-2011

Smt. D.R. Doley, IPS ADGP HG/CD & Aux. Police J&K visited Auxiliary Police 2nd Bn. Jammu on 26-12-2011 and conducted darbar/ casual inspection of Aux. Police 2nd Bn. During the darbar, among others Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu, Sh.Sarwar Chouhan, SSP Commandant Aux. Police 2nd Bn. Jammu, Sh.S.K.Bakshi, Dy.SP, Sh.Chanderjeet Singh, Dy.SP, Sh.Nazir Ahmed, Dy.SP, Sh.Rafiq Manhas, Dy.SP of Aux. Police 2nd Bn. were also present. All personnel who were present during the darbar were afforded opportunity to put forth their genuine grievances/ suggestions.

Smt. D.R.Doley, IPS ADGP after giving patience hearing to their grievances gave on spot directions. At the conclusion of the darbar, ADGP stressed upon the officers and jawans to maintain discipline of highest order and any delinquent officer/ official shall be dealt strictly for any indiscipline.

The officers and jawans were also informed about the welfare measures taken by PHQ recently. ADGP also apprised that proposal for re-structuring of Auxiliary Police Bns. is under active consideration of the J&K Government and PHQ is also proposing to open M.I.rooms in every district of the State so that police personnel and their family members may be in a position to get special medical treatment. After the darbar, inspection of M.I.Room, Bn.Store, Clothing store, Accounts Branch, Establishment Branch, Conference Hall, Central store, welfare centre, CTI Store, Bn. Mess was conducted by the ADGP and gave on spot directions for proper maintenance of records. At the end of the inspection, the officers and officials were asked to perform their legitimate duties with dedication. They were also asked to put forth their genuine problems before their Commanding officer, DIG or if need arises they can also approach the ADGP for redressal of their grievances. ACTIVITIES IN BRIEF OF CIVIL DEFENCE TOWNS OF J&K FOR THE MONTH SEPTEMBER 2011 TO DECEMBER 2011

  • CD JAMMU: On 03-09-2011, Civil Defence Jammu organised one day awareness camp at Army Public School Domana Muthi Jammu under the command of Sh.Vijay Kumar Khajuria, Dy.SP Dy.Controller CD Jammu. The main aim of the camp was to teach the student with regard to preventative measures to be taken in devastating fire. The services of the Civil Defence instructors from CTI HG/CD Jammu were also utilized during the awareness camp.
  • CD RAJOURI: On 16-9-2011, Civil Defence Rajouri launched a rescue operation during flash flood at village Androlla, Rajouri. During rescue operation, a person was rescued from flash flood.
  • CD SRINAGAR: On 16-09-2011, Civil Defence Srinagar alongwith Aux. Police personnel launched rescue operations during Flood at Barigam, Tral and at Kuchipora Srinagar.

    CD JAMMU: On 17-09-2011 Civil Defence Jammu organised one day awareness camp at JK Public School Kunjwani Jammu. During the camp about 25 teachers of the school participated and were briefed about the preventive measures to be taken i.e. first aid and fire-fighting
  • CD JAMMU: On 20-09-2011, Civil Defence Jammu organised one day awareness camp at IMPA Jammu. During the camp about 30 teachers of IMPA participated and briefed about the importance of Civil Defence skills during disasters. The main aim of the camp was to facilitate the trainees with regard to preventative measures for Rescue and First aid during disaster.
  • CD KATHUA: Civil Defence Town Kathua organised 05 days Civil Defence Basic Training camp at two locations i.e. Kids Heaven Convent Hr. Secondary School Kathua and Rainbow Model School Kathua w.e.f. 19-9-2011 to 23-09-2011 in morning and evening shifts. During the training camp, 52 CD volunteers participated and trained in Civil Defence skills. Civil Defence Kathua also organised another five days training camp at Shakti Palace Kathua w.e.f 17-10-2011 to 21-10-2011 in which 105 CD volunteers of Nehru Yuva Kendra were trained.

  • CD BARAMULLA : On 28-09-2011, Civil Defence organised one day workshop on “Civil Defence & Disaster Management” at Govt. Degree College Sopore. A large number of students participated and were briefed by the Civil Defence instructors about the role and importance of Civil Defence.
  • CD SRINAGAR: Civil Defence Srinagar organised two days CD awareness / Disaster Preparedness camp at DIET centre Bemina, Srinagar w.e.f. 30-09-2011.
  • CD SRINAGAR : A painting competition among the wards of Police personnel and students of Police Public School, Bemina, Srinagar was organised at Bakshi Stadium, Srinagar on 02-10- 2011 during 49th Police Public Mela. Sh. N.N.Vohra, Hon’ble H.E the Governor J&K also inspected the painting competition. Besides adequate refreshment, cash prizes were also distributed among the first three position holders. During the Police Public Mela, a stall of different items was also installed by Auxiliary Police 1st Bn Srinagar.

  • CD LEH: During the month of October 2011, Civil Defence Town Leh organised four civil defence awareness camps w.e.f. 07-10-2011 to 11-10-2011 at Tukcha, Skalzanling, housing colony and skampari, Mani Tsilding. During the awareness camps, a large number of civilians participated and were awared about the role and importance of Civil Defence during Disaster.

  • CD JAMMU: During the National Integration Camp for NCC cadets organised by Directorate NCC J&K at NCC camping ground Nagrota Jammu w.e.f. 10-10-2011 to 21-10-2011, Civil Defence Jammu also conducted two days awareness cum demonstration camp on 12th & 13th Oct. 2011 on the topic fire fighting, first aid and rescue operation during disasters. During the camp, about 500 NCC cadets, officers and PI staff from all the states of the country participated. The services of the Civil Defence instructors, warden services were utilized during awareness/ demonstration.
  • CD SAMBA: On 10-10-2011, Civil Defence Samba organised one day awareness camp on first aid and fire fighting at Govt. Degree College Samba in which about 560 students participated. During the camp, Aux. Police personnel and CTI instructors also demonstrated a live demo on first aid, fire fighting and rescue operations. On the occasion Sh.Dushyant Sharma Dy.SP, Dy.Controller CD Samba also briefed the participants.

    CD SRINAGAR: On 13-10-2011, a rally of 400 Civil Defence volunteers and students of different schools on “International Disaster Risk Reduction Day” was held in Lal Chowk Srinagar.
  • CD KATHUA: On 15-10-2011, Civil Defence Kathua organised one day awareness camp on the topic “Preparednesss of Disaster Management” at Shakti Palace Kathua. During the camp Sh.Som Dutt, District Youth Coordinator, Nehru Yuva Kendra was the chief guest. About 100 Nehru Yuva Corps/Civilian participated in the camp and were briefed about the necessity of Civil Defence during disaster.
  • CD DODA: Civil Defence Doda organised five days Civil Defence training camp at Govt. Hr. Secondary School Malothi Bhaderwah. During the camp 86 CD volunteers participated and were imparted Civil Defence training in various skills like fire-fighting, first aid, rescue operations during any disaster. A live demonstration on rescue operation was also conducted by the CD instructors. CD Town Doda also organised another five days CD Basic training camp at Govt. Hr. Sec. School Bhagwah, Doda w.e.f. 17-10-2011 to 21-10-2011.
  • CD SRINAGAR:Civil Defence wardens/volunteers have performed Haj Duty at Haj House Bemina Srinagar w.e.f. 18-10-2011 to 24-10-2011.
  • CD ANANTNAG: On 18-10-2011, Civil Defence Anantnag organised one day workshop on topic “Civil Defence and Disaster Management” at Civil Defence Town Anantnag. On the occasion Sh.Ram Lubhaya, IPS then ADGP HG/CD & Aux. Police J&K was the chief guest. During the camp a large number of students/civilians participated and briefed about the role and importance of Civil Defence during disaster. Among others Sh.M.A.Ganai, IPS DIG HG/CD & Aux. Police Kashmir, Sh.Mehraj Din Shah, SP Commandant Aux. Police 1st Bn. Sriangar, S.K.Kifayat, IAS District Development Commissioner Anantnag, Sh.Mohd Ashraf, Dy. Director Fire and Emergecy services Anantnag were also present.

  • CD SRINAGAR: One day workshop on “Civil Defence & Disaster Management” was conducted at Divisional Commissioner Kashmir’s Conference hall on 20-10-2011 in which Hon’ble MOS Home, J&K was the chief guest. Similar type of one day workshop on “Civil Defence & Disaster Management” were also conducted in the multi-hazardous districts KUPWARA, ANANTNAG, BUDGAM and PULWAMA on 17th , 18th, 19th and 22nd October 2011 respectively. The Mock drills were conducted and all the rescue equipments were displayed during these workshops which were attended by a large number of prominent citizens besides the general masses.

  • CD NOWSHERA: On 22-10-2011, a rally on traffic awareness and demonstration was held in the town Nowshera which was arranged by the District Police in co-ordination with Civil Defence Town Nowshera. Sh.Vijay Kumar, IPS DIG Rajouri-Poonch range was the chief guest on the occasion. The main aim of the rally was to aware the general public of all traffic rules while driving vehicles or walking on the road. Sh.R.P.Damral, Dy.Divisional Warden Civil Defence also participated and addressed the general public.
  • CD POONCH: On 22-10-2011, Civil Defence Poonch organised one day awareness camp at ITI Poonch. During the camp, volunteers of Nehru Yuva Kender participated and were briefed about the aims and objectives of the Civil Defence.
  • CD RAJOURI: On 28-10-2011, a meeting of Civil Defence wardens was convened in the premises of HG/CD Line Rajouri under the supervision of Sh.Suresh Kumar, Dy.SP Area Commander cum I/C Dy.Controller CD Rajouri. The main aim of the meeting was to impart CD training to the youths and utilize their services during disaster.
  • CD SRINAGAR: CD Srinagar organised five days CD Basic Training camp at Ganderbal w.e.f. 29-10-2011 to 04-11-2011.
  • CD DODA: During Grammen Tourism Mela on 30-10-2011at Lal Draman Doda, Civil Defence Doda organised first aid camp and also deputed CD wardens/volunteers for mela duty.
  • CD DODA: On 05-11-2011, a matadoor met with an accident near Grid Station Thatri Doda. After getting information Civil Defence rescue team reached on the spot and launched rescue operation and shifted injured persons in CD ambulance to District Hospital for further treatment. Civil Defence ambulance was also deputed for shifting the injured persons during various road accidents took place near CD town Doda on 4-10-2011 and 19-11-2011.
  • CD UDHAMPUR: On 09-11-2011, a meeting of Civil Defence wardens of District Udhampur was convened in the office of Dy.Controller Civil Defence Udhampur under the chairmanship of Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu. During the meeting, Sh.Bodh Raj, Dy.SP Dy.Controller CD Udhampur welcomed the participants and highlighted the activities of Civil Defence in Udhampur town. Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu redressed the grievances of CD wardens and gave on spot directions and also assured them that their other matters will be taken up with ADGP HG/CD & Aux. Police J&K. Among others, Sh.Surinder Kumar, Chief Warden, Sh.Ved Prakash, Sh.Swatanter Dev Kotwal, Dy.Chief Wardens Udhampur were also present on the occasion.
  • POSTING OF NEW ADGP : Vide J&K Govt. Order No. Home -1181 (P) of 2011 dated: 24-11-2011, Smt. D.R. Doley Barman, IPS ADGP has been posted as ADGP HG/CD & Aux. Police J&K vice Dr.Ram Lubhaya, IPS ADGP.
  • CTI HG/CD JAMMU: Six weeks Basic training course of VHGs of Jammu Province organised at Central Training Institute of HG/CD Jammu w.e.f. 11-11-2011 to 22-12-2011. During the course, 21 VHGs participated and passed training successfully.

    CD SRINAGAR: 05 days Civil Defence training programme was conducted at Police Training School Manigam w.e.f. 18-11-2011 to 22-11-2011 in which training on disaster management and handling of rescue equipments was imparted by CD instructors/ Aux. Police personnel to all the recruits of training school. On the occasion, a mock drill exercise was also conducted by the CD instructors and SDRF personnel.
  • CD RAJOURI: During the month of November 2011, Civil Defence Rajouri organised four Civil Defence training camps at Govt. Hr. Sec. School Rajouri, Taleem Ghar Hr. Sec. School Rajouri, Govt. High School Palam and Nawaz Public Hr. Sec. School Palam w.e.f. 15-11-2011 to 25-11-2011. During these camps about 465 Civil Defence volunteers participated and were imparted Civil Defence Basic Training in fire-fighting, first aid, rescue operations during disasters.

    CD KATHUA: Civil Defence Kathua organised two CD awareness camps at Kalibari and Kids Heaven Convent Hr. Sec. School Kathua on 21-11-2011 and 28-11-2011 respectively. During these awareness camps a large number of students/ civilian participated and were awared about the role and importance of Civil Defence during disaster. On these occasions, Civil Defence certificates alongwith pocket money were also distributed among the CD volunteers who have undergone CD Basic training course.
  • CD SRINAGAR: 05 days Civil Defence Training was imparted to the volunteers of District Srinagar w.e.f. 23-11-2011 to 28-11-2011.
  • CD SAMBA: Civil Defence Samba organised five days Basic CD training camp at Garh Mandi w.e.f 21-11-2011 to 25-11-2011. During the training camp, 72 Civil Defence volunteers participated and were imparted Civil Defence training in first aid, fire fighting and rescue operations.
  • CD BARAMULLA: On 6-12-2011, Civil Defence and Disaster Management Unit Sopore in collaboration with the Health Department Sopore organised First Aid Camps at three places in Sopore viz Haigam, Boharipora and Saidpora villages on the occasion of Moharram procession under the overall supervision of Dr.Anayat Mir, Chief Warden and Dr.Inder Paul Singh, Divisional Warden Baramulla. A large number of Civil Defence wardens/ volunteers performed Moharram duties with great dedication and devotion.

    CD BARAMULLA: On 09-12-2011, A Civil Defence awareness camp was organised in Govt. Middle School Warpora and Sangrama iddgah and Sopore under the supervision of Dr.Anayat Mir Chief Warden Civil Defence Baramulla. The camp was attended by the students, Panchayat members and general masses of the area. On the occasion, Dr.Anayat Mir, spoke on the topic menace of drug addiction in youth, negative behaviour leading to moral degradation and anti-abuse. Dr.Rafiq Masoodi, Divisional Warden, Dr.Shabir Ahmad, Dy.Divisional Warden and Manzoor Ahmed Lone, CD volunteer gave brief description of Civil defence, its importance, aims and objectives. They also requested the students as well as general masses to associate themselves with organisation for their benefit and the benefit of their fellow ones.
  • CD SAMBA: On 23-12-2011, Civil Defence Samba organised one day awareness camp on snake bite and first aid at Govt. Hr. Sec. School Samba. During the camp, about 150 students of the school participated and also briefed about the role and importance of Civil Defence. On the occasion, Civil Defence certificates alongwith pocket money were also distributed among the Civil Defence volunteers who have undergone CD Basic Training w.e.f. 15-9-2011 to 20-9-2011.

    CD SAMBA: Civil Defence Samba organised two training camps, one at Nud Samba and other at Garh Mandi Samba w.e.f 11-11-2011 to 16-11-2011 and 21-11-2011 to 25-11-2011 respectively. During these camps, about 292 Civil Defence volunteers trained in Civil Defence skills like first aid, fire-fighting and rescue operations during disaster.
  • CD NOWSHERA: On 21-12-2011, Civil Defence Nowshera organised one day awareness camp at Govt. Hr. Sec. School Lambari. On the occasion, Sh.Ram Paul, Principal of the school was the chief guest. During the camp about 222 students/staff members participated and briefed about the aim and role of Civil Defence. Sh.Rajinder Parsad Damral, Dy.Divisional Warden delivered the lecture on fire fighting, first aid and road accidents.
  • CD KATHUA: On 11-12-2011, Civil Defence Kathua organised one day awareness camp at Shakti Palace Kathua in which about 263 volunteers participated. On the occasion, Sh.Santokh Raj, Dy.SP Dy.Controller Civil Defence Kathua also highlighted the activities and role of Civil Defence in Kathua town.

    CD JAMMU: On 21-10-2011, Civil Defence Jammu convened a meeting with the Civil Defence wardens under the chairmanship of Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu. The main aim of the meeting was to review the activities of Civil Defence town Jammu. On 27-11-2011, a meeting with Sh.S.N.Shyam, Officer Commanding, Addl. Chief Warden Patna, Bihar was held who visit RCDCC Jammu and also interacted with senior Civil Defence wardens of CD Town Jammu.
  • CD JAMMU: During the month of November 2011, Civil Defence Jammu organised three CD awareness camps at NCC camp Nagrota, Zero Jim Trikuta Nagar and Bharat and scout Gandhi Nagar Jammu on 5th, 7th and 9th Nov. 2011 respectively under the supervision of Sh.Vijay Kumar Khajuria, Dy.SP Dy.Controller Civil Defence Jammu. During these camps, 550 NCC cadets, 25 civillian and 300 Bharat Scout Guides participated and briefed about the role and importance of Civil Defence during disaster. They were also demonstrated about how to provide first aid to an injured during any type of disaster.

    CD JAMMU: Civil Defence Jammu imparted 05 days Basic CD Training among the students of Govt. ITI College for Boys and Women Canal Road Jammu w.e.f. 15-11-2011 to 19-11-2011 and 21-11-2011 to 25-11-2011. During the camp about 130 students participated and were imparted CD training in first aid, fire fighting and rescue operations during disasters. Civil Defence Town Jammu also organised another five days CD training camp at MIER college of Education Jammu w.e.f. 19-12-2011 to 23-12-2011 in which 220 students were trained.
  • CD JAMMU: Civil Defence Jammu organised two CD Basic training camps one at Govt. MAM College Jammu and other at Govt. College for Women Gandhi Nagar w.e.f. 26-11-2011 to 01-12-2011 and 08-12-2011 to 12-12-2011 respectively under the supervision of Sh.Vijay Khajuria, Dy.SP Dy.Controller Civil Defence Jammu. During the camps, 50 NCC cadets of MAM College and 185 NSS volunteers of Women College were imparted CD training in fire-fighting, first aid and rescue operations. Sh.Alok Nanda, Dy.Divisional Warden also delivered an impressive lecture on ‘Earthquake” during the camp. On the conclusion of the training camp, a function was organised at Govt. College for Women Gandhi Nagar Jammu in which Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu was the chief guest while Principal/staff members of the college were also participated in the function. On the occasion, Civil Defence wardens/ instructors also briefed and exhibited live demonstration on rescue operations during disaster like building collapse, earthquake, fire etc.
  • CD JAMMU: On 14-12-2011, Civil Defence Jammu organised one day awareness camp at Nehru Yuva Kender Jammu. During the camp, about 210 youth participated and were made aware about the importance and role of Civil Defence. They were also briefed about the first aid, fire-fighting and rescue operations by the CD wardens/instructors. Civil Defence Jammu also organised two demonstration camps one at Govt. Degree College Paloura and other at Shiksha Niketan Hr. Sec. School Jeevan Nagar Jammu on 13th and 24th of December 2011 respectively. During these camps, Civil Defence instructors exhibited live demonstrations on rescue operations like shifting of an injured from higher building by fireman’s lifting method etc. On the occasion of demonstration at Shiksha Niketan Hr. Sec. School Jeevan Nagar Jammu, Sh.Sham Lal Sharma, IPS DIG HG/CD & Aux. Police Jammu was the chief guest.
  • CD SRINAGAR: Fire was brought under control by Civil Defence team alongwith Aux. Police personnel near Lal Chowk Srinagar on 24-12-2011.
  • CD SRINAGAR: Civil Defence Srinagar organised two days workshop on Civil Defence and Disaster Management at Govt. College for women, Srinagar w.e.f. 26-12-2011 to 27-12-2011. Dr.Asgar Samoon,IAS Divisional Commissioner Kashmir was the chief guest at the inaugural function and Ab.Majeed Mir, Additional Comissioner was the chief guest at valedictory function. Experts of Disaster Management Committee highlighted the role of Civil Defence at the time of Disaster. A mock drill was also conducted on the occasion. Among others, Sh.M.A.Ganai, IPS DIG HG/CD & Aux. Police Kashmir, Mr.R.T.Dubey, Jt. Director Fire & Emergency services, G.M.Dar, HOD Disaster Management IMPA, Aamir Ali, ,OSD with Div Com Kashmir / Dy. Chief Warden Civil Defence, besides Divisional Wardens of Civil Defence, including Rahi Riyaz.were also present.
  • CD KATHUA: Civil Defence Kathua organised five days Civil Defence training camp at Govt. Middle School Sawan Chack w.e.f. 27-12-2011 under the supervision of Sh.Sankokh Raj, Dy.SP Dy.Controller CD Kathua. During the camp about 75 students participated who were imparted CD Basic Training in fire-fighting, first aid and rescue operation during disaster
  • CD SRINAGAR: Civil Defence Srinagar organised two days CD awareness/Disaster Management camp at Govt. Degree College Bemina, Srinagar on 29th and 30th of December 2011 in which a large number of students participated and acquainted themselves with the role and importance of Civil Defence during disaster.
  • CD KATHUA: on 31-12-2011, after receiving information from PCR Kathua, Civil Defence rescue team alongwith Sh.Santokh Raj, Dy.SP Dy.Controller of Civil Defence Kathua launched rescue operation with the help of locals in river ‘Ravi’ during flash flood and rescued the trapped person namely Sh.Suram Din S/O Sh.Satar Din R/o Lakhanpur Kathua from drowning.

ACIEVEMENTS OF CIVIL DEFENCE FOR THE YEAR 2011

 

ENROLMENT OF CD WARDENS/ ACTIVE VOLUNTEERS

Civil Defence J&K enrolled 65 CD wardens and 7924 CD volunteers in various CD towns out of which 7231 CD volunteers are active at present

CD AWARENESS CAMPS

Civil Defence J&K organised 182 awareness camps in various CD towns of the state in which general masses were acquainted with the aim and importance of Civil Defence during disaster management.

CD DEMONSTRATIONS / MOCK EXERCISES

Civil Defence J&K conducted 29 CD Demonstrations/ Mock exercises in various CD towns in which live demonstration on fire-fighting, first aid, rescue operations from higher buildings were exhibited. Besides about 65 Rescue operations were also conducted by CD rescue teams in various CD Towns of the State

TRAININGS INSIDE THE STATE

40 CD wardens/volunteers were trained under Pilot Project Scheme at CTI HG/CD Jammu and 99 training camps were organised in various CD towns of J&K in which 7924 CD volunteers and 1063 NCC/NSS cadets were trained in various Disaster Management techniques during disaster like Earthquake, Fire, Flood etc. Besides 123 SDRF personnel and 12 Aux. Police personnel have been trained in Disaster Management course by NDRF personnel at PTTI Vijaypur.

TRAININGS OUTSIDE THE STATE

35 SDRF personnel, 04 G.Os and 03 Civil Defence Wardens have been deputed to NCDC Nagpur for various specialized training courses such as :- *Civil Defence Instructors Course *Emergency Operations Centre Management *Earthquake Disaster Response Course *Civil Defence & Disaster Management *Biological Incident First Responders *Communication for CD Trainers *TOT on Civil Defence *Unexploded Bombs and Explosive Safety Course *Flood/ Cyclone Disaster Responders Course *Chemical Disaster First Responders Course *Emergency Response to Rail Transport Accidents Course *Basic Life Support Course *National Seminar on Disaster Management *Auxiliary Fire Fighting Course *Community Disaster preparedness Course.
