50TH RAISING DAY CELEBRATION OF HOME GUARDS/ CIVIL DEFENCE, J&K ON 6TH DECEMBER 2012

J&K Homeguard/Civil Defence Organization celebrated its 50th Annual Raising Day alongwith other States of India at Jammu. An impressive parade was held by the contingents of SDRF, Home Guard and Civil Defence. Shri Ashok Prasad,IPS Director General of Police Cum Commandant General Homeguards/Director Civil Defence who was the Chief Guest took the salute. The Hon’ble Governor and Hon’ble Chief Minister J&K and other dignitaries in their messages acknowledged the role played by Home Guards and Civil Defence during any eventuality whether natural or manmade and conveyed their best wishes and greetings to the Home Guard and Civil Defence Organization of the State. Shri Yoginder Kaul,IPS IGP Homeguards/CD/SDRF J&K welcomed the Chief Guest/participants and gave brief details of activities of Home Guards and Civil Defence.

The Director General of Police (DGP), Sh. Ashok Prasad, IPS while speaking on the occasion of the 50th Raising Day celebration of Home Guards/ Civil Defence, J&K, said that Civil Defence and Home Guards Organization has assumed much importance as the personnel and volunteers of the two organizations do commendable job in the event of natural and man-made calamities. Acknowledging their services, the DGP recalled that civil disturbances during the years of pre-independence and the Chinese aggression in 1962, led to the raising of Home-guards/Civil Defence to deal with the internal security and protect vital installations of the country. He said that the emerging trends like climatic change, melting of glaciers, storms, earthquakes have posed challenges before us and the changes have to be taken note of to avert the chances of draught and loss of human life and property.

Sh. Ashok Prasad,IPS stressed for involving more and more people in the activities of Civil Defence by imparting training, strengthening the infrastructure and enhancing the capacity to deal with man-made and natural disasters. He said that Organization has brought awareness among the masses during past several years but there is still room for improvement in its services as the organization was upholding the highest tradition of voluntary service. On the occasion, a parade and mock drill was presented by the contingents of Home-guards, Civil Defence wardens and volunteers and SDRF personnel.

Besides march past, a mock drill and demonstrations with regard to Civil Defence and Disaster Management were also conducted at Srinagar.

4TH BATCH OF SDRF PERSONNEL UNDERGONE ORIENTATION COURSE AT SDRF BN. HQ JAMMU

Sh.Yoginder Kaul, IPS IGP HG/CD & SDRF J&K addressing the jawans during conclusion function of Orientation course at SDRF 2nd Bn. HQ. Jammu

SDRF 2nd Bn. Jammu successfully conducted Orientation Course for 4TH Batch of about 80 SDRF personnel w.e.f. 01-11-2012 at Bn. Hqrs. Jammu. During the orientation course, SDRF personnel were imparted basic training in disaster mitigation and management so that they are able to handle the situation properly during disasters. Guest lecturers from various departments were also invited to deliver their valuable lectures on Disaster Management among the trainees. On the closing function, Sh.Yoginder Kaul, IPS IGP HG/CD & SDRF J&K briefed the Jawans and also presented mementoes among the guest lectures.


 

 

SH. YOGINDER KAUL, IPS IGP HG/CD & SDRF J&K REVIEWED THE ACTIVITIES OF CIVIL DEEENCE AND HOMEGUARDS UDHAMPUR

Sh.Yoginder Kaul, IPS IGP HG/CD & SDRF J&K reviewed the activities of Multi-hazardous Civil Defence District Udhampur on 19-12-2012

On 19-12-2012, Sh.Yoginder Kaul, IPS IGP HG/CD & SDRF J&K visited Civil Defence town Udhampur and convened a meeting with the Civil Defence wardens at the Conference Hall of Dy. Commissioner Udhampur. During the meeting, Sh.Bodh Raj, Dy.SP Dy.Controller CD Udhampur highlighted the activities of Civil Defence carried out in District Udhampur in creating awareness among the general masses about diverse issues of public interest, disaster management and Civil Defence programmes from time to time. After interaction with the Civil Defence warden, IGP stressed upon the warden service to make all out efforts to ensure that they must expand their CD activities at Rural level so that more and more civilians are involved in this noble cause without compromising the basic character of Civil Defence against hostile enemy act with newly added responsibility and come upto the expectations of public. After threadbare discussion grievances of Civil Defence wardens were also redressed on the spot.


 

 

SHRI SHAM LAL SHARMA, IPS DIG HG/CD/SDRF JAMMU CONVENED A MEETING WITH DY.CONTROLLERS AND AREA COMMANDER OF JAMMU PROVINCE

On 24-12-2012, Sh.Sham Lal Sharma, IPS convened a meeting with Divisional Commandant Homeguards Jammu, Dy.Controllers and Area Commanders of Jammu Province in the conference hall of the office. The main agenda of the meeting was to gear up the Civil Defence activities in the CD towns of Jammu Province and enrollment process of Homeguard volunteers in the Homeguard district. The Area Commanders / Dy.Controllers were asked to make all the efforts for smooth running of their offices with available man power till the committee to be constituted will submit its recommendations for providing of man power in the town/districts. They were also directed to submit their requirement of items, if any for their district and directed to work sincerely to achieve the targets assigned to them.


 

 

SH.YOGINDER KAUL, IPS IGP HG/CD & SDRF J&K REVIEWED THE ACTIVITIES OF CIVIL DEEENCE AND HOMEGUARDS KATHUA

On 26-12-2012, Sh.Yoginder Kaul, IPS IGP HG/CD & SDRF J&K visited Civil Defence town Kathua and reviewed the working of Civil Defence wardens/volunteers and also Homeguard volunteers of district Kathua. During the course of visit, a meeting was convened with the Civil Defence wardens and stressed upon the warden service to make all out efforts to ensure that members of civil community are made aware for taking precautionary measures during any natural and man-made disasters so as to minimize human causalities besides reiterating the basic character of Civil Defence against hostile enemy attack. However, Dy.Controller CD Kathua was directed to weed out ineffective warden/ volunteers and fresh enrolment be made of the locals having passion and willingness to serve the society as a volunteer. After threadbare discussion grievances of Civil Defence wardens were also redressed. The IGP also visited the stores of HG/CD in district Kathua.


 

 

SH.YOGINDER KAUL, IPS IGP HG/CD & SDRF J&K REVIEWED THE ACTIVITIES OF CIVIL DEEENCE TOWNS SUNDERBANI, NOWSHERA AND RAJOURI

On 27-12-2012, Sh.Yoginder Kaul, IPS IGP HG/CD & SDRF J&K visited Civil Defence town Kathua and reviewed the activity of Civil Defence wardens/ volunteers of CD Town Sunderbani, Nowshera and Rajouri. During the interactive session, stressed on the basic role of Civil Defence and SDRF as well as to acquaint the general public for taking precautionary and preparatory measures before, during and after Natural calamity or Man-made disasters. The participants was emphasized that Civil Defence activities should be carried out in a healthy and positive manner and each member of the Civil Defence organisation should further propagate its mission in their respective wards to enlarge trained manpower base for first aid, rescue, relief during earthquake/fire-fighting etc. as first responders. It was pointed out that CD trainings need to be imparted constantly to more and more Civil populace especially in educational institutions and among youth community so that their services are well utilized during any man-made and natural disasters which they have acquired during training in CD skills though our instructors. Stress was also made to expand CD activities in far flung areas of the district which should be the main object to make it district oriented rather town based earlier. A huge number of volunteers from all the wards of Rajouri Town attended the meeting. Besides the DIG/SSP Rajouri also attended the meeting who appreciated the role of Civil Defence and Homeguard volunteers in the district.


 

 

DARBAR OF HOMEGUARD VOLUNTEERS WAS CONDUCTED AT CTI HG/CD JAMMU

Sh.Vikas Gupta, SP Divisional Commandant Homeguards Jammu alongwith Sh.Parveen Singh, Dy.SP Area Commander Homeguards Jammu conducted a darbar of Homeguard Volunteers who were undergoing Basic Training Course at CTI HG/CD Jammu. During the darbar, about 111 VHGs participated and were briefed about the concept of Homeguard and its functioning during any eventuality. Besides they were also made familiar about the voluntary character of the organisation and its role during peace and war times. During the interaction, VHGs were given full detail about the importance of training and discipline and its utility at the time of performing duties.


 


NEWS IN BRIEF:

  • CD Akhnoor : Civil Defence Akhnoor organised five days CD training camp at Industrial Area Ward No.12 Akhnoor w.e.f. 31-11-2012 to 04-12-2012 in which 37 CD volunteers were imparted CD Basic training in first aid, fire-fighting, rescue operation. One day CD awareness camp was also organised at Geeta Colony Akhnoor on 20-12-2012 in which a large number of people participated and were briefed about the role and importance of Civil Defence during disaster.
  • CD Poonch : Civil Defence Poonch organised one day CD awareness camp at High School kalaban Mendhar on 03-12-2012 in which 150 students participated and were briefed about the role and importance of Civil Defence during disaster. On 15-12-2012, another CD awareness camp was organised by CD Poonch at High School Chandak Poonch in which about 100 students participated. During the camp, participants were made aware about the disaster and types of disaster by the CD instructors.
  • CD Udhampur : Civil Defence Udhampur organised five days CD Basic Training camp at Govt. High School Kawa Udhampur w.e.f. 10-12-2012 to 14-12-2012 in which 68 students participated and were imparted Basic training in fire-fighting, first aid and rescue operations by the Civil Defence instructors. Civil Defence Udhampur also organised another five days CD training camp at Govt. High School Batal Bailian Udhampur w.e.f. 17-12-2012 to 21-12-2012 in which 66 students participated and were imparting Civil Defence and disaster management training.

    A view of CD awareness camp organised by Civil Defence Samba at Swankha Morh on 13-12-2012
    CD Samba : On 13-12-2012, Civil Defence Samba organised one day’s awareness camp at Swankha More Samba in which about 90 civilians participated. During the camp, participants were briefed about the role and importance of Civil Defence during disaster. Another awareness camp, was organised by CD Samba at Data Talab Bari-Brahmana on 23-12-2012 in which service of Civil Defence ambulance was also utilized.
  • CD Samba : Civil Defence Samba organised five days CD training camp at Shishu Niketan Hr. Sec. School Samba w.e.f. 12-12-2012 to 17-12-2012 in which 42 CD volunteers were imparted training in various Civil Defence skills like fire-fighting, first aid and rescue operations. Another five days CD Basic training was also organised at Govt. Degree College Samba w.e.f. 18-12-2012 to 22-12-2012 in which 100 CD volunteers were imparted Civil Defence training in disaster management. During the training Civil Defence live demonstrations were also conducted by Civil Defence instructors and SDRF personnel among the participants.
  • CD Pulwama : Civil Defence Pulwama organised five days CD training camp at Hajad Public School Pulwama w.e.f. 14-12-2012 to 17-12-2012 in which a large number of students were imparted Civil Defence Basic training by CD instructors.
  • CD Baramulla : During the month of December 2012, Civil Defence Baramulla organised awareness camps at Govt. Girls Hr. Sec. School Baramulla on 15-12-2012 and at Govt. Girls Hr. Sec. School Pattan on 17-12-2012. Dy.Chief Warden CD Baramulla delivered lecture on these awareness camps and briefed the participants about the role and importance of Civil Defence.

    Students of Govt. College Women Parade Jammu were made aware about the disaster management during one day awareness camp on 11-12-2012
    CD Jammu: On 17-12-2012, Civil Defence Jammu organised one day awareness camp at Govt. Women College Parade Jammu. The main aim of the awareness programme was to make aware the large number of students with regard to preventive measures for unexpected disasters.
  • CD Nowshera: Civil Defence Nowshera organised five days CD training camp at Govt. High School Langer Nowshera w.e.f. 17-12-2012 to 21-12-2012. During the camp, 140 students participated and were imparted Civil Defence training in first aid, rescue operations, fire-fighting. Sh.Rajinder Parshad Damral, Dy.Divisional Warden also delivered lecture and briefed participants about role and importance of Civil Defence during disaster. Moreover, Civil Defence Nowshera also organised one day awareness camp at Gagrote High School Nowshera on 31-12-2012.
  • CD Kathua: Civil Defence Kathua organised five days CD training camp at Learning Temple High School Kathua w.e.f. 18-12-2012 to 22-12-2012 in which 55 students participated. During the camp, students were imparted Civil Defence training in various skills first aid, fire-fighting, rescue operations by the CD instructors deputed from CTI HG/CD Jammu. Moreover, one day awareness camp was also organised by CD Kathua on 25-12-2012 at Govt. Middle School Nihalpur Kathua in which about 50 students participated.
  • CD Doda : Civil Defence Doda organised one day awareness camp at Village Gurake Bhaderwah on 18-12-2012 in which about 150 civilians participated and were briefed about the role and importance of Civil Defence. Moreover, Civil Defence rescue team also launched two rescue operations during road accidents at Suriguard Doda and Bhaderwah on 11-12-2012 and on 16-12-2012 respectively. During rescue operations, Service of Civil Defence Ambulance was also utilized to shift the injured persons to district hospital.
  • CD Srinagar : On 18-12-2012, one day Disaster Preparedness training programme for KAS probationers was organised by CD Srinagar in collaboration with Divisional Disaster Management Authority at IMPA Srinagar. Moreover, Blood donation camp were organised at Alamgari Bazar Srinagar on 19th and 25th Dec. 2012
  • CD Sunderbani : On 20-12-2012, a Civil Defence wardens meeting was organised at CD town Sunderbani under the chairmanship of Smt.Bimla Pathania, Dy.Divisional Warden in which wardens were requested to gear up CD activities in the town. Similary meeting was also conducted on 26-12-2012 to review the CD activities of the town Nowshera.

    CD Rajouri : On 22-12-2012, Civil Defence Rajouri organised one day awareness camp at Govt. High School Palam Rajouri in which about 200 students and staff members participated. During the camp, they were briefed about the types of disaster and their effects on the human life by the Civil Defence instructors. On the occasion, training certificates were also distributed among the CD volunteers who have undergone five days CD Basic training.
  • CD Sunderbani : On 22-12-2012, Civil Defence Sunderbani organised one day awareness camp at Govt.Girls Hr. Secondary School Sunderbani in which a large number of students/staff participated.

    On the occasion Civil Defence five days training certificates were also distributed among the CD volunteer who have undergone CD basic training. On the occasion, Smt.Bimla Pathania, Dy. Divisional Warden also delivered lecture on ‘Mitigation of Disaster’.
  • CD Samba : Civil Defence Samba organised five days CD training camp at Mansar Channi Samba w.e.f. 24-12-2012 to 29-12-2012. During the camp about 68 civilians participated and were imparted training in various CD skills like fire-fighting, first-aid and rescue operations.
  • CD Jammu : Civil Defence Jammu organised five days CD training camp at Khari Tehsil Bisnah Jammu w.e.f. 26-12-2012 to 31-12-2012 in which 27 civilian participated and imparted CD basic training by Civil Defence instructors under the supervision of Sh.Dusyant Sharma, Dy.SP Dy.Controller Jammu.
  • CD Baramulla : Blood donation camp was organised at Dalina Sopore on 25-12-2012 by CD Baramulla. Civil Defence Baramulla in collaboration with Drug de-addiction Centre Baramulla also organised an awareness camp on drug abuse and tobacco control law 2003 at DIET and Boys Hr. Sec. School Sopore on 28-12-2012 in which about 200 teachers participated. Dr.Anayat Mir, Chief Warden CD Baramulla delivered lecture on the occasion and also highlighted the activities of Civil Defence.
