JENAB SHRI OMAR ABDULLAH HON’BLE CHIEF MINISTER J&K INAUGURATED STATE LEVEL CONFERENCE ON “DISASTER PREPAREDNESS AND MITIGATION - ROLE OF CIVIL DEFENCE AND OTHER STAKEHOLDERS”

On 10-02-2014, Hon’ble Chief Minister J&K, Jenab Omar Abdullah called for a partnership role between the Government and the general people for a befitting, up to the mark and efficient preparedness plan to face challenges of disasters both imposed by the nature and human beings while inaugurating the conference.

He said that a well drafted strategy and comprehensive preparedness plan to face the fallouts of disasters is all the more necessary for a State like Jammu and Kashmir falling in seismic zone iv & v and confronted with climate related, human imposed eventualities and emergencies and underlined the need for a close coordination between the Government and the people in this regard.

The Hon’ble Chief Minister said that the people of Jammu and Kashmir State have exhibited highest response towards the disaster survivor’s rescue at the need of hour and emergency as has been witnessed during the 2005 earthquake, snow tsunami in southern Kashmir and flash-floods in Ladakh. He said that he himself witnessed the help provided by the general people to the survivors of earthquake in Uri, Tangdar and sufferers of flash-floods in Ladakh and during snowstorm in South Kashmir when he visited to the affected areas during such calamities.

He further said that disaster management is not a single way street but it requires both the Government and the people to deal with the situation meticulously to check the loss of life and property during disasters.

He reiterated that natural calamities like heavy rains, snowstorms, tsunamis etc can be predicted with the result human loss can be minimized to some extent but sometime natural calamities like earthquakes are happening suddenly and without any warning for which we have to train more and more people. He said that Jammu and Kashmir is prone to both climatic calamities and earthquakes as such the task before the State Disaster Management is all the more complex and wide-ranging as such its units should be more responsive, strong and fully prepared to face the challenges effectively. He said such units should be active in all the districts and Tehsils in the State.

The Chief Minister said that the Government has already converted two Auxiliary Police Battalions. as State Disaster Response Force Battalions. for the disaster management and preparedness activities. He said there is need to have this force at all the districts which can integrate its activities with the volunteers of the area to remain alert to deal with any such eventualities.

Earlier, the Addl. Director General of Police Homeguards/ CD & SDRF J&K Smt. D.R. Doley Barman, IPS, in her welcome address said that every one of us whether in the government or the private sector, the NGOs or the Community is a stakeholder in Disaster Management. As such, the need of the hour is to bring together these various stakeholders to a common platform, where- in they can discuss these issues at length and come out with concrete suggestions, keeping in view the overall goal of a safe and secure Jammu and Kashmir.

The ADGP Coordination also addressed the participants and the Conference was concluded with vote of thanks presented by Shri T.Punchok, IGP HG/CD/SDRF. Besides, a large number of Civil Defence volunteers from across the State, the function was attended by senior police and civil administration officers including member National Disaster Management Authority Dr. Muzaffar Ahmed, MOS Home J&K State Shri Sajad Ahmed Kichloo, MLC Shri Jehangir Hussain Mir, ADsGP Shri S.P.Vaid, Shri Dilbag Singh and Shri Navin Agarwal, DG Fire and Emergency Services Shri G.A.Bhat and other dignitaries.

11TH Feb.2014: Two sessions held which were chaired by Dr. Ram Lubhaya, IPS (Rtd.ADGP). The morning session started with the presentation on “Disaster Management Architecture in India with Special Focus on Vulnerability of J&K”. by Dr. Muzaffar Ahmad, Hon’ble Member NDMA. Dr.Ahmad highlighted the quantum of losses at the International and National level and emphasized upon the need to have in place clear cut policies and plans at various levels.

It was followed by presentation on “Capacity Building in Disaster Management” by Prof. Santosh Kumar, Director SAARC Disaster Management Centre, New Delhi who highlighted some case studies about handling disasters in different geo-climatic settings.

The morning session was concluded with the presentation on “Inter-agency Coordination and Communication in Disasters” by Ms. Nagma Firdous, Senior Specialist NDMA. The speaker highlighted the issues that usually emerge in the wake of a disaster.

Second Session: The afternoon session started with the presentation on “Mainstreaming DRR in Sectoral Programmes” by Shri G. Padmanabhan, UNDP India which was followed by Smt. Nandita Hazarika of Assam State Disaster Management Authority presentation on “Role of SDMA’s and DDMAs in Disaster Preparedness, Prevention, Response and Management” in which she highlighted different achievements and initiatives that have been taken up at the State level.

The Session was culminated with the presentation on “Disaster Trends and Impacts” by Prof. P.C. Joshi of Delhi University and presentation on “Role of NGO’s in Disaster Management” by Shri Vikrant Mahajan of SPHERE India.

12th Feb.2014: Three sessions were held, first session was devoted to Mitigation which was chaired by Dr. Muzaffar Ahmad, Hon’ble Member NDMA, New Delhi.

The session started with presentation on “Overview on Earthquake Mitigation in J&K” by Prof. M.A. Malik of Jammu University wherein the speaker highlighted some of the historical Earthquakes in the State which was followed by presentation on “Community Based Disaster Risk Reduction efforts in India” by Smt. Abha Mishra, UNDP, New Delhi. The speaker explained that Policy Guidelines at the national level have been laid down regarding Community Based Disaster Management, which needs to be followed in letter and spirit.

The morning session concluded with the presentation on “Hazardous / Vulnerability and capacity analysis”. by Smt. Vandana Chauhan of All India Disaster Mitigation Institute Ahmedabad in which speaker highlighted the need to have Hazard Mapping and Seasonality of Hazards done in the first instance with follow-up of preparing Disaster Management Plans.

Second Session - The post-tea session focused on relief and recovery was chaired by Smt. D. R. Doley Barman,IPS ADGP, Home Guards/Civil Defence and SDRF J&K. The session was set into motion with Shri G. S. Saini, Director National Civil Defence College, Nagpur presentation on “Building Community Resistance after a Disaster” and emphasized upon the need to understand changing vulnerabilities and risk and applying technology in the right perspective. Mr. Saini shared that presence of Civil Defence is now being felt everywhere and the roles CD volunteers have been playing have brought a laurels to the organisation.

It was followed by presentation on “Psycho-social support and Trauma Counselling” by Dr. Sujata Satapathy of All India Institute of Medical Sciences, New Delhi wherein the speaker gave different scenarios and behaviours and the ways to deal with such people in the most possible humanistic way. She underlined the need to treat the victims in the camps with a humanistic approach otherwise they further get subjected to more mental trauma and stress.

Third Session - The first part of the post-lunch session was devoted to Response and was chaired by Shri K.M. Singh, Hon’ble Member, NDMA, New Delhi. The session was started with the presentation focused on “Overview of Incident Response System” by Major General V. K. Dutta, Senior Specialist, NDMA. The speaker introduced the concept of ICS which has now been renamed as IRS in the Indian context which was followed by the presentation on “Role of Early Warning and Forecasting in Disaster Preparedness” by Shri Sonam Lotus, Director, MET. Office, Srinagar focused on EWS and its follow-up by the stakeholders. Mr. Lotus gave a detailed account of how the Met. Office is collecting data from different stations and then transmitting the same for use by the public in general and the stakeholders in particular. The final presentation on “Case studies by NDRF-Phyallin Uttarakhand and Building Collapse” by Sh.P.K.Srivastava and Sh.Prashant Dar, Commandants of the 8th & 10th Bn. of NDRF.

The session concluded with a number of questions by the participants which were answered by the respective experts. In his concluding remarks Shri. K.M. Singh, Chairman of the session stressed upon the stakeholders to be in a state of preparedness for quick response to any call.

Valedictory Function - Speaking at the valedictory function of State Level Conference on the role of Civil Defence in Disaster Preparedness and Mitigation Chief Guest on the occasion, Jenab Sajjad Ahmed Kichloo Hon’ble Minister of State for Home J&K stressed the need for reviving traditional earthquake resilient construction technology and urged for reviving the institutions of Self Help Groups at the village level besides re-activating traditional disaster management practices.

He apprised the audience that State Disaster Management Authority (SDMA) and District Disaster Management Authorities (DDMA) are being further strengthened and equipped alongwith strengthening of Civil Defence movement to make the disaster preparedness and mitigation measures effective throughout the length and breadth of the State. He expressed his optimism that the role of Civil Defence, educational and engineering institutions could play a vibrant role in disaster management and the government is ready to provide every possible assistance. Earlier Smt.D.R.Doley Barman, IPS Addl. Director General of Police Homeguards/ CD/SDRF J&K presented welcome address and Shri T.Punchok IPS IGP HG/CD/SDRF presented the vote of thanks.

Besides, a large number of Civil Defence volunteers from across the State, the function was attended by senior police and civil administration officers including member NDMA Sh. K.M. Singh, M.L.C Shri Jehangir Hussain Mir, Retd. DsGP Shri A.C.Chaturvedi, Dr. Ashok Bhan ADsGP Shri S.P.Vaid, Shri Dilbag Singh and Shri Navin Agarwal, IGP CD/Hgds & SDRF J&K Shri T.Punchok, DG Fire and Emergency Services Shri G.A.Bhat, and senior citizens.


 

 

51st RAISING DAY OF HOMEGUARDS/ CIVIL DEFENCE J&K CELEBRATED AT SDRF 2ND BN. JAMMU

Sh.P.L.Gupta, IPS ADGP J&K accompanied by IGP Armed/IR Jammu Sh.P.R.Manhas, IPS took salute during 51st Raising Day of Homeguards/Civil Defence J&K celebrated at SDRF 2nd Bn. Jammu

On 06-12-2013, Additional Director General of Police, Sh. P.L.Gupta, IPS while highlighting the role of Homeguards and Civil Defence volunteers in all situations has emphasized on the need for adequate preparedness to deal with various disasters and other exigencies in the State.

Sh. P.L Gupta, IPS was speaking at a function organised by Home Guards and Civil Defence Organization on 51st Raising Day. He recalled certain natural disasters of recent past and explained how preparedness could make a huge difference in terms of saving precious human lives & property. Stating that J&K state falls in seismic zone iv & v, and having its 13 district Headquarters declared as multi hazardous by the Government of India, therefore the need of harmonising between capacity building and frequency of disasters was immensely desired.

Sh. P.L Gupta, commended the role of Home Guard/Civil Defence volunteers for their outstanding work during earthquakes in Valley and Doda region. He also referred to recognition of their contribution on the occasions like Shri Amar Nath Ji Yatra, Hajj pilgrimage, fairs, festivals and emergencies like flash floods and accidents.

ADGP also recalled the significance of role of Home Guard volunteers raised after Chinese aggression of 1962 in war situations and their contribution in creating awareness amongst people about responses to serious situations. Further, he referred to emerging trends of climatic change, melting of glaciers, flash floods etc. which posed serious challenges before the society. On this occasion, an impressive parade was held by the contingents of SDRF, Home guards and Civil Defence volunteers, followed by mock drill exercises. The function was witnessed by a large number of people from all walks of life besides wardens and volunteers.

Earlier, in his welcome address, the Inspector General of Police, (Armed/IRP) Jammu, Sh.P.R. Manhas,IPS read out the Raising Day Messages of President of India, Union Home Minister, Governor, Chief Minister, Home Secretary GOI and the DGP J&K on the occasion. He gave a detailed resume of the activities of the organisation conducted at district headquarters, towns, tehsils and block level during the year. He said that a large number of people participated in these programmes, training camps and were made aware about the precautionary measures to be taken during disasters. Sh. P.R Manhas, IPS also disclosed that presently more than 7,000 CD volunteers are active in the field across the State. In the times of peace the volunteers have been helping the civil administration in enforcing their developmental and other programmes. He said during the year 2013, the Organization conduced 189 CD awareness camps in various parts of the State and demonstration programmes on disaster preparedness. Besides, the Organization organised special training camps for CD workers and trained 6965 volunteers. 425 personnel from State Disaster Response Force (SDRF) also underwent various rescue and disaster management trainings.

J&K STATE DISASTER RESPONSE FORCE CELEBRATED ITS RAISING DAY

The State Disaster Response Force celebrated its 2nd annual Raising Day at SDRF 1st Bn. Burzulla, Baghat Srinagar on 19-01-2014. Deputy Inspector General of Police, SDRF, HG/CD, Kashmir, Sh. B.A Itoo, IPS was the chief guest and took salute of march past. The Chief Guest while addressing the participants elucidated the importance of Disaster Management, preparedness and mitigation in the State.

Commandant SDRF 1st Bn. Sh.Mehraj-ud-Shah, SP in his speech gave brief description of the activities carried out by the SDRF during the last year especially during Shri Amarnath ji yatra-2013 and imparting of CD awareness/trainings to the college, school students, NCC cadets and the general masses throughout Kashmir Valley including Leh and Kargil.

A good number of officers from various departments and prominent citizens attended the Raising Day function.

Moreover, Smt.D.R.Doley Barman, IPS ADGP HG/CD & SDRF J&K, organized a function cum get together programme at SDRF 2nd Bn. Hqrs. Jammu on the occasion of Annual Raising day of SDRF J&K. Sh.Ashok Parsad, IPS DGP J&K was the chief guest on the occasion. Among others, Sh.T.Punchok, IPS IGP HG/CD & SDRF J&K, Sh.A.K.Atri,IPS DIG and Civil Defence wardens and volunteers were present on the occasion.


 

 

CIVIL DEFENCE BARAMULLA ORGANISED CD AWARENESS CAMP AT BSF 64 BN. BARAMULLA ON 21TH JAN.2014.

Besides, a large number of BSF Jawans and Officers, Dr.Anayat Mir, Chief warden, Dr. IPS Bali, Divisional Warden, Dr. Shabir, Dy. Divisional Warden were also participated.

While introducing Civil Defence organization Dr.Bali spoke on role of Civil Defence in Disaster preparedness and mitigation. He also highlighted the importance of First Aid as first community responder during disasters.

Highlighting the consequences of growing menace of drug abuse in conflict zone, Dr.Anayat Mir, Chief Warden CD Baramulla and briefed Jawans about the reasons of youth going to drugs and their aggressive behaviors. He said that drug addiction is a disease like diabetes and hypertension and an addict needs emotional, financial and family support to come out of it. Will-Power can help to quiet drugs up to certain extent but in advanced cases professional counseling and pharmacological intervention is necessary.


 

 

SARPANCHES, PANCHES AS KEY RESOURCE PERSONS IN RISK REDUCTION PHASE BEFORE A DISASTER - CHIEF WARDEN CIVIL DEFENCE BARAMULLA

BDO Zaingair Sopore facilitated an awareness programme of Civil Defence Organization Baramulla on Disaster preparedness and mitigation at community Hall Bomai Sopore on 30th Jan.2014. A large number of Sarpanches, Panches, Civil Defence Wardens and SDRF team participated in this Programme. The chief guest, BDO Zaingair Mr. A.R Ganai gave welcome speech and encouraged this initiative of CD Baramulla.

Dr.Shabir (Dy.Div.Warden CD) gave a presentation on introduction of Civil Defence organization and role of CD volunteers in Hostile Attacks, Peace Time (Non-combatant duties) & disaster mitigation. It was impressed upon them that through this organization, volunteers can render their noble service towards the society. Keeping in view the vulnerability of multi hazards district Baramulla for natural disasters like Earthquake, landslides, snow avalanches and floods, the Chief warden Civil Defence Dr. Anayat Mir spoke on earthquake risk mitigation and adherence to Do’s and Don’ts during an earthquake. He stressed upon the retrofitting of earthquake hazards structures as per BIS as the district lies in Seismic Zone Five and advised people to avoid construction on wetlands.


 

 

CIVIL DEFENCE/ SDRF KUPWARA CONDUCTED RESCUE OPERATION AT SADHNA TOP DURING LANDSLIDE AND SNOWFALL

On intervening night of 3rd & 4th March 2014, SDRF team headed by SI(M) Tariq Ahmed Wani, from Civil Defence Kupwara in collaboration with district Police & BRO conducted rescue operation at Sadhna Top (Kupwara-Tangdhar Road) where an ambulance met with an accident and some passenger got stranded at Khuni Nallah Sadhna Top due to Landslide and Snowfall. During the rescue operation, snow was cleared with cutter and all the passengers were rescued safely.


 

 

STUDENTS AND DRIVERS IN LEH SENSITIZED ON THEIR ROLE AS FIRST COMMUNITY RESPONDERS BY CIVIL DEFENCE LEH

Civil Defence Organization Leh organised an awareness programme on 06-3-2014 at Sadhbhavana auditorium Leh on Disaster preparedness and Mitigation under the supervision of Dy. Controller CD Leh Mr.Stanzen Losal A large number of student and drivers participated in the programme. DySP (HQ) Leh Sh.Sajad presided over as the chief guest and principal Boys Higher Secondary School Leh Mr. Tsetan was guest of honour.

Dy. Controller CD Leh Mr. Stanzen Losal began with an introduction of Civil Defence organization and role of CD volunteers in Hostile attacks, Peace Time (Non-combatant duties), disaster preparedness & mitigation. It was impressed upon them that through this organization volunteers can render their noble service towards the society and nation. Dr.Anayat Mir Chief Warden Civil Defence/Medical Officer gave a detailed presentation on Drug abuse as man-made disaster. SDRF Leh demonstrated basic life support and victim mobilization during emergencies.


 

 

TEN DAY’S BHARAT DARSHAN TOUR PROGRAMME FOR CD WARDENS FLAGGED OFF

Sh.T.Punchok, IPS IGP HG/CD & SDRF J&K alongwith officers and Civil Defence wardens flagged off the team of J&K Civil Defence wardens/volunteers during their tour programme on Bharat Darshan on 07-03-2014 at SDRF 2nd Bn. Jammu

Ten days tour Programme of Bharat Darshan sanctioned by Police Headquarters J&K-Jammu under Civic action programme for Civil Defence Wardens/Volunteers of J&K for Jammu-Delhi-Agra-Jaipur-Ajmeer-Jasalmeer-Udaypur–Bikanayar-Amritsar (Wagah Border) and back was flagged off on 07-03-2014 at 0830 hours by Shri T. Punchok, IPS IGP HG/CD & SDRF J&K at SDRF 2nd Bn. Headquarters, Gandhi Nagar, Jammu. The participants comprising of 17 CD volunteers from Kashmir province and 15 from Jammu Province besides sightseeing, had interaction with CD warden services of respective states to have firsthand knowledge regarding their working at all the above places including Civil Defence authorities New Delhi and study broader prospects of functioning to meet any eventuality/Disaster in the state. The officers of the organization present on the occasion were Sh. T.D.Saini, SSP SO(Trgs.), Sh. Vikas Gupta, SP Divisional Commandant Homeguards Jammu, Sh.Stenzin Narboo, SP Commandant SDRF 2nd Bn., Sh. R.S. Manhas, SP SO(Adm), Sh. Jugal Mahajan, Chief Warden CD Jammu, besides other officers/officials and Warden service.


 

 

CIVIL DEFENCE AND STATE SOCIAL WELFARE BOARD CELEBRATED WOMEN’S DAY

The J&K State Social Welfare Board in Collaboration with Civil Defence, celebrated the International Women day on 08-03-2013 in which Chief Information Commissioner J&K, Sh. G.R.Sufi was the Chief Guest. Inspector General of Police CD, HG & SDRF Sh. T. Phunchok,IPS was the Guest of Honour, others present on the occasion were Padam Shree, Prof. Ved Ghai, Chairperson, State Social Welfare Board, Khem Lata Wakhlu, Prof. Rita Jatinder, MS Chaudhary Director Social Welfare Jammu, Jai Pal Singh Director Technical Education J&K, Gazanfar Ali Secy Information Commission, Stanzin Narboo Commandant SDRF 2nd , Ranbir Manhas,SP SO to ADGP, Neetu Maini Principal Women's Polytechnic, Sachin Mahajan, Cluster Head HDFC Bank, Ajay Khajuria from Airtel, Jammu Chamber of Commerce and Industries, Bari Brahmna Industrial Association, Chief Warden Civil Defence, Deputy Controller Civil Defence, senior officers, NGOs, Creche Workers and hundreds of Students in a jam packed auditorium, graced the occasion.

The objective of the programme was to celebrate women’s achievements besides pondering over multi-pronged strategies envisaging women’s social, economical, cultural and political emancipation. Speaking on the occasion, Sufi congratulated the SWB for organizing the event. He said women play huge role in progress and prosperity of the society adding that women of today has made a mark in every field of growth and development but still there is long way for her to achieve due recognition in the society. He cited examples of various successful women like Meera Kumar, Prathiba Devi Singh Patil, P.T.Usha and appealed the womenfolk to follow the footsteps of such visionary personalities. Executive Director/ Secretary State Social Welfare Board, Sh.Aamir Ali, (Deputy Chief Warden Srinagar) presented welcome address and gave a detailed description about the activities and achievements of the board. On the occasion, cultural programmes by J&K Academy of Art Culture and Languages and a skit on the topic of “Ladki tou wardhaan hai- Doo gharoun ki shaan hai” was presented by Women Welfare Organisation, Jammu which enthralled the audience. Prof Ved also spoke on rights and responsibility of women in the society while T. Phunsog stressed on the need for promoting women empowerment in all forms. They also emphasized the need of raising massive awareness about the women emancipation programmes among the rural women as most of them still live in distress.

  • CD Kupwara: Civil Defence Kupwara organized 05 day’s CD basic training camp at Govt. High School Laderwan from 29-11-2013 to 04-12-2013. During the camp about 85 students participated and were imparted CD basic training in fire-fighting, first aid and rescue operation. Moreover, another 05 days CD basic training camp was organized at Govt. High School Lalpora Sogam Kupwara from 10-12-2013 to 14-12-2013, in which about 97 students participated on the occasion and were acquainted with Disaster management.
  • CD Jammu: Civil Defence Jammu organized five days CD training camp at Shiksha Bhawan Hr. Sec. School Bakshi Nagar Jammu w.e.f. 30-11-2013 to 06-12-2013.

    Basic Training camp at Chenab College Kaluchak, Jammu
    During the camp, 39 students were imparted Civil Defence Basic training in fire-fighting, first-aid and rescue operation during disaster by CD/SDRF instructors. Moreover, CD Jammu also organized another five days CD training camp at Chenab College Kaluchak Jammu w.e.f. 13-12-2013 to 18-12-2013 in which 66 students participated and were imparted Civil Defence Basic training to be taken during any eventuality.
  • CD Samba: Civil Defence Samba organized two awareness camps one at Chack Manga Rakwal Samba on 02-12-2013 and other at Katli Samba on 23-12-2013. During these camps, a large number of civilians participated and were briefed by the SDRF and CD instructors about the Civil Defence and Disaster management.
  • CD Baramulla: Civil Defence Baramulla organized 05 days CD basic training camp at GMET College of Education w.e.f. 02-12-2013 to 06-12-2013. During the camp, about 87 students participated and were imparted Civil Defence training in fire-fighting, first-Aid and rescue operations. Moreover, on 04-12-2013, Civil Defence Baramulla also organized one day CD awareness camp on Disaster Preparedness at Sanctorum College of Education Lalad Sopore, in which about 200 students were present and were acquainted with Disaster Management.
  • CD Srinagar: On 02-12-2013, Civil Defence Srinagar organized an awareness rally on AIDS started from Govt. Women’s College Srinagar to Sheri-e-Kashmir Park Srinagar. During the rally more than 200 persons participated to aware the general masses about the effects of AIDS.
  • CD Anantnag: Civil Defence Anantnag organized two 05 days CD basic training camps at ICDS project Breng w.e.f 02-12-2013 to 06-12-2013 and ICDS Project Brijbihara w.e.f. 09-12-2013 to 13-12-2013. During the camps, about 206 people were present and were imparted Civil Defence training in fire-fighting, first-aid and rescue operations. Moreover, a Civil Defence demonstration was also conducted on both the occasions by the Civil Defence instructors.
  • CD Srinagar: CD Srinagar organized two 05 days CD basic training camps at AD’s News Wave Public School w.e.f 04-12-2013 to 10-12-2013 and at New Kaset School Rawalpora Srinagar w.e.f. 09-12-2013 to 14-12-2013. During these camps a large number of students participated and were imparted CD basic training in fire-fighting, first aid and rescue operation.
  • CD DODA: Civil Defence Doda organised two Civil Defence awareness camps one at Malothi, Bhaderwah on 05-12-2013 and other at Hanga, Bhaderwah on 20-12-2013. During the camps, a large number of civilians participated and were made aware about the Civil Defence and its importance during disasters by the SDRF/CD instructors.
  • CD Baramulla: Civil Defence Baramulla organized 05 day’s CD basic training camp at Govt. Girls Hr.Secondary School Tarzoo Sopore w.e.f. 09-12-2013 to 12-12-2013. During the camp, about 108 students participated and were imparted CD basic training in fire-fighting, first aid and rescue operation. A mock drill exercise was also conducted by the CD/SDRF instructors. Moreover, on 17-12-2013, Civil Defence Baramulla also organized one day CD awareness camp on Disaster Preparedness at Mother and Child Care Hospital Sopore, in which about 200 people were present and were acquainted with Disaster management.
  • CD Pulwama: On 11-12-2013, Civil Defence Pulwama organised one day CD awareness camp at Sky Lark Girls Higher Secondary School Pulwama. During the camp about 60 students participated and were made aware about importance of Civil Defence and its skills during disasters.

    CD Kulgam : On 12th,13th & 14th December 2013, Civil Defence Kulgam organized one day CD awareness camps at Govt. Higher Secondary School Qaimod Kulgam, Govt. ITI Kulgam and at Darul uloom sawa sabell Kulgam respectively. During these camps, a large number of students/civilians participated and were acquainted with Civil Defence activities and its importance during disaster. Moreover, in order to spread the CD awareness among the general masses, Civil Defence Mock Drill Exercises were also conducted on the occasion by the Civil Defence/SDRF instructors.
  • CD Poonch : Civil Defence Poonch orgnaised two Civil Defence awareness camps one at Govt. High School Shiendara Poonch on 13-12-2013 and other at Govt. Middle School Dingla Poonch on 21-12-2013. During the camps, a large number of students participated and were briefed about the Civil Defence and its importance during disasters.
  • CD Rajouri: On 14-12-2013, Civil Defence Rajouri organized one day awareness camp at Govt. Degree College Budhal. During the camp, 90 students participated and were acquainted with Civil Defence aims and objectives. Moreover, Civil Defence training certificates were also distributed at Govt. Higher Sec.School Budhal on 14-12-2013 among the CD volunteers.
  • CD Akhnoor: Civil Defence Akhnoor organized one day awareness camp at Ghat Pota Akhnoor on 16-12-2013. During the camp, about 52 civilians participated and were acquainted with Civil Defence activities i.e. fire-fighting, first aid and rescue operations.
  • CD Udhampur: On 17-12-2013 and 19-12-2013, Civil Defence Udhmapur organized awareness camps at Govt. Middle School Gopal Mandir Udhampur and Govt.Girls Middle School Shakti Nagar Udhampur respectively. During these camps, about 250, students were present and were acquainted with Civil Defence activities like fire-fighting, first aid and rescue operations to be conducted during disasters by the SDRF/ CD instructors.
  • CD Anantnag : Civil Defence Anantnag organized two 05 days CD basic training camps at ICDS Project Khowripora w.e.f 16-12-2013 to 20-12-2013 and ICDS project Larkipora, w.e.f. 23-12-2013 to 28-12-2013. During the camps, about 210 people were present and were imparted Civil Defence training in fire-fighting, first-aid and rescue operations. Moreover, a Civil Defence demonstration was also conducted on both the occasions by the Civil Defence instructors.
  • CD Shopian: On 18-12-2013, Civil Defence Shopian organized one day CD awareness camp at ITI College Shopian. During the camp, more than 200 students participated and were made aware about the role and importance of Civil Defence during disaster.
  • CD Udhampur : Civil Defence Udhampur organized two 01 day’s CD awareness camps at Govt. Middle School Baradian and Govt. Middle School Jhakhar on 19/12/2013 and 21/12/2013 respectively. During these camps a large number of students/staff members participated and were made aware about Civil Defence and its importance during disasters.
  • CD Nowshera: On 20-12-2013, Civil Defence Town Nowshera organized awareness camp at Govt. High School Nonial, Nowshera in which about 222 students/ staff members participated. Sh.Tejpal Singh, Headmaster of the school was the chief guest on the occasion. During the camp, participants were briefed by the CD instructors about Civil Defence skills and its importance. Moreover,
    Civil Defence wardens/volunteers of Nowshera also performed duties during a rally of Guridwara Sahib at Nonial Nowshera on 25-12-2013.
  • CD Doda: Civil Defence Doda organized 05 days CD training camp at Upper Behota w.e.f. 21-12-2013 to 25-12-2013. 49 civilians participated in the camp and were imparted Civil Defence training in fire-fighting, first-aid and rescue operation during disasters by the CD/SDRF instructors. Moreover, on 21-12-2013, one day CD awareness camp was also organized at Panchayat Halqa Chinta by CD town Doda in which about 140 civilians participated and were made aware about the Civil Defence and its importance during disaster.
  • CD Kathua: Civil Defence Kathua organized two awareness camps, one at Rainbow Hr. Sec. School on 21-12-2013 and second at ETT Rainbow College Kathua on 24-12-2013. During these camps, a large number of students participated and were briefed on fire-fighting, first aid and rescue operations during man-made or natural disasters by the CD wardens and instructors. Moreover, on 26-12-2013, SDRF/ CD team was also deputed during a road accident at Hatlimore Kathua who shifted the injured to hospital.
  • CD Sunderbani: On 23-12-2013, Civil Defence Sunderbani organized one day awareness camp at Govt. Boys Higher Secondary School Sunderbani. During the camp about 150 students participated and were acquainted with Civil Defence activities and their role during disasters. Moreover, Smt.Bimla Pathania, Dy.Divisional Warden also delivered lecture on the topic “fire-fighting and first aid” on the occasion.
  • CD Budgam: Civil Defence Budgam organized 05 days CD training camp at IEI Siobug Institute w.e.f. 26-12-2013 to 31-12-2013. During the camp, 75 students participated and were imparted CD basic training in fire-fighting, first aid and rescue operation by the Civil Defence/SDRF experts. Moreover,Civil Defence Budgam also organised one day CD awareness camp at Al Hassan Plaza Budgam on 12-12-2013 in which about 110 people present and were made aware about role and importance of Civil Defence.

    CD Baramulla: Civil Defence Baramulla organized 05 day’s CD training camp at Govt. Hr. Secondary School Bomai w.e.f 02-01-2014 to 06-01-2014. During the camp, 184 students participated and were imparted CD basic training in fire-fighting, first aid and rescue operation by the Civil Defence/SDRF experts. Moreover, a live demonstration on the occasion was also exhibited by the CD experts.
  • CD Samba: Civil Defence Samba organized five days CD training camp at village Sumb w.e.f. 31/12/2013 to 04/1/2014. During the camp, 67 civilians participated and were imparted Civil Defence Basic Training in fire-fighting, first aid and rescue operations. Sh.Sudershan Mehta, Dy.SP also briefed the participants about Civil Defence and disaster management. Moreover, CD Samba also organized one day awareness camp at Sun Pharma Industry Bari Brahmana on 19-12-2013 in which employees of the company participated.
  • CD Akhnoor: On 04-01-2014, Civil Defence Akhnoor organized one day CD awareness camp at Ward No. 09 Shanti Colony Akhnoor. During the camp, 37 civilians participated and were briefed about the role and importance of Civil Defence during disaster.
  • CD Kathua: Civil Defence Kathua conducted one days CD awareness camps one at S.T Paul Higher Sec. School Haripur, Hiranagar on 08-01-2014 and other at Amar National Hr. Sec. School Marheen Hiranagar on 30-01-2014. During these camps a large number of students including teaching staff were present and were briefed about Civil Defence skills and training like fire-fighting, first aid and rescue operations. Moreover, On 26-01-2014, CD Kathua also organized one day CD awareness cum assistance camp at Sports Stadium Kathua on the eve of Republic Day-2014 in which Civil Defence literature regarding Fire Fighting, First Aid and Earthquake was distributed among the participants to make aware about Civil Defence.

During these camps a large number of students participated and were briefed about the role and importance of Civil Defence during disaster.
  • CD Jammu: Civil Defence Jammu conducted two 05 day’s CD training camps one at Govt. Hr. Sec. School Bahu Fort Jammu w.e.f. 09-01-2014 to 16-01-2014 and other at Govt. Girls. Hr. Sec. School Shastri Nagar w.e.f 15-01-2014 to 21-01-2014. During these camps, a large number of students participated and were imparted CD basic training in fire-fighting, first aid and rescue operation by the Civil Defence/SDRF experts. A live demonstration on the occasion was also conducted by the experts among the participants.

  • CD Srinagar: Civil Defence Srinagar organized First Aid /Awareness camp at Hazratbal Shrine w.e.f 14-01-2014 to 17-01-2014 in which a large number of people participated and were briefed about First Aid and Civil Defence activities.
  • CD Jammu: Civil Defence Jammu conducted 05 day’s CD training camp at Govt. Women College Parade Jammu w.e.f 15-01-2014 to 20-01-2014 in which 86 students participated and were imparted CD basic training in fire-fighting, first aid and rescue operations by the Civil Defence/SDRF experts. Moreover, on 18-01-2014, one day awareness programme cum mock drill exercise was also organized at Rajiv Gandhi Literacy Mission Institute Lone Complex Sopore in which 200 civilians participated and were made aware about Civil Defence and its importance by the CD /SDRF experts.
  • CD Nowshera: On 18-01-2014, Civil Defence Nowshera organized one day CD awareness camp at Govt.Girls High school Nowshera in which 185 students participated and were made aware about Civil Defence activities. Moreover, Civil Defence wardens/volunteers of Nowshera also performed duty with the local Police during the Republic Day-2014.
  • CD Doda: Civil Defence Doda conducted one day’s CD awareness camps at Panchayat Halqa Assar Tehsil Doda on 20-01-2014 and other at Panchayat Halqa Bhagwah Tehsil Doda on 27-01-2014. During the camps, about 230 civilians participated and were made aware about Civil Defence activities and its importance during disasters. Moreover, CD Doda also organized 05days CD training camp at Govt.   • CD Budgam: On 30-01-2014, one day Civil Defence awareness programme cum mock drill exercise was conducted at Gulshan Educational Institute Sholi Polra Budgam in which about 150 students participated and were made aware about the role and importance of Civil Defence during disaster.
  • CD Baramulla: On 01-02-2014, Civil Defence Baramulla organized one day CD awareness camp at Community Hall Boomi Sopore in which 150 civilians were present and briefed about Civil Defence activities and its importance.
  • CD Udhampur: Civil Defence Udhampur conducted two 05 day’s CD training camps one at Govt. Higher Sec. School Village Barta Udhampur w.e.f. 03-02-2014 to 07-02-2014 and other at Govt. Girls High School Jaganoo Udhampur w.e.f 10-02-2014 to 15-02-2014. During these camps, a large number of students participated and were imparted CD Basic training in fire-fighting, first aid and rescue operations by the CD experts/instructors.   • CD Baramulla : Civil Defence Baramulla organized one day CD awareness camp at Muslim Educational Institute Chatloora Rafiabad on 04-02-2014. During the camp, about 200 civilians participated and were acquainted with Civil Defence and its importance during disaster. Civil Defence Barmulla also conducted First Aid camp on 14-02-2014 at Chatloora Rafiabad on the eve of Urs Shiekh Sayed Abdul Qadir Jeelani in which participants were provided with First Aid facilities.
  • CD Anantnag: Civil Defence Anantnag organized one day CD awareness camp at District Institute of Educational and Training Anantnag on 05-02-2014. During the camp, about 150 teachers of the Institute participated and were made aware about role and importance of Civil Defence during disaster. Moreover, 300 students of DIET Anantnag was also acquainted with Civil Defence and its activities during disaster by the Civil Defence instructors of Anantnag during one day awareness camp held on 25-2-2014.
  • CD Rajouri: Civil Defence Rajouri organized five days CD training camp at Rajouri w.e.f. 05-2-2014 to 10-2-2014 in which students of Iqra Public High School and Elite Public Higher Secondary School Rajouri participated. During the camp, 128 students were imparted Civil Defence Basic training in fire-fighting, first-aid and rescue operation by the CD/SDRF experts.
  • CD Doda: Civil Defence Doda organized two 05 days CD basic training camps one at Panchayat Halqa Gaggla, Doda w.e.f 13-02-2014 to 18-02-2014 and other at Panchayat Halqa Marmat Tehsil Doda w.e.f 18-02-2014 to 22-02-2014. During the camp 85 Civil Defence volunteers participated and were imparted CD training in First Aid, fire fighting and rescue operation by the CD instructors. Sh. R P Dhamral, Dy. Div. Warden was the Chief Guest during the inauguration of the camp.
  • CD Kishtwar: Civil Defence organization also organized one day’s awareness camps at Panchyat Halqa Tigam Kishtwar on 19-2-2014 and Junwas Sarthal Kishtwar on 25-02-2014. During these camps, a large number of people participated and were acquainted with Civil Defence and its importance during disaster by the CD/SDRF experts.
  • CD Poonch: On 20-2-2014, Civil Defence Samba organized one day awareness camp at Panchyat Ghar Balakote Mendhar. During the camp, about 40 people participated and were made aware about Civil Defence and its importance during disaster.
  • CD Jammu: Civil Defence Jammu conducted 03 day’s CD awareness programme w.e.f 24-02-2014 to 26-02-2014 at Red Cross Society Kachi Chawani Jammu in which about 60 students participated and were acquainted with CD trainings in First Aid, Fire Fighting and Rescue operations by the Civil Defence Instructors. Moreover, on 24-02-2014, Civil Defence Jammu also organized one day CD awareness camp on First Aid at MIER College of education Jammu. During the camp about 160 students and staff members participated and were made aware about First Aid and rescue operations during disasters by the Civil Defence/SDRF Instructors. Civil Defence demonstration on rescue operations was also conducted during these camps by the SDRF/CD instructors.
  • SDRF Jammu : During 24th Police Public Mela held on 23-02-2014 at Gulshan Ground Jammu, a stall of various items was installed by SDRF 2nd Bn. Jammu.

    Moreover, Painting Competition of wards of Police personnel was also held during the Mela. Chairperson PWWA distributed certificates to all the students and also awarded cash prizes to first three position holders of each age group.
  • CD Budgam: On 24-02-2014, Civil Defence Budgam conducted one day CD awareness camp at New coaching center Chondpora Budgam. During the camp about 120 students participated and were briefed about Civil Defence training in First Aid, Fire Fighting and Rescue operations by the CD instructors and also delivered lecture on the Civil Defence and Disaster Management.
  • CD Jammu: On 25-02-2014, one day awareness & demonstration programme on Rescue, First Aid, and Fire fighting was conducted by Civil Defence Jammu at Govt.College for women Parade Ground Jammu.

    During the camp, about 600 students alongwith staff members participated and were briefed by the Civil Defence instructors. A live demonstration on rescue operation was also conducted on the occasion by CD/SDRF instructors.
  • CD Sunderbani: On 25-02-2014, Civil Defence town Sunderbani conducted one day awareness camp at Govt. Girls High School Siot (Sunderbani) in which about 110 students and staff members participated and were acquainted with Civil Defence activities like Fire Fighting, First Aid and rescue operation during disaster by the Civil Defence instructors.
  • CD Doda: Civil Defence Doda conducted one day’s CD awareness camps one at Sports Stadium Doda in collaboration with 10 RR Bn. Doda on 25-2-2014 and other at Bus stand Thatri Doda on 26-2-2014. During these camps, Civil Defence demonstration was conducted by the experts which is witnessed by the large number of participants. Moreover, Civil Defence /SDRF Doda also conducted a rescue operation on 26-2-2014 at Mohalla Shinal Doda where a major fire was broke out.
  • CD Samba: Civil Defence Samba conducted 05 day’s CD training camp at Sun Pharma Factory Samba w.e.f. 26-2-2014 to 04-3-2016. On the occasion, Zonal Education Officer Samba Sh.Tarsem Lal Gorkha was the chief guest. During the camp, factory workers and staff members participated and were imparted CD basic training in fire-fighting, first aid and rescue operation by the Civil Defence/ SDRF instructors. Sh.Ashutosh Sharma, Dy.SP Dy.Controller CD Samba also highlighted the Civil Defence activities during the camp. Moreover, Civil Defence rescue team Samba launched a rescue operation during fire incident at Main Bazar Samba on 28-2-2014 in which human lives and property were saved from burning.
  • CD Jammu: On 27-02-2014, Civil Defence Jammu conducted one day awareness programme on First Aid at Bhagya Laxmi Charitable Trust Raipura Shakti Nagar Jammu. During the camp, about 50 civilians participated and were made aware bout First Aid, Fire Fighting and Rescue operations by the Civil Defence Instructors. A
    live demonstration was also conducted by the Civil Defence/SDRF experts on the occasion.
  • CD Doda : Civil Defence Doda organized two Civil Defence training camps one at Govt. Women ITI College Bhelesa Gandho w.e.f. 04-3-2014 to 08-3-2014 and other at Govt. Hr. Sec. School Chakra Bati w.e.f. 23-3-2014 to 27-3-2014 under the supervision of Sh.Ajay Kumar Dubey, Dy.SP I/C Dy.Controller CD Doda.

    During these training camps, about 75 students were imparted CD Basic training in first aid, fire-fighting and rescue operation by the CD / SDRF instructors. Moreover, one day’s CD awareness camp was also organized at village Tithloo Gandho and Goha Marmat on 24-3-2014 by CD Doda in which a large number of civilians were made aware about Civil Defence.
  • CD Jammu: Civil Defence Jammu organised five days CD training camp at Jamwal Group of Education Purkhoo Domana w.e.f. 05-3-2014 to 10-3-2014. During the camp, about 90 students participated and were imparted CD training in fire-fighting, first aid and rescue operation. Moreover, two CD awareness camps were also organized at Bhagya Laxmi Trust, Old Janipur and Sant Meal Singh College Digiana on 07-4-2014 and 24-3-2014 respectively. During the camps, participants were acquainted with Civil Defence and its activities.
  • CD Sunderbani : Civil Defence Sunderbani organized five days Civil Defence Basic Training camp at Govt. High School Knok Kangri Sunderbani w.e.f. 06-3-2014 to 11-03-2014. During the camp, about 77 civilians were imparted CD training in first aid, fire-fighting, rescue operations by the CD /SDRF instructors.

  • CD Baramulla : CD Baramulla organized two awareness camps one at Govt. Higher Secondary School Nowpora Wagoora on 06-3-2014 and other at Govt. Girls Higher Secondary School Baramulla on 26-03-2014. During these camps, a large number of students participated and were acquainted with Civil Defence and its importance during disaster.
  • CD Udhampur: Civil Defence Udhampur organized four CD awareness camps one at Florence Nightingale Paramedical Institute, second at Shivalik College of Education Udhampur, third at Govt. Middle School Kuprla Udhampur and forth at Govt. High School Roun Udhampur on 06-3-2014, 08-3-2014, 28-3-2014 and 29-3-2014 respectively. During these camps, a large number of civilians and students participated and were made aware about the Civil Defence and its importance during disaster management by the Civil Defence / SDRF experts.
  • CD Doda : Civil Defence Doda organized two Civil Defence training camps one at Panchayat Halqa Koti w.e.f. 09-3-2014 to 13-3-2014 and other at Panchayat Halqa Dhalkhan Koot w.e.f. 18-3-2014 to 22-3-2014 under the supervision of Sh.Ajay Kumar Dubey, Dy.SP I/C Dy.Controller CD Doda. During these training camps, about 130 students were imparted CD Basic training in first aid, fire-fighting and rescue operation by the CD / SDRF instructors. Moreover, on 07-3-2014, rescue operation was also conducted by CD rescue team at Galjinder Nallah and Ganpath Bridge near Pull Doda. During the rescue operation at Ganpath bridge, dead body of a lady was fished out from the river and shifted to District Hospital by the CD rescue team.
  • CD Poonch: Civil Defence Poonch organized two awareness camps one at Panchayat Ghar Baram Gala Bufliaz and other at Govt. High School Chandimrah Surnkote on 10-3-2014 and 13-3-2014 respectively. During the camps, a large number of people/students participated and were made aware about the Civil Defence and its importance during disaster.
  • CD Udhampur: Civil Defence Udhampur organized two Civil Defence training camps one at Govt.High School Panjar Panchari w.e.f. 10-3-2014 to 19-3-2014 and other at Govt. High School Pachota Kud w.e.f. 22-3-2014 to 27-3-2014 under the supervision of Sh.Bodh Raj, Dy.SP Dy.Controller CD Udhampur. During these training camps, about 130 students were imparted CD Basic training in first aid, fire-fighting and rescue operation by the CD / SDRF instructors. Moreover, one day CD awareness camp was also organized at Tata Project near IAF Udhampur on 04-3-2014 in which a large number of employees were also made aware about Civil Defence and its importance.
  • CD Akhnoor : Civil Defence Town Akhnoor organized two Civil Defence training camps one at Village Bardakala, Akhnoor w.e.f. 14-3-2014 to 20-3-2014 and other at Little Flower School Akhnoor w.e.f. 22-3-2014 to 27-3-2014 under the supervision of Smt.Tajinder Kour, Dy.SP Dy.Controller CD Jammu. During these training camps, about 106 students were imparted CD Basic training in first aid, fire-fighting and rescue operation by the CD / SDRF instructors. Moreover, one day’s CD awareness camp was also organized at village Bardakala Akhnoor on 07-3-2014 by CD Town Akhnoor.
  • CD Kathua: Civil Defence Kathua organized five days Civil Defence Basic Training camp at Govt. High School Kadyala Hiranagar w.e.f. 18-3-2014 to 24-03-2014. During the camp, about 33 civilians were imparted CD training in first aid, fire-fighting, rescue operations by the CD /SDRF instructors. Moreover, CD team Kathua also launched rescue operation at ward No.2 Kathua and rescued the life of an Ox who was fallen in a deep well.
  • CD Rajouri : Civil Defence Rajouri organized five days CD training camp at Govt.ITI college Rajouri w.e.f. 18-3-2014 to 24-3-2014. During the camp about 200 students participated and were imparted disaster management Basic Civil Defence training in fire-fighting, first aid and rescue operation. A live demonstration on rescue operation was also conducted by the CD/SDRF instructor on the occasion. Moreover, one day CD awareness camp was also organized at Boys Higher Secondary School Thanamandi on 01-3-2014 in which a large number of students were also participated.
  • CD Samba: Civil Defence Samba organised five days CD training camp at Bari Brahmana w.e.f. 18-3-2014 to 24-3-2014. During the camp, about 68 students participated and were imparted CD training in fire-fighting, first aid and rescue operation. Moreover, three CD awareness camps were also organized at Racket Benkiser Factory, Village Sumb, Sun Pharma Lab. Bari Brahmana on 03-3-2014,07-3-2014 and 13-3-2014 respectively. During the camps, participants were acquainted with Civil Defence and its activities.
  • CD Kishtwar : Civil Defence Kishtwar organized two training camps one at Govt. ITI Kishtwar and other at Green Model High School Kishtwar w.e.f. 19-03-2014 to 23-03-2014 and 19-3-2014 to 24-3-2014 respectively. During the camps about 90 students participated and were imparting CD training in first aid, fire fighting and rescue operation by the Civil Defence instructors.

    CD Srinagar: W.e.f. 22-03-2014 to 27-03-2014, Civil Defence Srinagar organized three Civil Defence training camps one at The Legends School of Education Saderbal Srinagar, 2nd at Scholars School Natipora Srinagar and 3rd at Aglow Education Institute old RTO building Bulshah Nagar Srinagar under the supervision of Sh.Mehraj-ud-din,. SP I/C Dy.Controller CD Srinagar. During these training camps, about 280 students were imparted CD Basic training in first aid, fire-fighting and rescue operation by the CD / SDRF instructors. Moreover, one day’s CD awareness camp was also organized at Totu Ground Srinagar on 13-3-2014 by CD Srinagar in which about 300 NCC cadets participated and were made aware about Civil Defence and its importance
  • CD Budgam: CD Budgam organised one day CD awareness camp at Govt. Boys High School Gondipora Budgam on 29-3-2014. During the camp about 250 students participated and were acquainted with Civil Defence activities and its importance during disaster.
