ACHIEVEMENTS OF HOMEGUARDS/CIVIL DEFENCE & SDRF J&K
(JANUARY 2021 TO DECEMBER-2021)


HOMEGUARD VOLUNTEERS ENGAGEMENT & TRAININGS/DUTIES

During the year-2021, 125 Homeguard volunteers were engaged/re-engaged in J&K Homeguards organization and 1629 Homeguard volunteers underwent 45 Days Basic Training, 30 Days Advanced Training, 25 Days Refresher Training, 15 days CD cum Disaster Management Training and 10 Days Capsule Training Courses at Central Training Institute of Homeguards/Civil Defence at Jammu and Kashmir as well as their respective District Hqrs. Besides, VHGs have also performed COVID-19 related duties. Furthermore, VHGs deployed at different stations to assist the District Administration in order to maintain Law & Order duty, Traffic Regulations duty and to maintain SOPs in view of situation of COVID-19 Pandemic.

CIVIL DEFENCEJ&K ENROLLMENT TRAINING CAMPS/AWARENESS CAMPS/ DEMONSTRATIONS / RESCUE OPERATIONS

During the year 2021, 114 Nos. of training camps have been organized by the Civil Defence/SDRF J&K in which 7454 volunteers in various CD towns have been trained. Civil Defence J&K organised about 460 CD awareness camps in various CD towns of the UT J&K in which a large number of civilian population were acquainted with the aims, objectives and importance of Civil Defence during disaster. Civil Defence/SDRF conducted 68 Mock drill exercises in various CD towns in which live Mock Drill/demonstrations on Fire-Fighting, First aid, Rescue operations from high buildings were exhibited. Besides about 254 Rescue operations were also conducted during landslide, floods, road accidents etc. by CD/SDRF rescue teams in various District towns.

On 05-10-2021 a meeting of Civil Defence wardens was held at Civil Defence Control Room Jammu. The meeting was chaired by Smt. Anita Pawar, Dy.SP, Dy. Controller CD Jammu,Sh. Paramjir Kumar Chief Warden, Sh. Vinod Sharma Divisional Warden CD Jammu and a large number of wardens of CD Jammu were also present on the occasion.

59TH ANNUAL RAISING DAY OF HOMEGUARD/CIVIL DEFENCE CELEBERATED ON 6TH OF DECEMBER-2021

On 6th December-2021, Homeugards / Civil Defence J&K celebrated its 59th Annual Raising Day at SDRF 2nd Bn. Hqrs. Jammu. Sh. Danesh Rana, IPS, (ADGP) Commandant General, HG/CD & SDRF J&K, congratulated all the participants on the occasion of Raising Day and highlighted the duties and responsibilities of Homeugards and Civil Defence volunteers as first responders during disasters and pandemic like situations.

He also appreciated the role of Homeguards/Civil Defence volunteers. Smt. Nisha Nathyal, IPS, I/C DIG HG/CD & SDRF Jammu highlighted the achievements of Civil Defence volunteers / wardens and Homeugards volunteers. On the Occasion, the greeting messages received from higher dignitaries were readout. The function was attended by S. Randheer Singh, SSP, SO (Trgs), Sh. G.L. Sharma, SSP, SO (Admn), officers / officials of SDRF 2nd Bn. Jammu, wardens / volunteers of Civil Defence and volunteers Homeguards of Jammu. Similarly, 59th Raising Day of HG/CD celebrated at Kashmir Province in Divisional Commandant Homeguards office, as well as at all Homeguard units of Kashmir province in which a large number of Homeguards/Civil Defence volunteers participated.

J&K (UT) HG/CD & SDRF ACTIVIITIES IN BRIEF

A view of one day awareness camp organized at IMPA Jammu on 03-08-2021

Jammu: On 03-08-2021, One day awareness programme organized at IMPARD Jammu. This was a special programme of community Disaster Management for Sarpanchs, Panchs and field functionaries of various rural areas. The programme coordinated by Smt. Ruchi Mahajan, at IMPARD Jammu.

The programme was attended by 40 members of Panchayati Raj Institution. The programme was organized under the supervision of Dy.SP Rajesh Sharma, Dy. Controller Civil Defence, Jammu and Sh. Parmjit Kumar, Chief Warden Civil Defence, Jammu. Besides others were also present on the occasion. The Instructors gave the practical demonstration on the techniques of First Aid and Fire fighting rescue.

On 06-09-2021, One day awareness programme organized at Kabir Mandir Janipur Jammu. The programme was organized under the supervision of Dy. SP Rajesh Sharma, Dy. Controller Civil Defence, Jammu and Sh. Parmjit Kumar, Chief warden Civil Defence, Jammu. In the awareness programme Civil Defence Instructors have given the basic knowledge of First Aid, CPR, Chocking, Snake Bite, Fire rescue methods.

ONE DAY AWARENESS-CUM-DEMONSTRATION AT NCC CAMPING GROUND NAGROTA JAMMU


On 05-10-2021, One day Awareness-cum-demonstration programme was held at NCC Camping Ground Nagrota Jammu, which was organized by Civil Defence Jammu under the supervision of Dy. SP Smt. Anita Pawar, Dy. Controller Civil Defence Jammu. In the awareness program (250) Boys and Girls of NCC Cadets 2nd Bn. NCC J&K have attended the said programme. The cadets were make aware of about the knowledge of First Aid, CPR, Choking, Fire fighting, and other Emergency rescue methods along with demonstration by the Civil Defence Instructors, Lectures were delivered by the Civil Defence team on the topic of Disaster Management and highlighted the role and importance of Civil Defence organization and also follow up the SOPs as well as guidelines issued from time to time by the govt. of UT J&K regarding COVID-19.

Kathua: Rescue Operation :On 12-07-2021, Some people trapped in Ujh River During Flash Flood near Dubowal Ghati.The SDRF team of Kathua conducted rescue operation and evacuated people from Flash Flood. On 03-08-2021, Rescue operation was conducted by the SDRF teams from Kathua, Samba and Jammu in Ranjit Sagar Dam where an Indian Army Chopper was crashed.

One Days Awareness Programme: Civil Defence Kathua conducted One Day Awareness Programme at Govt. Girls Primary School Sounthal on the Topic of Disaster Management, First Aid , CPR and Fire Fighting on 28-08-2021. The programme was attended by 40 local civilians.

Samba: One Days Awareness Programme:-CD Samba organized one day awareness programme at Panchyat Halqa Ghagwal and Village Tapyal Samba on 30-06-2021, On 30-09-2021 CD/SDRF Samba conducted one day awareness/Demonstration programme under the close supervision of Dy. Controller CD Samba at Govt. Degree College Samba. In which about (45) CD Volunteers participated, on 10-11-2021 CD/SDRF Samba conducted one day awareness/Demonstration programme at Village Patti, Vijaypur in District Samba. In which about (25) Civilians participated in the awareness camp, on 20-11-2021 CD/SDRF Samba conducted one day awareness/Demonstration programme at Village Kirpalpur, Vijaypur in District Samba in which about (40) Civilians participated.

Rescue operation:-On 26-11-2021 after receipt of an information from PCR Samba that one Tralla met with an accident Near HP Gas Agency NHW Samba, SDRF rescue team of Samba along with high value rescue equipments was deputed at the site of incident for rescue operation. The team personnel immediately cut some iron strips and separated the part of said Tralla and evacuated the Two injured persons which were later shifted to Govt. District Hospital Samba for further treatment.

Mock Drill Exercise on 16th December-2021 : - Mock Drill Exercise in collaboration with Army was conducted on 16-12-2021 at Army Camp Samba. The SDRF personnel of SDRF Component Samba and Volunteers of Homeugards Samba participated in the Mock Drill Exercise. S.Randheer Singh, SSP Staff officer (Trgs) to Comdt. General HG/CD & SDRF J&K, also addressed the SDRF personnel on the occasion. Among others Smt.Tajinder Kour, Dy.SP Dy.Controller CD Samba, Smt.Anita Pawar, Dy.SP Dy.Controller Civil Defence were also present on the occasion.

One Day Event under celebration of “Azadi Ka Amrit Mahotsavupto 15th August, 2021”
Civil Defence Samba conducted seminar in Humanity Public Hr. Sec. School Bari-Brahamna, on 11-12-2021 in which Sh.Vikas Gupta, IPS, I/C DIG HG/CD & SDRF Jammu was the chief guest. The Seminar was conducted on contribution of female freedom fighter’s Lakshmi Bhai, Annie Besant & Aruna Ashif Ali under celebration of “Azadi-Ka-Amrit” Mahotsav. During the seminar a large number of Students & teaching Staff participated. The programme was appreciated by the participants & SOP’s of COVID-19 Pandemic were also followed in the said event.

UDHAMPUR: - As per the directions of ADC Udhampur , SDRF team / Civil Defence Volunteers of District Udhampur have been deployed at Sericulture Complex Udhampur in connection with implementation of Covid Appropriate Behavior during Cocoons Auction Market conducted by Sericulture Department Udhampur w.e.f. 07-07-2021 to 26-07- 2021.

Search and Resuce Operation: On 26-07-2021, some people of Sattani Dhar Road Udhampur trapped in Flash Flood. SDRF team Udhampur evacuated the people and shifted to safe place. On 27-07-2021 in Vehicles accident at JakhaniUdhampur, SDRF team Udhampur conducted rescue operation and evacuated the victims from the site of the accident and shifted to Hospital and on 29-07-2021, SDRF team Udhampur rescued two person at Dudhar Nallah Udhampur trapped in Flash Flood.

SRINAGAR

On 29-06-2021, Chief Secretary, Sh.Arun Kumar Mehta, inaugurated 24×7 mental health helpline 'SUKOON'. Sh.V.K Singh IPS, Commandant General HG/CD / SDRF J&K, Sh. P.K Pole, Divisional Commissioner Kashmir, Sh. Aijaz Asad Deputy Commissioner Srinagar, Sh. Haseeb-Ur-Rehman, IPS, SSP, Commandant SDRF 1st Battalion Kashmir and other dignitaries were present on the occasion. The Helpline offer guidance to persons (or their well-wishers) who are experiencing Anxiety, Depression, Stress, Panic Attack, Post Traumatic Stress Disorder (PTSD), Adjustment Disorder, Suicidal Thoughts, Substance Abuse, Mental Health Emergency & Pandemic induced Psychological Stress. The Helpline guides the caller to avail services of Clinical Psychologists, Therapists, counselor and Psychiatrists and provides 24x7, one-to-one support, free and confidential services to those experiencing mental health issues.

Azadi-Ka-Amrit-Mahotsav:-On 18-09-2021 SDRF 1st Bn Srinagar conducted a cross country run on Boulevard Road from Lalit Ghat to Nishat Garden in which about 200 officers/ officials of SDRF 1st Bn Srinagar have Participated. The Race was conducted in connection with celebration of “Azadi Ka Amrit Mahotsav”.

Civil Defence Srinagar organized CD “Awareness camps” at various places in Srinagar District i.e.on 11-06-2021 at RCDCC Srinagar on 06-07-2021 at Jhelum view Park Raj Bagh Srinagar on 24-08-2021 at Zakura Srinagar on 26-08-2021 at Zakura Srinagar, on 27-10-2021 at RCDCC Srinagar. During the training camps a large number of students, staff members, NCC cadets & Civilians participated and were imparted basic training in First Aid, CPR, Knots, Fire Fighting and Rescue Technique use by the CD/SDRF instructors of District Srinagar.

Medical Camp: -CD Srinagar organized one day medical camps at Gund Hassi Bhat Lawaypora Srinagar on 31-08-2021, at Ranbigarh Mujigund Srinagar on 09-09-2021 at Khumani Chowk Srinagar on 21-09-2021,at Gund Hassi Bhat Lawaypora Srinagar on 27-09-2021,in which large number of general public participated.

BUDGAM: One Day Awareness Camps:- Civil Defence Budgam organized CD “Awareness camps” at various places in Budgam District i.e.on 01-06-2021 at Civil Defence premises Budgam, on 27-07-2021 at Civil Defence Conference Hall Budgam, on 02-08-2021 at CD Budgam, on 22-08-2021 at village Karipora, on 31-08-2021 at Municipality office Budgam, On 15/09/2021 at Social Welfare Budgam, On 21/09/2021 at Govt High Sec. School Water hail Budgam,On 22/09/2021 at Safvi High School Mirgund Budgam, On 30/09/2021 in Civil Defence Hall Budgam,on 07-10-2021 at District Police Lines Budgam,on15-11-2021 at Alasma School Budgam,on 27-11-2021 at ITI Budgam, on 30-11-2021 at Tehsil Office Khag Budgam. During the training camps, a large number of students, staff members, NCC cadets & Civilians participated and were imparted basic training in First Aid, CPR, Knots, Fire Fighting and Rescue Techniques by the CD/SDRF instructors of District.

05 Days Basic CD Training :- CD/SDRF Budgam organized 05 days basic Civil Defence Training Course w.e.f. 23-11-2021 to 28-11-2021 in which 100 general public, students and teachers were participated, at Govt High School Premises village Peth Makhama Beerwah Budgam.

Search and Rescue Operation:- On 09-06-2021, SDRF Component Budgam conducted a search operation at Arigambudgam in collaboration with local Police, River Police, administration and locals, to recover the body of a youth who was drowned in a river at Arigam Khansahib Budgam.

ANANTNAG: Civil Defence Anantnag Organised CD “Awareness camps” in Anantnag District i.e. on 29-06-2021 at HG Line Anantnag, on 30-06-2021 at DPL Anantnag, on 19-07-2021 at SDM’s office Kokernag, on 31-07-2021 at Divisional Forest Office (DFO) Khanabal Anantnag on 02-08-2021 at DFO Anantnag ,on 11-08-2021 at GMC Anantnag, On 01-09-2021 at Conference Hall of HG/CD office building on 18-10-2021 at Seminar Hall GDC Kokernag Anantnag, on 06-11-2021 at Govt Degree College Doooru, on 12-11-2021 at Dak Bangloo Khanabal Anantnag, on 17-11-2021 at Govt Degree College Khanabal Anantnag. During the training camps, a large number of students & Civilians participated and were imparted basic training in First Aid, CPR, Knots, Fire Fighting and Rescue Techniques by the CD/SDRF instructors of District Anantnag.

DRUG DE-ADDICTION :- On 27-07-2021 CD/SDRF Anantnag organized one day drug de-addiction programme at conference hall of HG/CD office building in collaboration with Homeguards Anantnag in which 60 volunteers of HGs, Civil Defence and SDRF participated.

CLEANLINESS DRIVE:- On 10-07-2021 CD/SDRF Anantnag organized cleanliness drive at GMC Anantnag in collaboration with Homeguards Anantnag and on 10-08-2021 CD/SDRF Anantnag organised Swachta Pakhwada (Cleanliness Drive) at Civil Defence Anantnag in collaboration with HG/SDRF Anantnag.

Free Medical Camp :-On 12-10-2021 CD/SDRF Awantipora NYK Pulwama organized a free medical camp and yoga awareness at Aglow Public School Nowpora Tral. During the camp about 600 patients were given free consultation by expert Doctors and medicines were distributed. About four adjacent villages were covered under this camp. The camp was formally inaugurated by Director NYK Shri Mohd Khalil. Mir and Naib Tehsil Tral Shri Hameed Khan and Nodal Officer Ayush Pulwama Dr Ali Mohamad Reshi.

Cleanliness Drive:-On 11-08-2021 CD Awantipora Pulwama conducted one day cleanliness drive (Swachhta Pakhwda) in which all CD/SDRF officers/ officials participated , and on 08-11-2021 CD/SDRF Pulwama / Awantipora held cleanliness drive at Civil Defence office DPL Awantipora in which all staff members/ CD wardens/ volunteers participated.

Rescue Operation:-On 07-06-2021 SDRF Pulwama conducted a search rescue operation to find out the dead body of a youth namely Manzoor Ahmad Murad S/O: Mushtaq Ahmad R/O:-Hayatpora Chadora who was drowned in River Jhelum at LalharKapora. After hectic efforts the dead body was fished out on 08-06-2021.

KULGAM - Mock Drill:- On 09-06-2021, SDRF Component Kulgam conducted a joint mock drill in collaboration with district administration, Fire and Emergency Services, Flood Control and health Department participated. ADC Kulgam was the chief guest on the occasion.


Search and Rescue Operation:-On 12-09-2021 SDRF Kulgam along with Police and Civil Administration conducted a rescue operation and rescued 5 members of a nomad family along with their livestock including 200 sheep, 02 dogs and one horse, who were stuck in Nallah Yath Wathur due to sudden increase in water level at Akhren Kulgam. The rescued personnel were shifted to safer place.

GANDERBAL - One Day Awareness Programme:-On 14-7-21 SDRF Ganderbal in collaboration with SDMA and Media Gild Ganderbal conducted one day disaster preparedness awareness programme at Town Hall Ganderbal for media personnel. The instructors imparted training regarding Basic Life Support, search and rescue techniques, flood rescue and fire fighting to the participants.

MELA:- A team of SDRF component Ganderbal has been deployed at Narayan Bagh Shadipora Ganderbal w.e.f 21-11-2021 to 02-12-2021 in connection with SINDU PUSHKAR MELA to assist the Yatris and to conduct rescue operation in case of any exigency.

ON 29-06-2021 SDRF TEAM OF SDRF 1st BN. SRINAGAR AND ZERO BRIDGE RETRIEVED THE DEAD BODY OF YOUTH NAMELY SAQIBAHANGER S/O:- ABKALAM R/O:- KUPWARA WHO HAD JUMPED IN RIVER JHELUM NEAR NOORBAGH SRINAGAR ON 25-06-2021.

ON 28-07-2021 SDRF TEAM OF BANDIPORA CONDUCTED A RESCUE OPERATION AT ALOOSAWHERE A CLOUD BURST HIT THE VILLAGE.
