SH. S. GOPAL REDDY, IPS DIRECTOR GENERAL OF POLICE ASSUMED THE CHARGE OF COMMANDANT GENERAL HOME GUARDS CUM DIRECTOR CIVIL DEFENCE & SDRF, J&K

Sh. S. Gopal Reddy – IPS ( JK 85 Batch ) has assumed the charge of Commandant General of Home Guards cum Director Civil Defence & SDRF, J&K on 16-03-2016 in pursuance of Government Order No.157-Home of 2016 dated 15-03-2016 after re-patriation from inter-cadre deputation from Telengana State. The officer has remained posted as IGP Railways, IGP Vigilance as incharge Vigilance Commissioner, ADGP Security J&K and ADGP HG/CD & SDRF J&K.

Immediately after joining, the officer has convened a meeting with the senior Police Officers/ Staff of the organisation in which they have been stressed on the basic role of Civil Defence and State Disaster Response Force (SDRF) as well as to acquaint the general public for takling any emergent situation whether it may be natural calamity or man-made disaster to minimize humane causalities and loss to Govt./public property. The participants have also been advised that Civil Defence activities should be carried out in a healthy and positive manner and each and every member of the Civil Defence/SDRF organization should have self introspection regarding their achievements achieved in the past and what they are going to achieve in the near future.

Besides on 26-03-2016 a meeting was convened in the conference hall to discuss various matters related to Homeguards/Civil Defence & SDRF organization which need immediate action. During the meeting various points of the Homeguards like Deficiency of VHG’s in Districts, Training of Homeguards Volunteer, Deployment of Homeguards Volunteer, Timely disbursement of wages and other allowances to the VHG’s,Distribution of Uniform articles, Maintenance of Long Rolls, Office accommodation for Homeguards /Civil Defence & SDRF in Districts, Weeding out of Civil Defence Wardens, Awareness /Training programmes, Publicity of Activities of CD/HG & SDRF, Yearly Civil Defence Plan, Activities of SDRF personnel in components were discussed and on spot directions were given by the Commandant General Homeguards J&K.

All the officers present in meeting were directed to re-activate activities of Homeguards/Civil Defence in their respective jurisdictions and keep close liaison with the District Administration to meet out any eventuality especially in disasters like flood, earthquake, fire accident, road accident, snow avalanches and any other kind of man made/natural disaster.


 

COMMANDANT GENERAL, HOMEGUARDS/ CIVIL DEFENCE & SDRF J&K VISITED KASHMIR PROVINCE

Shri S. Gopal Reddy, IPS, Commandant General, Homeguards/ Civil Defence & SDRF J&K also convened a meeting with the officers of the organization (Kashmir province) at SDRF Headquarters, Baghat Burzalla on 31st March-2016. The meeting was attended by Sh B.A.Aitu, IPS, DIG HG/CD/SDRF, Kashmir, Ab. Waheed Shah, Commandant SDRF 1st Bn, Dy SsP of SDRF 1st Bn and Area Commandants /Dy Controllers of HG/CD of all the districts of valley including Principal Central Training Institute, CD/HG, Kashmir.

Various issues concerning SDRF / HG/CD were discussed. The steps to be taken at the time of disaster and pre-disaster mitigation and also the matter pertaining to training & equipping of SDRF personnel at par with NDRF were highlighted. Shri Reddy insisted upon all the officers present in the meeting to mobilize their components / teams in order to educate people about disaster mitigation and to respond rapidly in case of eventualities. He urged the officer & SDRF personnel to carry forward the service to state in normal course as well as in times of emergencies and dedicate their selfless services while conducting rescue operations.

The Commandant General also visited Palhalan (Pattan) to take stock of ongoing construction work of Central Training Institute HG/CD/SDRF, Kashmir.


 

53RD ANNUAL RAISING DAY OF HOMEGUARDS AND CIVIL DEFENCE CELEBRATED

On 6th December 2015, 53rd Annual Raising Day of Homeguards / Civil Defence Jammu and Kashmir was celebrated at SDRF 2nd Bn. Hqrs. Jammu. Shri Stanzin Norboo, SSP, Commandant SDRF 2nd Bn. Jammu presided over the function.

Sh.Stanzin Norboo, SSP Commandant SDRF 2nd Bn. Jammu took salute and addressed the parade on the occasion of celeberation of 53rd Annual Rasising Day of Homeguards/Civil Defence at SDRF 2nd Bn. Jammu

Sunil Kumar Kesar (Dy. SP) led the parade contingents comprising of SDRF, Volunteer Homeguards and SDRF Rescue team as Parade Commander. Sh.T.D. Saini (SSP), Sh.Vikas Gupta (SSP), Dr. Kiran Bakshi, Principal Government Degree College Gandhi Nagar Jammu, GO's of the Bn. and Dy. SP. posted as Dy. Controller Civil Defence and Area Commandants Homeguards in different districts of Jammu province were present on the occasion along with Chief Warden CD Jammu, wardens, Volunteers of CD and others. Speaking on the occasion the Commandant SDRF congratulated the volunteers and thanks for the dedication towards social cause. On the occasion, he also read out the Raising Day messages of Hon’ble Governor of J&K, Hon’ble Chief Minister of J&K, Chief Secretary, Principal Secretary to Govt. J&K and DGP J&K. He further urged them to have regular trainings and motivate others to join the force.

Speaking on the occasion, Sh.Paramjeet Kumar, Chief Warden highlighted the Civil Defence activity of the year and has also proposed to impart more training to have a good strength of volunteers. On the occasion demonstrations on rescue operation from higher buildings during disaster was presented by SDRF and CD personnel. NSS students of Govt. Women College Gandhi Nagar also participated in the function and took keen interest in the activities of Civil Defence/ Homeguards. Moreover, Annual Raising Day of Homeguards/ Civil Defence Jammu and Kashmir was also celebrated at Srinagar.


 

CIVIL DEFENCE BARAMULLA ORGANISED ONE DAY CIVIL DEFENCE AND DISASTER MANAGEMENT AWARENESS PROGRAMME

A disaster preparedness programme on ‘Risk Perception and Mitigation’ was organized by Dy.Controller CD Baramulla at Himayat Centre Baramulla on 11-01-2016 under the supervision of Chief Warden Civil Defence Baramulla Dr. Inayat Mir. A large number of students participated in the programme including teachers, CD wardens and volunteers. The session began with detailed presentation on CD organization and role of civil defence volunteers in disaster mitigation. Dr. Inayat chief warden civil defence Baramulla speaking on the occasion and said that disaster can’t be ruled out, but the loss and destruction can be mitigated through appropriate measures which includes disaster mapping, disaster preparedness plan, land use zoning, preparing community through IEC and predictability forecasting and warning. Growing menace of drug abuse in youths was highlighted in the session. They were also informed about the importance of hygiene in prevention of diseases. On the occasion, SDRF Instructors demonstrated on Cardio Pulmonary resuscitation (CPR) methods, use of fire extinguishers and utility of ropes during disasters. The overall focus of these programmes was on reshaping youth and capacity building, community service volunteerism, leadership, team work, responsible citizenship, self motivation, decision making, conflict resolution, accepting differences and nurturing responsibilities are some of the focus areas. They were also informed about the treatment facilities provided by the J&K Police & Civil Defence at Drug de-addiction centres established in various districts of J&K.


 

STATE DISASTER RESPONSE FORCE J&K CELEBERATED ITS 4TH ANNUAL RAISING DAY AT JAMMU AND KASHMIR

The SDRF (State Disaster Response Force) Ist Bn. celebrated its 4th Annual Raising Day on 19th January-2016 at Bn Headquarters Burzalla Srinagar. Shri Ab Waheed Shah, KPS, Commandant SDRF Kashmir while taking salute on March past praised the role played by SDRF during rescue operations and stressed upon to rededicate themselves in service to the nation. During the Raising day function cash rewards and certificates were awarded to the Water Rescue QRT and those SDRF personnel who were toppers of the Swimming course conducted by SDRF at Dal Lake in ten batches during the year 2015. Besides SDRF 2nd Bn.

Jammu also celebrated 4th Annual SDRF Raising Day at SDRF 2nd Bn. Jammu on 21-01-2016 in which Sh.Stanzin Norboo, SSP Commandant SDRF 2nd Bn. Jammu took salute and addressed the participants. He praised the role played by SDRF personnel during rescue operations. On the occasion, SDRF demonstration on rescue operations, fire-fighting, first aid was also conducted by the SDRF personnel.


 

CIVIL DEFENCE ANANTNAG ORGANISED AWARENESS CAMP ON “ROLE OF CIVIL DEFENCE IN DISASTER MITIGATION”

On 20-02-2016, Civil Defence Anantnag organized one day awareness camp at CDCR Anantnag under the theme “Role of Civil Defence in Disaster Mitigation” in which a large number of students from various paramedical institutes / collages and schools participated. The programme was inaugurated by Dy. Commissioner Anantnag Mr. Muneer-ul- Islam who delivered lecture on Role of civil defence and its importance, besides he urged all the participants to come forward to join civil defence organization as volunteers and advised them if anyone wants to do the best social service there is the only alternative is to join Civil Defence. It is the only Civil Defence organization under the banner of which you will get respect and satisfaction to serve the humanity and nation. During the programme the famous personality of Kashmir known as weather man Mr. Sonam Lotus also delivered lecture on “How Earthquake happens and explained how humans disturbs the nature and what will be the consequences. Besides the above senior officers Professor Dr. GM. Dar, Faculty Heal Disaster Management Govt. Institute of Management and Public Administration also delivered lecture on Disaster Management.


 

CIVIL DEFENCE JAMMU ACQUAINTED STUDENTS OF GGM SCIENCE COLLEGE WITH DISASTER MANAGEMENT TECHNIQUES

To train the students and staff members in dealing with emergency situations like disasters and assisting victims, a five days basic Civil Defence Training camp was organized by Civil Defenc, Jammu at Govt. Gandhi Memorial Science College, Jammu w.e.f. 02-03-2016 to 08-03-2016. During the camp, a large number of students participated and imparted Civil Defence and disaster management techniques by the SDRF experts. The camp was organized under the guidance of Sh.L.Mohanty, IPS Addl. Director General of HG / Civil Defence & SDRF, J&K and close supervision of Smt.Tajinder Kour, KPS, Dy. Controller Civil Defence, Jammu. Speaking on the occasion, Dy.Controller highlighted the role and importance of Civil Defence during disaster. Sh. AjitAngral, Principal Govt. Gandhi Memorial Science College highly appreciated the role of Civil Defence and requested for imparting such training programmes in future also. The main aim of the training programme was to facilitate the students / teaching staff members with regard to preventive measures during disaster like Earth Quake, Fire- Fighting, First Aid & Floods. During the camp, Sh. Paramjit Kumar, Chief Warden Civil Defence, Jammu, Smt. Santosh Magotra, Divisional Warden, Div. No.4,Sh. R.Vijay Magotra, Dy. Divisional Warden, Thakur Ranjit Singh, Post Warden were also present.


 

CIVIL DEFENCE UDHAMPUR ORGANISED INTER COLLEGE SYMPOSIUM

On 26-03-2016, Civil Defence Udhampur organized inter college Symposium on disaster management at Shivalik college of Education Udhampur. On the occasion a large number of students participated from various schools and delivered their lectures on Disaster Management. Miss. Preeti Sharma of Govt. PG College Udhampur secured first position and Miss. Bhabna Rani of Bhartiya B.Ed college Udhampur security 2nd position while Miss Mirnal Charak of Kalra B.Ed. College Udhampur secured third position. The students were awarded suitably with mementoes to boost their morale.


 

CIVIL DEFENCE SAMBA ORGANISED DEBATE COMPETITION ON DRUG DE-ADDICTION

Civil Defence Samba organized drug de-addiction campaign and debate competition at Bhargva Public School Samba on 28-03-2016. On the occasion a large number of students participated and reflected their views on the topic Drug de-addiction. After conclusion trophies were distributed to the first five students to boost their morale. Sh.Ashutosh Sharma, Dy.SP Dy.Controller CD Samba also briefed the students on the occasion while Sh.Vivek Arora Principal of the school appreciated the Civil Defence organsation for conducting such type of programmes. Moreover, CD Samba also organized such drug de-addiction campaign at Mansar Samba on 24-03-2016 in which lectures were delivered by doctors from health departments.

  • CD Sunderbani: Civil Defence Sunderbani organized six awareness camps in CD town Sunderbani at Govt. Middle School Sunderbani on 09-12-2015, at Panchayat Halqa Bakhar Sunderbani on 23-012-2015, at Govt. ITI College Sunderbani on 25-01-2016, at Govt. High School Tanda Kangri on 03-02-2016, at Panchayat Halqa Bakhar Sunderbani on 08-03-2016 and at CDPO office Sunderbani on 14-03-2016. During these camps, a large number of students/civilians/workers participated and were briefed about the role and importance of Civil Defence during disaster. Besides Civil Defence Sunderbani also conducted three basic Civil Defence training camps at Govt. ITI College Sunderbani w.e.f 27-01-2016 to 01-02-2016, at Govt. High School Tanda Kangri w.e.f. 13-02-2016 to 18-02-2016 and at Balshama Sunderbani w.e.f. 23-03-206 to 27-03-2016. During these camps about 165 students/ civilians participated and were imparted basic training in fire-fighting (like fire extinguisher types and its uses), first aid (like bandage to injured person) and rescue operation by the CD/SDRF experts.

    CD Poonch: Civil Defence Poonch organized five awareness camps in district Poonch at Govt. High School Patti Mendhar on 19-12-2015, Panchayat Ghar Surankote on 21-12-2015, Govt. Middle School Bhata Thurian, Mendhar on 28-12-2015, at Govt. High School Saran Poonch on 16-01-2016, Govt. High School Bandichechian on 10-02-2016. During these camps, a large number of students/civilians participated and were briefed about the role and importance of Civil Defence during disaster by the experts. Civil Defence Poonch also organsied basic CD training camps at Panchyat Ghar Upper Surenkot Poonch w.e.f 27-01-2016 to 31-01-2016, Panchayat Halqa Fazlabad Surenkot w.e.f. 23-02-2016 to 27-02-2016 and at Panchayat Halqa Gursai Muri Mendhar w.e.f. 05-03-2016 to 13-03-2016. During these camps about 262 civilians participated and were imparted basic training in fire-fighting, first aid and rescue operation by the CD/SDRF experts.

    Civil Defence Akhnoor also organized two CD basic training camps at Kashmiri Mohala Akhnoor w.e.f 28-01-2016 to 02-02-2016 and at ward No.06 Akhnoor w.e.f. 10-03-2016 to 15-03-2016. During these camps about 100 civilians participated and were imparted basic training in fire-fighting (like fire extinguisher types and its uses), first aid (like bandage to injured person) and rescue operation by the CD/SDRF experts.

    CD Kathua: Civil Defence Kathua conducted five awareness camps in district Kathua at Unique Model Hr. Sec. School Chadwal Hiranagar on 11-12-2015, at Panchyat Ghar Mathra Chack Hiranagar on 04-01-2016, at Govt. Boys Hr. Sec. School Kathua on 29-01-2016, at Kids Heaven Convent Hr. Sec. School Shiva Nagar Kathua on 08-02-2016 and at Govt. Hr. Sec. School Lowang(Bani) on 09-03-2016. During these camps, a large number of students/civilians participated and were briefed about the role and importance of Civil Defence during disaster by the experts. Moreover, Civil Defence Kathua also organized 05 days CD basic training camps at Govt. Hr.Sec. School Lowang Bani w.e.f 07-12-2015 to 11-12- 2015, at Unique Model Hr. Sec. School Chadwal Hiranagar w.e.f 18-12-2015 to 23-12-2015 and at Village Mearth (Budhi) Kathua w.e.f. 23-02-2016 to 27-02-2016. During these camps about 200 students/civilians participated and were imparted basic training in first aid, fire fighting and rescue operations by the Civil Defence/SDRF instructors. Demonstrations on various disaster management and rescue operations were also conducted on the occasions by the CD/SDRF personnel. Civil Defence Kathua also conducted a rescue operation at river Ravi near RTO office Lakhanpur on 01-03-2016.

    CD Reasi: Civil Defence Reasi organized 05 days CD basic training camp at Panchayat Ghar Bhabber Brhamana Reasi w.e.f 23-12-2015 to 27-12-2015, at Panchyat Ghar Sujandhar Reasi w.e.f. 07-01-2016 to 11-01-2016, at Panchyat Ghar Sersundwan Reasi w.e.f 09-02-2016 to 13-02-2016 and Panchyat Ghar Salal Kotli Reasi w.e.f. 16-02-2016 to 20-02-2016. During these camps about 200 civilians participated and were imparted basic training in fire-fighting, first-aid and rescue operations by the CD/SDRF experts. Besides CD Ramban also conducted one day awareness camp at TATA project Ltd Readi on 10-03-2016 in which staff members of Tata project participated and were briefed about Civil Defence and disaster management activities.

  • CD Ramban: Civil Defence Ramban conducted 05 days CD basic training camp at Panchayat Lower Tether Banihal Ramban w.e.f 19-12-2015 to 23-12-2015, at ITI College Gool Ramban w.e.f 11-01-2016 to 16-01-2016, at Panchyat Ind, Teh Gool Ramban w.e.f. 29-02-2016 to 04-03-2016, and at Govt. ITI Ramban w.e.f. 08-03-2016 to 12-03-2016. During these camps, a large number of students/civilians participated and were imparted basic training in fire fighting, first aid and rescue operation by the CD/SDRF experts.
  • CD Doda: Civil Defence Doda organized 18 CD awareness camps in District Doda at Mohalla Shah Doda on 11-12-2015, Malwas Doda on 14-12-2015, village Ghat Doda on 17-12-2015, Jainco Maruti Showroom Doda on 22-12-2015, DIET Doda on 23-12-2015, village Baboor Doda on 31-12-2015, at Bhalla Bhaderwah on 14-01-2016, village Jodhpur Doda on 19-01-2016, DIET Doda on 21-01-2016, Tondwah Doda on 30-01-2016, at DIET Doda on 01-02-2016, Village Bagarni Near Pull Doda on 12-02-2016, Village Dhar Doda on 18-02-2016 and Panchyat Halqa Tilograh Teh. Chilly Pingal (Gandoh) Doda on 20-02-2016,at Bhaderwah on 02-03-2016, at Gandoh on 06-03-2016, at DIET Doda on 10-03-2016 and at Sari Bhaderwah on 21-03-2016. During these camps, a large number of civilians participated and were briefed about the role and importance of Civil Defence during disaster by the experts.
    Besides, Civil Defence Doda also conducted 05 days CD basic training camps at Govt. Degree College Doda w.e.f 18-12-2015 to 23-12-2015, at Panchayat Halqa Poneja Thatri and at Hanga Bhaderwah w.e.f. 10-03-2016 to 14-03-2016. During these camps about 150 students/civilians participated and were imparted basic training in first aid, fire fighting and rescue operations by the Civil Defence/SDRF instructors. Civil Defence Doda also imparted disaster management training to 84 VHGs during 15 days CD/Disaster management training camp organized at Police Post Bhalla w.e.f. 26-03-2016. Moreover Civil Defence/SDRF team Doda also conducted rescue operations at Peryote on 18-01-2016 and at Akarmadbad Doad on 22-01-2016 during fire broke out in the area.

High School Dalogra Rajouri on 04-02-2016, Panchyat Ghar Dangri Rajouri on 27-02-2016, at DPL Rajouri on 03-03-2016, at Town hall Rajouri on 04-03-2016, at Govt. Hr.Sec.School Budal on 24-03-2016 and at Palama Rajouri on 29-03-2016. During these camps, a large number of students/civilians/Police personnel participated and were briefed about the role and importance of Civil Defence during disaster by the experts.
    Moreover, Civil Defence Rajouri also organized 05 days CD basic training camp at District Police Line Rajouri w.e.f 28-01-2016 to 02-02-2016, at Govt. ITI Rajouri w.e.f 29-02-2016 to 04-03-2016, at Budhal Rajouri w.e.f. 22-03-2016 to 28-03-2016 and at Rajdhani Rajouri w.e.f. 22-03-2016 to 28-03-2016. During these camps about 230 students/civilians participated and were imparted basic training in first aid, fire fighting and rescue operations by the Civil Defence/SDRF instructors.
  • CD Udhampur: Civil Defence Udhampur organised various CD basic training camps in District Udhampur at ITI College Udhampur w.e.f 01-12-2015 to 07-12-2015, Govt. High School Laddan Udhampur w.e.f. 08-12-2015 to 12-12-2015, at ST Basti Village Charwa Mansar Teh Distt Udhampur w.e.f. 12-02-2016 to 17-02-2016, Shivalik College of Education Udhampur and Happy Model Hr.Sec. School Udhampur w.e.f. 03-03-2016 to 14-03-2016, Kalra College of Education Udhampur w.e.f. 15-03-2016 to 19-03-2016. During these camps about 600 students/civilians participated and were imparted basic training in fire-fighting, first-aid and rescue operations by the CD/SDRF experts.

    Moreover, Civil Defence Udhampur also organised five awareness camps in district Udhampur at TATA Project Kawa Udhampur on 04-3-2016 & 10-3-2016, at Gujjar Hostel Udhampur on 10-3-2016, at Nari Niketan Udhampur and Bal Ashram Udhampur on 12-03-2016. During these camps, a large number of students/civilians participated and were briefed about the role and importance of Civil Defence during disaster by the SDRF experts.
  • CD Jammu: Civil Defence conducted one day CD awareness camp in District Jammu at Social Welfare Department Janipur Jammu on 17-12-2015, at Govt. College Women Gandhi Nagar Jammu w.e.f 19-12-2015 to 20-12-2015, at Govt. Hr. Secondary School Nagrota on 29-12-2015, at Naveen Shiksha Bhawan Nagbani Road Jammu on 01-01-2016, at Govt. College Women Gandhi Nagar Jammu on 20-01-2016, at Village Jhiri Kana Chak on 01-03-2016, at Village Khanpur Nagrota on 19-03-2016 and at Majheen Sidhra Jammu on 30-03-2016.

    During these camps, a large number of students/civilians participated and were briefed about the role and importance of Civil Defence and disaster management activities by the Civil Defence and SDRF experts.     Moreover, Civil Defence Jammu also organized CD training camps at Khanpur Nagrota (Migrant Camp) w.e.f. 03-02-2016 to 08-02-2016, at Majheen Sidhra w.e.f.09-02-2016 to 13-02-2016, at Govt. Hr. Sec. School Nagrota w.e.f. 23-02-2016 to 27-02-2016, at Govt. Degree College Canal Road Jammu w.e.f. 25-02-2016 to 01-03-2016, at Govt. College of Education Canal road Jammu w.e.f. 01-03-2016, at AnatVidya kinder Bishnah w.e.f 22-03-2016 to 29-03-2016. During these camps about 450 students/ civilians participated and were imparted basic training in fire-fighting, first-aid and rescue operations by the CD/SDRF experts. Demonstrations on various disaster management and rescue operations were also conducted on the occasions by the CD/SDRF personnel.
  • CD Nowshera: Civil Defence Nowshera conducted one day CD awareness camp at Govt. High Sec. School Bhawani, Nowshera on 22-12-2015, at Govt. Middle School Quesba Pain on 10-2-2016, Govt. High School Bhagnowa on 16-02-2016, at Govt. High School Langer on 19-02-2016. During these camps, a large number of students/civilians participated and were briefed about the role and importance of Civil Defence during disaster. Moreover, CD Nowshera also organized CD training camps at ITI College Nowshera w.e.f 24-02-2016 to 29-02-2016, Panchayat Langer w.e.f. 15-03-2016 and Lanchayat Dabbar w.e.f. 21-03-2016. During these camps about 250 students/ civilians participated and were imparted basic training in fire-fighting, first-aid and rescue operations by the CD/SDRF experts.

Besides, a rescue operation also conducted by CD/SDRF rescue team at Village Gagore Vijaypur where a person namely Dev Raj S/o Amngrezo Ram was fell down into a well’s bore. After a long hours rescue operation was completed by the rescue team and victim was recovered alive from Bore well and shifted to the District Hospital Samba. Moreover, Civil Defence Samba also organized 05 days Basic Civil Defence training camps in district Samba at Barghav Public School Supwal Samba w.e.f. 02-02-2016 to 6-02-2016, at Village Lal Chack Rajpura w.e.f. 01-3-2016, at Village Paloni Mansar w.e.f. 15-03-2016. During these camps about 300 students/ civilians participated and were imparted basic training in fire-fighting, first-aid and rescue operations by the CD/SDRF experts. Civil Defence demonstrations on rescue operation was also conducted on the occasions.
  • CD Kishtwar: Civil Defence Kishtwar organized 05 days CD basic training camp at Panchyat Halqa Pochhal Kishtwar w.e.f 10-01-2016 to 14-01-2016, at Panchyat Halqa Pochhal A-2 Kishtwar w.e.f. 02-03-2016 to 06-03-2016, at Panchyat Halqa Janwas Sarthal Kishtwar w.e.f. 10-03-2016 to 14-03-2016. During these camps, a large number of students/civilians participated and were briefed about the role and importance of Civil Defence and disaster management activities by the Civil Defence and SDRF experts. Besides 10 days capacity building programme was also conducted at DPL Kishtwar w.e.f. 01-02-2016 to 10-02-2016 in which police personnel were imparted basic training in disaster management skills by the SDRF experts. Moreover, on 15-12-2015 Civil Defence Kishtwar conducted rescue operation at Mughal Madain Kistwar when a fire incident occurred.



ACTIVITIES OF KASHMIR PROVINCE

  • Five days Civil Defence Training was organized at Parraypora Bhagat Srinagar w.e.f 14-12-2015 to 19-12-2015 by Civil Defence Srinagar under the supervision of officiating Dy.Controller Civil Defence Srinagar Sh. Mohmad Shafi – DYSP in which about 45 students and staff members participated. During the training participants were acquainted with civil defence tactics and were briefed about the disaster risk and preparedness methods thereof to tackle the situations and to mitigate the loss during disasters.
  • Civil Defence briefed the students during awareness camp held at Srinagar Tindha Mohallah Dal Lake Srinagar: On 31-12-2015 Civil Defence Srinagar conducted one day Civil Defence awareness at Tinda Mohalla Dal Lake Srinagar. During the awareness camp the participants were briefed about the role of Civil defence during emergencies, besides the experience of disaster management were shared with the general public / participants. The long day awareness camp concluded with a live mock drill.
  • Civil Defence Srinagar organized 04-days Civil Defence first aid /awareness camp at Hazratbal Shrine Srinagar w.e.f. 23-12-2015 to 31-12-2015. During the camp the civil defence volunteers assisted the devotees and managed the traffic during procession. Besides with the efforts of Dy. Controller Civil Defence Srinagar in collaboration with SDRF a rescue operation team alongwith ambulance was kept available to meet any exigency.
  • Civil Defence Anantnag: Civil Defence Anantnag organized 15 days CD training camp at CDCR Anantnag in which about 100 Civil Defence and Homeguards volunteers participated and were imparted training in fire fighting (like types of fire extinguisher and its uses) besides various first aid methods were shared with them. The training imparted by Civil Defence Instructor Mr. Shabir Ahmad Ct.No.1103 and TOT instructor Mr. Syed Abid Hussain Ct. 1295/SDRF. Moreover on 22-12-2015 Civil Defence and SDRF team launched rescue operation at Police Public school Anantnag and saved property when a major fire broke out in the main building of PPS situated at DPL Anantnag.
  • Civil Defence Anantnag established a first aid medical camp in collaboration with health department at Nagbal Anantnag on 24-12-2015. During the camp a large number of people were served with first aid and medicines by expert doctors.
  • One day Civil Defence awareness camp was held at Pnachayat Ghar Baramulla on 12-12-2015. During the camp 100 local people participated and were made aware about civil defence skills and disaster management techniques by CD and SDRF experts. Two more CD awareness camps were also conducted at Panchayat Ghar Hadipora Rafiabad and Chackla Rafiabad on 19-12-2015 & 26-12-2015. During these awareness camps about 125 Panchayat Panchs and Sarpanchs participated and were acquainted about first aid methods (like bandage etc) and the techniques to carry out during earthquakes and other emergencies.
  • C.D Pulwama : Civil Defence Pulwama organized five days civil defence basic training camp w.e.f. 19-12-2015 to 23-12-2015 at Sports Stadium Pulwama in which 65 local youths of Pulwama area participated and were imparted basic training in first aid, fire fighting and rescue operation etc.
  • CD Budgam :- Civil Defence Budgam organized five days Civil Defence camp at Village sonpah Beerwah & Village Habber Khag w.e.f. 07-12-2015 to 11-12-2015 & 18-12-2015 to 23-12-2015 respectively in which about 40 local youths participated and were enrolled as Civil Defence volunteers. Besides Civil Defence Budgam also conducted awareness camp at Lohori Chak Bandipora Budgam on 29-12-2015 in which about 1000 local people & senior citizens participated.
  • CD Kargil : civil defence Kargil organized five days civil defence camp at village Nonamchay Walkha w.e.f. 14-12-2015 to 18-12-2015 in which about 70 people participated and were enrolled on the rolls of civil defence kargil. During the training camp SDRF personnel imparted disaster management and mitigation training to the participants. On the culmination of the training camp a live demonstration of fire fighting was conducted. Besides 10 days Civil Defence and disaster management training was conducted at CDCR Kargil in which 15 lady homeguard volunteers participated. Moreover 05 days civil defence training camp was also conducted at Faroona Sankoo w.e.f. 24-12-2015 to 31-12-2015 in which about 70 local people participated and were imparted training in Basic life support and other first aid methods.
  • CD Leh : on the occasion of LOSAR (New year) festival three days CD awareness camp at district Headquarter Leh w.e.f. 12-12-2015 to 14-12-2015. During the festival procession CD volunteers were deployed with rescue equipments and were directed to manage traffic. Besides first aid party were also deputed alongwith fist aid kits to assist the people.
    Besides, Civil Defence leh conducted one day civil defence awareness camp at katpa community Hall leh on 19-12-2015. During the camp about 300 local youths of the area participated and were made aware about Civil defence skills i.e. fire fighting, first aid and rescue operation and its importance during disasters. CD demonstration was also conducted on the occasion. Besides two days civil defence awareness camp was organized at Govt District Institute of education and trainings Leh w.e.f. 31-12-2015 to 31-12-2015 in which about 170 teachers participated and disaster management tactics and school safety measures were shared with them.

    CD Baramulla : One day civil defence awareness camp was organized at Darul- Aloom Sabi-ur- Rashid Baramulla on 13-01-2016 in which about 150 CD volunteers participated and were acquainted with Civil Defence and disaster management techniques by the experts.
  • CD Srinagar organized 05-days civil defence basic training camp at Nageen club Dargah Srinagat w.e.f. 11-01-2016 to 16-01-2016 in which about 16 youths from the Nageen area were enrolled as civil defence volunteers and were acquainted about civil defence tactics. Besides a cricket tournament was organized by civil defence Srinagar at National Institute of Information Technology Hazratbal Srinagar on 26-01-2016, which was witnessed by a large gathering.
  • Civil Defence Anantnag on the directions of higher ups organized two 15-days civil defence training camp at CDCR Anantnag during the month of January 2016 in which about 92 HG & CD Volunteers participated and were imparted Civil Defence and Disaster management training by the SDRF experts.
  • Students were imparted training in civil defence skills at Budgam : Civil Defence Budgam organized two 05-days civil defence basic training at village Hanjibough Budgam & Village Sailhama Budgam w.e.f. 02-01-2016 to 08-01-2016 & 12-01-2016 to 16-01-2016 respectively in which 29 CD volunteers participated. During the training civil defence trainers shared the experience of disaster management with the participants and delivered lectures on the concept of snake bite, fire fighting, CPR and splinting etc. W.E.F 18-01-2016 to 23-01-2016 another 05-days civil defence training camp was organized at village chaker Batapora Khag in which 31 local people were enrolled and trained.
  • Civil Defence Budgam also conducted one day awareness camp at village lokipora Budgam on 28-01-2016 and conducted a demonstration and mock drill exercise in the said village. A large public gathering witnessed the said event.
  • Civil Defence Uri conducted one day awareness camp at Darul Aloom Lughama Uri on 25-01-2016 in which about 100 students participate and were acquainted about the concept of civil defence and role of CD organization and other stakeholders. Besides the trainees were informed about the tactics of first aid and fire fighting.
  • Civil Defence Kargil conducted 05-days Civil Defence basic training at CD conference hall Kargil w.e.f. 06-01-2016 to 12-01-2016 in which 100 VHG’s were imparted civil defence training and were trained in first aid and other precautionary measures to be implemented during emergencies. Moreover another 15 days CD training camp was also conducted at CD & SDRF conference hall w.e.f. 20-01-2016 to 31-01-2016 in which about 20 VHG’s were imparted CD & Disaster Management training.
  • CD Leh : Two days civil defence awareness camp was conducted at District Institute of Education and training leh in which about 100 teachers were trained in disaster tactics. Besides two CD awareness camps were also conducted at Nehru Youva Kendra Leh and New DPO office Agling Leh. About 135 youth and senior citizens participated in these camps and were made aware about the civil defence skills like fire fighting first aid and rescue operations by SDRF personnel.
  • On the occasion of traffic week w.e.f. 17 to 23 January 2016 Civil Defence leh participated in traffic awareness campaign and people were made aware about the precautionary measures to be taken while driving.
  • Civil Defence Leh organized two mock drills at main office of Ladakh Autonomous Hill Development Council Leh and at Civil Airport Leh on 25-01-2016 & on 04-01-2016. On the occasion a large number of people participated and were acquainted with civil Defence and SDRF skills by the eperts.
  • On 13-02-2016 Civil Defence Baramulla organizes one day Civil Defence awareness camp at Panchayat Ghar Naidhal Rafiabad Baramulla on 13-02-2016 in which 80 Panchayat members participated and were imparted basic training in disaster tactics etc, on the culmination of the said programme a live mock drill exercise was conducted in collaboration with health and Fire emergency department.
  • On 15-02-2016 civil defence Srinagar organized one day awareness camp for SHIKARA colony Dalgate during the camp all the houseboat/ hotel owners were imparted training in basic fire fighting and other emergency measures to be adhered during disasters and other emergencies.

    Civil Defence Anantnag organized two civil defence training camps of 05-days duration at verinag Doru w.e.f. 23-02-2016 to 29-02-2016 and District institute of education and training Anantnag w.e.f. 24-02-2016 to 29-02-2016 .
  • Civil Defence Anantnag organized 15 days disaster management training programme for homeguard volunteers w.e.f. 01-02-2016 to 16-02-2016 in which 100 VHG’s of district Anantnag were imparted training in rescue operations during earthquake, landslide, flood etc.
  • CD Baramulla organizes 03 training camps of five days duration at Sysnora Rafiabad / chijihama / Elite computers Baramulla in which about 162 civilians were imparted CD and Disaster Management training during natural and man-made disasters.
  • Civil Defence Pulwama conducted 05 days civil defence training at Doonigund Tral w.e.f. 24-02-2016 to 28-02-2016 in which about 72 locals were imparted basic first aid training and the tactics of disaster management were also shared with the participants.

  • Civil Defence Budgam organized 03 civil defence training programme of five days duration at Goripora Beerwah / Hardu Wamina / Gariend Kalan Beerwah followed by one day awareness camp during these training / awareness camps a large number of local people from these rural villages were imparted basic training and were trained about precautionary measures to be adhered during landslides/ floods / earthquake/ Fire etc
  • Civil Defence Kupwara organizes 15-days civil defence basic training at CDCR Kupwara w.e.f. 01-02-2016 to 16-02-2016 in which 50 Homeguard volunteers were imparted training in basics of first aid and rescue.
  • CD Kargil : Two 05-days civil defence training camps were organized at CDCR Kargil w.e.f. 10-02-2016 to 14-02-2016 and w.e.f. 15-02-2016 to 21-02-2016 in which 35 Civil Defence And Homeguards volunteers were imparted training in CD and Disaster Management.
  • Civil Defence Leh organized three one day awareness camps at Nubra / Agling Hall Leh / Community Hall thikesy Leh in which about 100 employees of different Govt. Participated and were made aware about disaster tactics.

  • During the month of March Civil Defence unit Baramulla organized seven training and awareness camps at various far flung areas of district Baramulla. During these training / awareness camps main focus was given to aware the people about the hazards of drug menace. Several live mock drill exercises were organized by SDRF personnel. The breakup of the awareness / training camps is as under :-
    (i): On 01-03-2016 & 15-03-2016 two mock drill exercise were organized at Higher secondary school Boniyar Baramulla in collaboration with Revenue , Police, Red Cross , Municipal Council and Power Development Department.
    (ii): Four Civil Defence training camps of five days duration were organized at DPL Baramulla (w.e.f. 03-03-2016 to 07/03/2016) / Govt. Girls higher secondary school Hathishah sopore (w.e.f.10-03-2016 to 14-03-2016) Govt. Higher secondary school Danderpora Zaingair – Neither field Institute (w.e.f.12-03-2016 to 16-03-2016) and at Govt. Higher secondary school Dangerpora Zaingair (w.e.f. 14-03-2016 to 18-03-2016) During these training camps about 287 local youths were enrolled and trained in civil defence tactics.
    (iii): on 30-03-2016 one day plantation drive was launched by CD & SDRF unit Baramulla under the supervision of Dy. Controller Civil Defence Baramulla Sh. Kulwant Singh (DYSP), during the drive about 100 poplar trees were implanted in Eid Gah Jadeed Baramulla.
  • CD Anantnag organized four one day awareness camps at Public Model school Dialgam / Eidgah Turka Tachloo / ITI Anantnag / CD Conference Hall Anantnag. Besides three search and rescue operations were launched at Laizbal / Seer Hamdan & Pehroo Anantnag.
  • CD Srinagar organized 05 civil defence training courses of five days duration at Hazratbal Srinagar / Green way public school Nagabal Srinagar / New Wave Public school Pandach Srinagar / Islamia collage of science and commerce and Gousia Wakf secondary school Khanyar Srinagar. Besides one day awareness camp was organized at Govt. Higher Secondary School Gund Hassi Bhat Srinagar on 28-03-2016 in which about 250 students / staff members participated.
  • CD Pulwama organized two civil defence training camps at Doonigund Pulwama and Goripora Awantipora Pulwama in which about 118 Civil Defence youths of these two villages were enrolled as civil defence volunteers and were trained in first aid and rescue operations etc.
  • CD Budgam organized two civil defence training courses of five days duration at Chara Tehsil Magam and Sehpora Tehsil Magham besides organizes three Civil Defence awareness camps at Shepora/ Shogapora/ Gamapora Beerwah Budgam. During these camps a large number of general public was made aware about the disaster and its effects besides participants were made skilful in precautionary measures and first aid tactics.


 

 

A VIEW OF SDRF LATEST EQUIPMENTS AVAILABLE AND ITS USES DURING DISASTER

1. Victim Location Camera - Equipment can be used for search of victims under the debris. It is manually used by a rescuer in Collapsed Structure, Search and Rescue operations. With the help of this equipment a rescuer can locate the exact position and location of the victim and also communicate with alive victim with the help of sensor which is connected by an extendable rod with camera.

2. Thermal Image camera - Equipment is used for searching the victims in smoke area. It is manually used by a rescuer during heavy fire smoking area. It has a night vision device which used to view a victim during night rescue operations.

3. Circular Saw - Equipment is used for cutting Concrete, Brick, Block. It is two stroke engine which consume the mixture of Petrol and 2T oil at the ratio of 25ml /1ml. In this equipment (03) types of Blades can be used :-

i.) Diamond Blade for cutting of Concrete, Brick and Blocks.
ii.) Abrasive Blade for cutting metals like Iron, Steel etc.
iii.) Carbide Blade for cutting wooden obstacles.

4. Fire Entry Suit - Fire Entry Suit is used for Entering in the fire if the victim is trapped in fire. It used during a fire incident. After wearing the Fire Entry Suit and a breathing apparatus Rescuer can enter in the fire and save the victim. It is single use only. It can protect a rescuer for few minutes depending on type of fire.

5. Diamond Chain Saw - Equipment is highly useful in CSSR (Collapsed Structure Search & Rescue) operation. It is used to Cut Concrete Column, Brick, Block and Iron (10mm). It is two stroke engines with a separate water pump attached as to protect the Diamond Chain from heating and dust. It consumes mixture of Petrol and 2T oil at the ratio of 25ml/1ml.

6. Water Mist - Equipment is used for fire Extinguisher of Class A,B,C,D. It is a (10) litre capacity equipment with air cylinder capacity of 200 bar used for dousing flames. The special feature being that the rescuer can operate the equipment standing as far as 20 meter from the Fire. It can work above 20 seconds and work equally to half water Tanker.

7. Carbide Chain Saw - This Equipment is used for cutting the wooden material. It is two Stroke Engine which consume mixture of Petrol and 2T oil at the ratio of 25ml /1ml. It is used during CSSR operation by a rescuer and with this equipment a rescuer can cut wooden obstacle in a in a rescue operation.

8. Hydraulic Cutter Spreader - This Equipment is used for cutting Iron Bar (10mm to 25mm ) and spread the iron sheet. A separate engine pump attached with this equipment. Combination tools are double acting, hydraulic tools primarily for cutting and spreading but may be used, with suitable attachments as necessary for pushing, pulling and pressing or squeezing. They are used for rescue work following vehicle, tanker or rail accidents, in factories or construction site accidents and in natural disasters particularly for collapsed shelter search and rescue. Although specialist and heavier individual function cutters and spreaders are available combi-tools offer a solution providing multiple functions in a single piece of equipment and its versatility makes it useful in post disaster rescue work.
